The conclusions of the CGF Evaluation Commission were that "The Abuja Bid Committee submitted a Candidate City File which has the substantial and broad backing of the Nigerian Government. The Evaluation Commission submitted a number of issues to be clarified by Abuja and while most of these matters were addressed, a number of matters remain of concern and these are noted in the body of the report...and any decision to award the games to Abuja should be conditional on these matters being addressed" General Yakubu Gowon, said that his country was also "confident", despite the adverse evaluation of its bid by a four-member team in September. The group's report found fault with the city's plans for budgeting, transport, legacy, marketing and venues.

A disposal will only be permitted where it is likely to facilitate the survival of the whole or any part of the company as a going concern. Absent consent from the affected creditor, the examiner will be required to make an application to the High Court before any such disposal occurs. If the assets are subject to a charge 'which, as created, was a floating charge' the secured creditor will be deemed to have a corresponding security over the proceeds of the disposal. However, if the assets disposed of are subject to a fixed charge, any disposal will be conditional on the net proceeds or the net amount which would be achieved on an open market sale by a willing vendor (whichever is the greater) being applied towards discharging the sum secured by the charge.

After the Russian Revolution in 1917, Germany conceived the geopolitical strategy of Mitteleuropa – a regional network of puppet states that would serve as a buffer zone – and agreed to allow the Vilnius Conference, hoping that it would proclaim that the Lithuanian nation wanted to detach itself from Russia and establish a closer relationship with Germany. However, this strategy backfired; the conference, held on 18–22 September 1917, adopted a resolution that an independent Lithuania should be established and that a closer relationship with Germany would be conditional on Germany's formal recognition of the new state. On 21 September, the 214 attendees at the conference elected a 20-member Council of Lithuania to codify this resolution. The German authorities did not allow that resolution to be published, but they did permit the Council to proceed.

Many people welcomed this government intervention and wanted it to go further. The Beveridge Report of 1942, (which identified five "Giant Evils" in society: squalor, ignorance, want, idleness and disease) essentially recommended a national, compulsory, flat rate insurance scheme which would combine health care, unemployment and retirement benefits. Beveridge himself was careful to emphasise that unemployment benefits should be held to a subsistence level, and after six months would be conditional on work or training, so as not to encourage abuse of the system. That was however predicated on the concept of the "maintenance of employment" which meant ‘it should be possible to make unemployment of any individual for more than 26 weeks continuously a rare thing in normal times’ and recognised that the imposition of a training condition would be impractical if the unemployed were numbered by the million.

Newspapers published on 9 February, strongly denounced the shooting. On 10 February, speaking before a rally of about 5,000 supporters, Rajoelina urged the people to observe a general strike on the next day; he asked that everyone stay indoors and that no one go to work or attend school. Roindefo announced the appointment of four ministers to serve in his transitional government, and he said that the remainder of them would be appointed by the end of the week. Meanwhile, both Ravalomanana and Rajoelina accepted dialogue in principle; Rajoelina said that dialogue would be conditional on the holding of a new presidential election or the formation of a transitional government. At a 35,000-strong rally in Antananarivo on 14 February, Ravalomanana said that he would serve out his full term as president, that he was listening to the people, and that he regretted the deaths that had occurred during the protests.

The Zelaya administration had growing friction with the United States government, for example while the French government had inquired to the U.S. whether a loan to Nicaragua would be deemed unfriendly, the U.S. Secretary of State required the loan to be conditional on U.S. relations. After the loan was pending on the Paris stock exchange, the U.S. further isolated Nicaragua by pointing out any money Zelaya would receive "would be without doubt spent to purchase munitions to oppress his neighbors" and in "hostility to peace and progress in Central America." The US State Department also demanded that all investments in Central America would also need be approved by the U.S. as a means to protect U.S. interests. As of 2013, players appearing in International Series games were admitted on temporary working visas, a situation which would not be possible for players working a full home schedule, which would require visas to be issued by a UK government recognised governing body for the sport. Although the British version of the game is administered by the British American Football Association (BAFA), it is not recognised by the UK government for visa purposes. In order to clear these obstacles, it has been suggested the NFL would either have to create its own governing body in the UK, or work through BAFA after they gain approval. Although not expected to fail, it has been speculated that approval of the governing body could be conditional on restrictions being placed on the activities of the NFL in the UK that would not apply to US teams, depending on the government's view of how the visas benefit sport in the country.

Immune monitoring of subjects through one year post-transplantation showed no evidence of antibody-based or cellular immune responses to AST-OPC1. In four of the five subjects, serial MRI scans performed throughout the 2–3 year follow-up period indicate that reduced spinal cord cavitation may have occurred and that AST-OPC1 may have had some positive effects in reducing spinal cord tissue deterioration. There was no unexpected neurological degeneration or improvement in the five subjects in the trial as evaluated by the International Standards for Neurological Classification of Spinal Cord Injury (ISNCSCI) exam. The Strategic Partnership III grant from CIRM will provide funding to Asterias to support the next clinical trial of AST-OPC1 in subjects with spinal cord injury, and for Asterias’ product development efforts to refine and scale manufacturing methods to support later-stage trials and eventually commercialization. CIRM funding will be conditional on FDA approval for the trial, completion of a definitive agreement between Asterias and CIRM, and Asterias’ continued progress toward the achievement of certain pre-defined project milestones.

In his 1964 paper, Hamilton 'hazards' “the following unrigorous statement of the main principle that has emerged from the model”; He uses the terms 'hazards', 'unrigorous', and 'will seem' deliberately, since his formal analysis makes clear that the model specifies the evolutionary selection pressure, rather than specifying what mechanisms govern the proximate expression of social behaviors. He also clearly points to social behaviors being evoked in distinct situations, and that individuals may encounter potential social recipients of different degree of relationship in different situations. If one ignores the cautious qualifying words however, the passage might readily be interpreted to imply that individuals are indeed expected to make an active assessment of the degree of relatedness of others they interact with in different situations. Later in the paper, Hamilton again discusses the issue of whether the performance (or expression) of social behaviors might be conditional on; (a) discriminating factors which correlate with close relationship with the recipient, or (b) actually discriminating which individuals 'really are' in close relationship with the recipient: For certain social behaviors, Hamilton suggests there may be selection pressure for more discerning discrimination of genetic relatedness, were the mutation to occur.

And considering that another argument deployed against the Soviet proposal was that it was perceived by Western powers as "directed against the North Atlantic Pact and its liquidation", the Soviets decided to declare their "readiness to examine jointly with other interested parties the question of the participation of the USSR in the North Atlantic bloc", specifying that "the admittance of the USA into the General European Agreement should not be conditional on the three Western powers agreeing to the USSR joining the North Atlantic Pact". A "Soviet Big Seven" threats poster, displaying the equipment of the militaries of the Warsaw Pact Again all proposals, including the request to join NATO, were rejected by the UK, US, and French governments shortly after. Emblematic was the position of British General Hastings Ismay, a fierce supporter of NATO expansion. He opposed the request to join NATO made by the USSR in 1954 saying that "the Soviet request to join NATO is like an unrepentant burglar requesting to join the police force".
