The three stage design of the KN-08 is puzzling. While a three- stage design is common for solid propellant ICBMs, western analysts say that North Korea lacks the experience and ability to develop a solid-fueled ICBM. In early 2015, the U.S. Department of Defense announced that although they had not seen the KN-08 tested, they believed North Korea had the ability to put a nuclear weapon on a KN-08, and it was prudent to plan for that threat. The KN-08 theoretically poses a threat to the U.S. mainland, able to deliver a payload to the American West Coast. Practically speaking however, its accuracy is likely "barely adequate" to target large cities, mobility would be limited to paved roads, and the system will require 1–2 hours of pre-launch fueling.

MMS are optimized towards affordability and simple operation, often forgoing the need for experienced technicians, having a low cost of manufacture, and being small enough in size to allow for the transfer of data collection from the laboratory into the field. These advantages often come at the cost of reduced performance where MMS resolution, as well as the limits of detection and quantitation, are often barely adequate to perform specialized tasks. Graf Zeppelin Since wind tunnel tests showed that a 16-side transverse section had about the same drag as a circular one, both R100 and R101 used a smaller number of longitudinal girders than previous airships to simplify stress calculations. Even so, the calculations for the transverse frames required hand computation that took two or three months to produce a solution for each frame. The thoroughness of the stressing calculations was a consequence of new Air Ministry criteria for the strengths required of airships, formulated after the catastrophic structural failure of R38 in 1921. Fewer longitudinal girders resulted in larger unsupported panels of fabric in the envelope, and flight trials were to prove that the R100's covering was barely adequate. The envelope of R101 was also unsatisfactory and a failure in its cover was possibly a cause of its crash. Barnes Wallis created the frame of the airship using only 11 standard components.

Maintenance was barely adequate, crews were not being efficiently used, transports stood idle and disused, necessary record-keeping was scant, and ad hoc flight crews of publicity-seeking desk personnel were disrupting a business-like atmosphere. This was recognised by the United States National Security Council at a meeting with Clay on 22 July 1948, when it became clear that a long-term airlift was necessary.
