Holy Trinity reopened on 12 April 1887, although work continued into 1888. The architects had the church's interior re-orientated as the original layout was considered to be "badly arranged", owing to the narrow pews and the chancel being at the side of the church. The altar was moved from the north to south end of the nave, and the south gallery removed. A double transept and porch was built on the south side, while a double transept and organ chamber was formed by converting and enlarging the original chancel on the north side.

On 27 January Cecil and American legal expert David Hunter Miller spent four hours revising Wilson's proposals in what became known as the Cecil-Miller draft. The chief collection known throughout Gaul before the Dionysio-Hadriana was the so-called collection of Quesnel, named after its first editor. It is a rich collection, though badly arranged, and contains 98 documents—Eastern and African canons and papal letters, but no Gallic councils; so that it is not a collection of local law. We might expect to find such a collection, in view of the numerous and important councils held in Gaul, but their decisions remained scattered among a great number of collections none of which had ever a wide circulation or an official character.

Von Sickel holds that its opening formulæ (1-63) are even fifty years earlier than that date. It is badly arranged as a collection, but wonderfully complete. After a series of addresses and conclusions for papal letters, varied according to the addressees, there are formulæ concerning the installation of bishops, the consecration of churches, the administration of church property, the grant of the pallium and various other privileges. The central corridor on the first floor of the castle, looking north By 1904 the War Office had concluded that Walmer had no remaining military value and agreed to transfer the castle to the Office of Works, who accepted it on the condition that they were paid £2,400 in order to carry out repairs. The Office's survey noted that "the lower floor ... is very inconvenient, dark and not conducive to health while the women servants have to sleep in a sort of dormitory in the slopes of the roof... The principal floor is, generally speaking, badly arranged and badly lighted and the Dining Room is very small"; the report suggested that it would be best to demolish the building and rebuild it. Proposals were made to find the next Lord Warden, George Curzon, the Marquess Curzon, alternative accommodation and the Royal Marines were approached as replacement tenants for the castle, but declined the offer. The Ministry acquired agreement for most of the castle to be opened to the public, with various historical objects related to the property being put on display, including some donated by King Edward VII.
