Throughout the period, civic commissions were also important. Local government buildings were decorated with frescoes and other works both secular, such as Ambrogio Lorenzetti's The Allegory of Good and Bad Government, and religious, such as Simone Martini's fresco of the Maestà, in the Palazzo Pubblico, Siena. In September 1810, secular cleric Miguel Hidalgo y Costilla denounced bad government, sparking a spontaneous mass uprising in Mexico's rich agricultural area, the Bajío. Although some creole elites had chafed as their upward mobility had been thwarted by crown policies favoring peninsular-born Spaniards, the Hidalgo Revolt saw most creoles favoring continued crown rule. In particular, the Santa Anna family "saw themselves as aligned to the peninsular elite, whom they served, and were in turn recognized as belonging,"quoted in Fowler, Santa Anna of Mexico, p. 17. The Mexican War of Independence was to last until 1821, and Santa Anna, like most creole military officers, fought for the crown against the mixed-raced insurgents for independence.

The argument against fixed four-year terms was supported by Katter's Australian Party. KAP and other proponents of the 'No' case stated that the proposal was wrong for a unicameral parliament without an upper house, and that voters would have to wait longer to vote out a "bad" government. They said there is no guarantee that longer terms would ensure better planning and policy development, and that it would make parliamentarians more complacent and less responsive. Graeme Orr, professor of law at the University of Queensland, wrote an opinion article on the Brisbane Times online news site titled "Four-year terms in Queensland: Why you should vote no", which argued against the proposal to change.

Those following Hidalgo's call went from town to town in the Bajío, looting and sacking haciendas in their path. Hacendados did not resist, but watched the destruction unfold, since they had no means to effectively suppress it. Hidalgo had hoped to gain the support of creole elites for the cause of independence and he tried to prevent attacks on haciendas owned by potential supporters, but the mob made no distinction between Iberian-born Spaniards’ estates and those of American-born Spaniards.

Ghika-Budești published cartoons of Fleva, showing him as a would-be Gracchus of Romania. This interval also made Fleva a prime target of celebrated Romanian satirist Ion Luca Caragiale, once an Alegătorul Liber colleague, who had by then moved closer to Junimist politics. In the 1880s, Caragiale had recorded with irony some of Fleva's republican statements, particularly those criticized for inciting bad government.

Due to the lack of historical documentation, there has been some speculation about its real iconographic meaning, although the most widely accepted theory is that it is an allegory of divine and earthly justice. Its authorship remains unknown; it is attributed to the "Master of Monsaraz-Beja", active in the region between the late 15th and the early 16th century, and to whom are also attributed the frescoes in the Hermitage of Saint Andrew (Ermida de Santo André), in Beja. The important art historian Túlio Espanca called this fresco an "extraordinary masterpiece", "unique in its profane theme" in the country. The estate passed to his son Giulio Ceasare Cimino in 1569.Galasso, page 52-53 / Due to financial issues the estate transfers to the hands of Francesco Carafa and then to Camillo Sersale, and then back to a certain Franceso Cimino in 1589, for the sum of 15000 ducati. Attributed to the bad government of Spinelli and also a terrible plague that spread in 1528 in neighboring Cerenzia, many people of the country abandoned Caccuri and transferred mostly, to St. Giovanni in Fiore.

In response to the potential for abuse of the wide powers conferred upon the executive, the Minister for Home Affairs and Law argued that the judiciary could not be an effective check as a bad government could abuse all discretionary powers and "pack the courts", rendering a judicial remedy "highly illusory". At the meeting of the estates which opened in Paris in October 1356 le Coq played a leading role and was one of the most outspoken of the orators, especially when petitions were presented to the dauphin Charles, denouncing the bad government of the realm and demanding the banishment of the royal councillors.
