The Feindstrafrecht says that certain people, as enemies of the society (or the state), do not deserve the protections of the civil or penal law. The Feindstrafrecht allows every available means to pursue and punish those enemies. It is worth pointing out that the Feindstrafrecht is not a law.
The leadership of the League of Communists of Yugoslavia saw the protesters' opposition to self-management and their nationalism as a grave threat, and decided to "suppress them by all available means". On 2 April 1981 the Presidency of Yugoslavia under the chairmanship of Cvijetin Mijatović declared a state of emergency in Pristina and Kosovska Mitrovica, which lasted one week. Presidency sent in special forces to stop the demonstrations. The federal government rushed up to 30,000 troops to the province.

The Wild Bunch is a 1969 American Revisionist Western film directed by Sam Peckinpah and starring William Holden, Robert Ryan, Ernest Borgnine, Edmond O'Brien, Ben Johnson and Warren Oates. The plot concerns an aging outlaw gang on the Mexico–United States border trying to adapt to the changing modern world of 1913. The film was controversial because of its graphic violence and its portrayal of crude men attempting to survive by any available means. Student protests at the University of Pristina started in March 1981, when students demonstrated for better food and dormitory space. These protests soon spread throughout Kosovo, and by April 1981 they had expanded to include the demands of Kosovo Albanians for more autonomy within the Yugoslav federation. The Yugoslavian government saw these protests as a serious threat, and declared that they would "suppress them by all available means". On 2 April 1981, a state of emergency was declared in Pristina, and the government sent 30,000 troops into the province to quell the protests.

The preamble briefly discusses Cossack history, their Khazar origin, the rise of the Zaporizhian Sich and its downfall when after under Bohdan Khmelnytsky it rebelled against the Polish-Lithuanian Commonwealth and ended up serving Imperial Russia. According to the introduction, using all available means, Moscow limited and nullified rights and freedoms of the Zaporizhian Host and eventually subjugated the free Cossack nation. Ivan Mazepa's politics and alliance with Charles XII of Sweden are explained as logical and inevitable, mandated by the need to free the homeland. While similar to a defensive fighting position in that the purpose is to shield a single soldier from artillery, mortar and direct small arms fire, it is not intended to be used for fighting from. Shell scrapes are generally hastily excavated manually, with immediately available means such as the entrenching tool, and are temporary constructions. They are shallow, and large enough to accommodate at least a single soldier lying down or kneeling.

The buildings and site was added to the New South Wales State Heritage Register on 2 April 1999, the entire North Head site to the Australian National Heritage List on 12 May 2006, and now forms part of the Sydney Harbour National Park. The site contains the remnants of Colonial New South Wales period buildings and equipment which were the best available means of combating major contagious diseases and hygiene-related conditions brought to the colony by ship. Soon after Federation the Commonwealth Government initiated a major building and infrastructure program which also remains largely intact today.
