FIFA rules decree that a national football federation should remain autonomous from the national government. However, on 17 December 2006, the ban was lifted and a new Transitory Board was composed of Mohsen Safaei Farahani as chairman, Kioumars Hashemi as deputy chairman and Mohammad Hassan Ansarifar, Hassan Ghaffari, Mohammad Khabiri and Ali Reghbati as members.
Each federation is autonomous from federations of other cities and they tend to focus on local concerns. The federations typically have elected boards or trustees that are accountable to the community, paid staff, and volunteer leadership. Originally, the federations operated on volunteer only basis, but quickly turned to professional staffs. They engage in centralized planning for the needs of the local community, and may provide centralized administrative services for their constituent agencies.

1st Newfoundland Regiment at the Battle of Albert, 1916 Newfoundland remained a colony until acquiring Dominion status in 1907. A dominion constituted a self-governing state of the British Empire or British Commonwealth and the Dominion of Newfoundland was relatively autonomous from British rule. Newfoundland's own regiment, the 1st Newfoundland Regiment, fought in the First World War. On July 1, 1916, nearly the entire regiment was wiped out at Beaumont-Hamel on the first day on the Somme.
The Conservatorium was established by the state government and opened on 18 February 1957, with English composer William Lovelock as director. The university at 'Atenisi Institute was established seven years after the University of the South Pacific opened its Tongan campus. Nevertheless, the school was unique in being the only privately funded university in the South Pacific islands, and therefore autonomous from any church or government. This was both an advantage and a disadvantage. The Green Party of Manitoba () is a provincial political party in Manitoba, Canada, founded on November 11, 1998. A socio- economic shift pursued by CBPP will not be straightforward or lead to a utopia, it could help solve some current issues. As any economic transition, new problems will emerge and the transition will be complicated. But, moving towards a CBPP production model will be ideal, a step forward for society. CBPP is still a prototype of what a new way of production and society would look like, and can't separate itself completely from capitalism: commoners should find innovative ways to become more autonomous from capitalism.

The Armenian empire under Tigranes the Great During the reign of Tigranes the Great (95–55 BC), the kingdom of Armenia was at the zenith of its power and briefly became the most powerful state to the Roman east. Artaxias and his followers had already constructed the base upon which Tigranes built his empire. Despite this fact, the territory of Armenia, being a mountainous one, was governed by nakharars who were largely autonomous from the central authority. Tigranes unified them in order to create internal security in the kingdom.
Owens and Willard Taylor, dean of NTS, taught the initial two modules, and other NTS professors (including Paul Bassett and Paul Orjala) taught in subsequent years. Beginning in 2010 during her residency at the Walker Art Center in Minneapolis in the United States, Haegue Yang has staged a series of areadings of the French writer Marguerite Duras' 1982 novella The Malady of Death. Each reading has been in different languages - often local languages, with a different performer and with various visual outcomes. Yang's staging of The Malady of Death is characterised by an inconclusive uncertainty and the unknown, much like Duras' original text. The performative outcome of The Malady of Death is autonomous from the aesthetic of Yang's other work.

The Social Democratic Youth of Denmark (, DSU) is the national youth wing of the Danish Social Democrats. It is not to be confused with Frit Forum, which is for those in higher education, and whose membership is not restricted by age, unlike the DSU. The organisation is autonomous from the Social Democrats and as such is entitled to formulate its own policies and devise its own campaigns. The Social Democratic Youth movement was established in 1920 after a break-up of the former youth organisation, the Social Democratic Youth League (', SUF).
PPI posits that regional interaction and competition can be drivers for social change. Polities, “the highest order sociopolitical unit in the region in question,” are considered autonomous from one another socio-politically, even though they may share aspects of trade, art, architecture and/or ideology. The Connecticut Port Authority was signed into law by Connecticut Governor Dannel Malloy in 2014 to bring together the state's three deep-water ports of New London, New Haven, and Bridgeport under one statewide port authority. The Act helps Connecticut present a "united" front to international customers and will help prevent them from competing with each other. The quasi-public authority will have power to issue bonds and will be financially autonomous from the state. Oversight for the ports will be transferred to the Authority from the Connecticut Department of Transportation.

Dionisije refused to recognize his suspension and petitioned the Patriarch arguing the Mother Church had not worked within the parameters of their own penal code or the American-Canadian Serbian Orthodox constitution. Dionisije refused to recognize his suspension, or the rulings held by the Mother church and continued officiating in his role as bishop. While he refused to accept the holding of the Holy Synod, he also refused to participate in intra-church litigation. Dionisije rallied the Diocesan National Assembly refuting the Mother Church and declared the diocese completely autonomous from the mother church.
Communitarians such as Alasdair MacIntyre, Charles Taylor, Michael Walzer, and Michael Sandel advance a critique of liberalism that uses analytic techniques to isolate the main assumptions of liberal individualists, such as Rawls, and then challenges these assumptions. The Special Troops Training Center (CFTS), is located in the town of Biskra, 405 km south-east of Algiers. However, Roman Anfa--connected mainly by commerce and by socio-cultural ties to Volubilis ("autonomous" from Rome since 285 AD)--lasted until the 5th century, when Vandals conquered Roman northwestern Africa. A Roman wreck of the 2nd century, from which were salvaged 169 silver coins, shows that the Romans appreciated this useful port for commerce. There is even evidence of oil commerce with Roman Volubilis and Tingis in the 3rd century. Probably there was a small community of Christians (linked to Roman merchants) in the port city until the fifth/sixth century.
In 2006 the Nuer were the tribe that resisted disarmament most strongly; members of the Nuer White Army, a group of armed youths often autonomous from tribal elders' authority, refused to lay down their weapons, which led SPLA soldiers to confiscate Nuer cattle, destroying their economy. The White Army was finally put down in mid-2006, though a successor organisation self-styling itself as a White Army formed in 2011 to fight the Murle tribe (see 2011–2012 South Sudan tribal clashes), as well as the Dinka and UNMISS.
As the coronavirus outbreak had largely subsided in Hong Kong, secondary Form Three to Form Five students returned to school on this day. Students in Tsuen Wan, Yuen Long, Shek Kip Mei, and other areas staged demonstrations in support of the protest movement. The U.S. Secretary of State Mike Pompeo announced that the U.S. would withdraw Hong Kong's preferential trade and financial status as he notified Congress that the Trump administration no longer regards it as autonomous from mainland China. The EU said China must respect Hong Kong's autonomy.

This role is completely autonomous from their College role and as such may mandate their Presidents should a vote be requested on Court matters.
By 1930, the Brazilian Assemblies of God were autonomous from that of Sweden's and had churches in nearly every state in Brazil. Post-1934 American missionaries began to arrive, but were generally not well-accepted in the existing national network of churches and missionaries virtually ceased post-1950's. In 1910, an Italian man named Luigi Francescon founded a church in Sao Paulo which became the Christian Congregation. This remains the largest Pentecostal church in the state of Sao Paulo, partially because it spread rapidly among the Italian population and was then assimilated into the larger culture.
Argentina's first government, autonomous from the Spanish Crown, can be traced back to May 1810 and the May Revolution, where an assembly of Argentines, called Primera Junta, took power. Because at the time it was difficult to find the right form of government, and even more difficult to consolidate a Republic, Argentina experimented with different forms of assembly, like juntas and triumvirates. The 9th of July 1816, half of Argentina's provinces signed a declaration of independence. The beginnings of Argentine state building were rough and many provinces refused to answer to a central government and sign the first constitution of 1826.

The conflict was violent at the National University in Mexico City, which in 1929 had become autonomous from government control, but there was also conflict at regional universities as well, mainly student strikes.
By 1928, Mihailov, who had emerged as the key leader of the group proposed a new plan calling for unification of a pre-1913 Macedonia region into a single state, that would be autonomous from Bulgaria. The Labasa Kisan Sangh (Labasa Farmers Union) was formed in 1950 as negotiations began for the new cane contract and was based on the island of Vanua Levu in Fiji. It was sponsored by the Kisan Sangh and Ayodhya Prasad based in the western districts of Viti Levu and was in competition of the Maha Sangh, which had also spread its activities to Vanua Levu. Due to its distance from the main island and communication problems, this union remained autonomous from the main body in Viti Levu and provided the political power base for Vijay R. Singh.
In New Zealand the Cabinet Secretary is part of the Department of the Prime Minister and Cabinet, which provides assistance, coordination, and advice. The Cabinet Secretary also serves as Clerk of the Executive Council, the formal body on which Cabinet rests. The office of Cabinet Secretary is somewhat anomalous, by New Zealand standards, in that it is partly autonomous from the department to which it belongs. The role does not, however, have the broad powers given to its British equivalent – for example, authority over the civil service is held by the State Services Commissioner, a separate official.
In Germany in the 1830s, Johannes Müller led the establishment of physiology research autonomous from medical research. Piaget, drawing on Kantian theory, proposed that morality developed out of peer interaction and that it was autonomous from authority mandates. Peers, not parents, were a key source of moral concepts such as equality, reciprocity, and justice. Piaget attributed different types of psychosocial processes to different forms of social relationships, introducing a fundamental distinction between different types of said relationships. The first women's group autonomous from a political party in Greece formed in 1975 as the Kinisi gia tin Apeleftherosi ton Gynaikon (Movement for the Liberation of Women, KAG), in Athens. Adopting slogans from the Women's Liberation Movement in the United States they believed that personal issues could be politicized. As the country had just emerged from dictatorship and a new constitution was being discussed, members of the movement sought to bring attention to the inequalities faced by women in their families and society.

Poulantzas's theory of the state reacted to what he saw as simplistic understandings within Marxism. Instrumentalist Marxist accounts held that the state was simply an instrument in the hands of a particular class. Poulantzas disagreed with this because he saw the capitalist class as too focused on its individual short-term profit, rather than on maintaining the class's power as a whole, to simply exercise the whole of state power in its own interest. Poulantzas argued that the state, though relatively autonomous from the capitalist class, nonetheless functions to ensure the smooth operation of capitalist society, and therefore benefits the capitalist class.

The predecessor of the ministry, the Ministry of Education, Arts and Sciences was founded in 1918, as it became autonomous from the Ministry of the Interior and Kingdom Relations. It was founded as a result of the resolution of the school struggle, the conflict about the equalisation of the finance for religious and public schools. During the German occupation the ministry was renamed Department for Education, Sciences and Cultural Conservation and a separate Department for Propaganda and Arts. Theodorus the Alexandrian eventually learned Coptic and was able to communicate with Pachomius and serve as the official translator of the Koinonia, but the community he administered always remained semi-autonomous from the main population of the monastery. Osiris Serverless Portal System (usually abbreviated as Osiris sps or Osiris) is a freeware program used to create web portals distributed via peer-to-peer networking (P2P) and autonomous from centralized servers. It is available for Microsoft Windows and Linux operating systems. Unlike common tools used to publish information on the Internet, such as content management systems, Internet forums or blogs based on a centralized system, the data of an Osiris portal are shared (via P2P) between all its participants. Because all the contents necessary for navigation are replicated on every computer, the portal can be used without a central server.
UMA adds three main concepts and corresponding structures and flows. Brazil is an exception, because the 1988 Constitution included the municipalities as autonomous political entities making the federation tripartite, encompassing the Union, the States, and the municipalities. Each state is divided into municipalities (municípios) with their own legislative council (câmara de vereadores) and a mayor (prefeito), which are partly autonomous from both Federal and State Government. Each municipality has a "little constitution", called "organic law" (lei orgânica). Mexico is an intermediate case, in that municipalities are granted full-autonomy by the federal constitution and their existence as autonomous entities (municipio libre, "free municipality") is established by the federal government and cannot be revoked by the states' constitutions.

The Labasa Kisan Sangh, remained autonomous from the main body based in Viti Levu mainly because of personal differences between Ayodhya Prasad and Vijay R. Singh. In 1959, the Labasa Kisan Sangh was one of the cane farmers unions which formed the Federation of Cane Growers to negotiate the new cane contract with the Colonial Sugar Refining Company. In 1960, the Labasa Kisan Sangh together with the Viti Levu-based Kisan Sangh, signed the cane contract in defiance of the majority of the members of the Federation. After Ayodhya Prasad's retirement from public life, Vijay R. Singh, who was then a Government Minister, became the nominal leader of the Kisan Sangh.
The Roman port, probably called Anfus, was part of a Berber client state of Rome until Emperor Augustus. When Rome annexed Ptolemy of Mauretania's kingdom, Anfa was incorporated into the Roman Empire by Caligula. But this was done only nominally because the Roman limes was a few dozen kilometers north of the port (the Roman military fortifications of Mauretania Tingitana were just a few kilometers south of the Roman colonia named Sala Colonia). However, Roman Anfa --connected mainly by commerce and by socio-cultural ties to Volubilis (autonomous from Rome since 285 AD)--lasted until the 5th century, when Vandals conquered Roman northwestern Africa.

Marx also explains that due to the historical circumstances of capitalist society the values of commodities are usually studied by political economists in their most advanced form, i.e. money. These economists see the value of the commodity as something metaphysically autonomous from the social labor that is the actual determinant of value. In January 2015, the YPG clashed with Syrian government forces in Al-Hasakah city. In April 2015, Syrian minister Ali Haidar reportedly met with Kurdish officials in the Autonomous Administration of North and East Syria, and conducted talks regarding some degree of de jure autonomy for the region, in spite of the region already being de facto autonomous from the government.
The Scottish Conservatives are a centre-right political party, with a commitment to Scotland remaining a part of the United Kingdom. It is autonomous from the Conservative Party across the UK in the creation of policy in devolved areas. Highly urbanized cities are local government units autonomous from provinces that have a minimum population of 200,000 and an annual income of at least 50 million (in 1991 constant prices). Independent Component Cities are cities outside of provincial jurisdiction (although some are allowed to participate in the election of provincial officials) that have not yet attained the 'highly urbanized' status, while Component Cities are those under a province's jurisdiction. In addition, each city is classified into six income brackets according to income in a four-year period. For instance, First-class cities have an income of 400 million or more, while Sixth-class cities earn less than 80 million in a four-year period.

It passed briefly to the Emirate of Córdoba, which had been expanding from the south during the eighth century before its subsequent conquest by the Franks, who by the end of the ninth century termed it Gothia or the Gothic March (Marca Gothica). Septimania became a march of the Carolingian Empire and then West Francia down to the thirteenth century, though it was culturally and politically autonomous from the northern France-based central royal government. The region was under the influence of the people from the count territories of Toulouse, Provence, and ancient County of Barcelona. It was part of the wider cultural and linguistic region comprising the southern third of France known as Occitania.
Asma bint Khumarawayh ibn Ahmad ibn Tulun (), known as Qatr al-Nada (), was a Tulunid princess and the principal wife of the sixteenth Abbasid caliph, al- Mu'tadid. Qatr al-Nada was offered by her father, Khumarawayh ibn Ahmad ibn Tulun, as part of a marriage alliance to seal an agreement with the Caliph al- Mu'tadid. The agreement, concluded in spring 893, put an end to years of rivalry and fighting between the Tulunids and the Abbasid court, and recognized Khumarawayh as the hereditary ruler of Egypt and Syria, and autonomous from Baghdad in exchange for an annual tribute. Qatr al-Nada was originally intended for one of the Caliph's sons, Ali, but al-Mu'tadid chose to marry her himself.
In the United States, the House of Representatives and Senate both unanimously passed the Hong Kong Human Rights and Democracy Act in light of the extradition bill and protests. President Donald Trump signed the bill on 27 November, alongside a companion bill restricting US exports of crowd control devices to the Hong Kong police forces. Various US politicians have expressed disapproval of corporate decisions related to the protests. On 29 May 2020, Trump ordered the removal of the special status enjoyed by Hong Kong due to Beijing's new national security law for the territory, after Pompeo declared that the city was no longer autonomous from China and should therefore, be treated as any one of Chinese cities.
The Hong Kong Red Cross () is the national Red Cross society of Hong Kong as part of the International Red Cross and Red Crescent Movement. It was established officially on 12 July 1950 as a branch of the British Red Cross Society in Hong Kong. Since 1 July 1997, upon the transfer of Hong Kong's sovereignty to the People's Republic of China, the Hong Kong Red Cross has changed its affiliation to become a special branch of the Red Cross Society of China, but remains autonomous from it. Unlike other Red Cross and Red Crescent societies worldwide, which are notable for their humanitarian effort, Hong Kong Red Cross is better known for blood transfusion in Hong Kong.

In spite of the sumptuosity of their costumes and jewels, and the preciosity of their golden halos, Witz depicts them with the realistic faces of young peasant women and in a stiff attitude that reminds of play acting. Both saints are sitting in a cloister that is thought to have belonged to Basel Cathedral, and Witz opens his tentative perspective towards a street scene, again depicted with noticeable realism. The painting may have belonged to an unfinished altarpiece (probably a triptych) but it could also have been autonomous from the start.
On 15 July 2012, 25,000 workers from El Mahalla El Kubra's Misr Spinning and Weaving Company went on strike, demanding increased profit sharing, better retirement benefits and a replacement of the management. The Misr workers were joined by workers from seven other textile factories in the region, and strikes also broke out among doctors and health workers, university workers, and ceramics workers in other parts of Egypt. Clashes between protesters supporting or opposing the Muslim Brotherhood on November 28 left over 100 people injured. On December 7, the city declared itself autonomous from Egypt, as workers and students, declaring themselves independent from the "Muslim Brotherhood State", cut rail lines and blocked entrances to the city.
Larger sites such as this were not drastically different from the dispersed hamlets of their hinterlands but they did offer increased protection during times of instability. While politically autonomous from each other, sites in the area still shared a material cultural with other sites in the region such as Sellars, Old Town, and Mound Bottom. Brick Church Pike Mounds was first described and excavated in 1877 by Frederic Ward Putnam and given a brief mention in the writings of William E. Hong Kong, as a former British colony, was reunified with mainland China in 1997 under the concept of "One country, two systems". While originally a concept with no legal power, a committee consisting of 59 members from different backgrounds and industries joined together after the signing of Sino-British Joint Declaration to create the basic laws of the new Hong Kong under China based on the ideas stipulated in the Declaration and thus gave national legitimacy to the concept. Effective 1 July 1997, Hong Kong was to be treated as fully autonomous from mainland China. This is followed in the Declaration by the promise that "[Hong Kong] will remain unchanged for 50 years", until 2047.
' (Spanish, 'White Hand'), was a Guatemalan right-wing, anti-communist death squad, set up in 1966 to prevent Julio César Méndez Montenegro from being inaugurated as the president of Guatemala. While initially autonomous from the government, it was absorbed into the Guatemalan State's counter-terror apparatus and evolved into a paramilitary unit of the Guatemalan armed forces, and was responsible for the murder and torture of thousands of people in rural Guatemala. The group received support from the Guatemalan army and government, as well as from the United States. The group was officially known as the Movimiento de Acción Nacionalista Organizado (English: Movement of Organized Nationalist Action) which gives the acronym "MANO," (Spanish: hand).
Ritchie's report, delivered in December 1969 and published in 1971, called for the creation of such an institute. He recommended that the body be autonomous from the government, and suggested that the Prime Minister "ask a small number of distinguished citizens... to seek incorporation of the proposed institute under the Canada Corporations Act." He further proposed a $10 million endowment from the federal government, supplemented by funds from the provincial governments and private sector, to serve as a source of base revenue for the institute, with half of its annual revenue coming from government contracts, grants from foundations and corporations, and sale of publications. The line between AIs and XIs is seldom entirely clear as many alternative institutions are also self-promoting or defending. Together the AIs and XIs form an alternative source of power in society which is "necessarily autonomous from, and competitive with, the dominant system, seeking to encroach upon the latter's domain, and, eventually, to replace it." During the process of building the alternative institutions and the ideology that supports them, the advantage of dual power is the creation of real, and not merely political, momentum towards the revolutionary transformation of society.
Mountainous regions in the interior and many islands remained effectively autonomous from the central Ottoman state for many centuries. Prior to the Greek Revolution of 1821, there had been a number of wars which saw Greeks fight against the Ottomans, such as the Greek participation in the Battle of Lepanto in 1571, the Epirus peasants' revolts of 1600–1601 (led by the Orthodox bishop Dionysios Skylosophos), the Morean War of 1684–1699, and the Russian-instigated Orlov Revolt in 1770, which aimed at breaking up the Ottoman Empire in favour of Russian interests. These uprisings were put down by the Ottomans with great bloodshed.
The scheduling of patients into groups, based on their needs and strengths, allowed for the most individualized treatment available in the history of the facility. In 1985, a new vision and role for the hospital was imagined: "Enhancing Independence Through Innovation". CAM evolved from a one-time locked down, lifetime institution for the severely mentally ill into a facility which provided innovative and successful treatment modalities for drug and alcohol abusers, as well as programs that stabilized the mentally and developmentally disabled and successfully returned them to society. For many years, the hospital remained independent and autonomous from the outside world, with its own gardens, ice house, dairy, butcher, fire and police departments, hospital, beauty parlors, petting zoo, clothing store, swimming pool, and bowling alley.
The Ancient City of Apollonia in Cyrenaica was founded in 630 BC by Greek colonists and became a significant commercial centre in the southern Mediterranean. It served as the harbour of Cyrene, to the southwest. Apollonia became autonomous from Cyrene at latest by the time the area came within the power of Rome, when it was one of the five cities of the Libyan Pentapolis, growing in power until, in the 6th century A.D., it became the capital of the Roman province of Libya Superior or Libya Pentapolitana. The city became known as Sozusa, which explains the modern name of Marsa Susa or Susa, which grew up long after the cessation of urban life in the ancient city after the Arab invasion of AD 643.
This would work to meet both pan-provincial and local economic and applied education needs. In 1988, Nova Scotia became the last province in Canada to create a community college system, bringing 16 institutions together in one college system. In name, it became the predecessor to NSCC; however, it would be several years until NSCC was established in its current form. In 1992, two more campuses joined the college system from their respective school boards, and in 1995 the closing Nova Scotia Teacher’s College became an NSCC site. NSCC became autonomous from the Province of Nova Scotia in 1996 by incorporating itself as an independent institution with a Board of Governors (An Act Respecting Collège de l’Acadie and Nova Scotia Community College).

As a formal challenge to the Bolshevik model of nation building, the Jadids founded a unified provisional government in the city of Kokand, with the intention of remaining autonomous from the Soviet Union. After lasting only one year, 1917–1918, Kokand was brutally crushed by the forces of the Tashkent Soviet; around 14,000 people, including many leading Jadids, were killed in the ensuing massacre. Unfortunately for the Jadids, by the late 1930s, the Bolshevik nation building program resulted in the division of Turkestan into five distinct national territories: Uzbekistan, Kazakhstan, Tajikistan, Turkmenistan, and Kyrgyzstan. Statue of Darwin in the Natural History Museum In 1884, on the retirement of Sir Richard Owen, he was appointed to the directorship of what were then the Natural History departments of the British Museum in South Kensington. The four departments of Zoology, Botany, Mineralogy and Geology each had its own Keeper, who was largely autonomous from the Director, who was himself subject to the Principal Librarian and to the Trustees of the British Museum. Facing a wide array of personalities to contend with and a heavy load of administrative duties, he was a more or less instant success, testifying to his strong but tactful personality. Mezzano Rondani was founded on the Lombard bank of Po. The word Rondani comes from the surname of a rich family owner of many possessions in that area. The Constitution of the Autonomous Administration of North and East Syria, officially titled Charter of the Social Contract, is the provisional constitution of the self-proclaimed autonomous region of Syria known as the Autonomous Administration of North and East Syria. It was adopted on 29 January 2014, when the Democratic Union Party (PYD), claiming to represent the population of the autonomous region, declared the three regions it controls autonomous from the Syrian government. Article 12 states the autonomous region remains an "integral part of Syria", tentatively implementing an expected future federal Syrian governance in Northern Syria. The constitution has gained much international attention and is most noted for its explicit affirmation of minority rights and gender equality and a form of direct democracy known as 'democratic confederalism'.

This, combined with frustrations over territorial, political concessions in the north-east, and the plight of Slavic Muslim refugees arriving from the Sanjak of Smederevo into Bosnia Eyalet, culminated in a partially unsuccessful revolt by Husein Gradaščević, who endorsed a Bosnia Eyalet autonomous from the authoritarian rule of the Ottoman Sultan Mahmud II, who persecuted, executed and abolished the Janissaries and reduced the role of autonomous Pashas in Rumelia. Mahmud II sent his Grand Vizier to subdue Bosnia Eyalet and succeeded only with the reluctant assistance of Ali-paša Rizvanbegović. Related rebellions were extinguished by 1850, but the situation continued to deteriorate.

While SSCs are generally non-political organizations focused on community service for the elderly, some SSCs promote economic growth and participate in determining land usage and development projects in their regions. At the time of the Huashui protests, the SSCs of Huashui Town were relatively autonomous from local politics and were able to engage in economic and political activities that other organizations like the Communist Youth League and Public Safety Committee, belonging to the village party committee, could not.

There were two orthodox Christian Churches in Estonia- the Estonian Orthodox Church which was part of the Moscow Patriarchate and the Estonian Apostolic Orthodox Church under Constantinople. The Estonian Ecumenical Patriarchate of Constantinople is a small group which is barely heard of outside Estonia. The membership of the Apostolic Orthodox was about 30,000 in 1996. Since 1840 many Lutherans converted to Orthodox Christianity which resulted in the rise of the Orthodox in Estonia. The number of the Estonian Apostolic Orthodox Church during the Soviet era was about 200,000 out of which 80% were native Estonians. The division between the two Orthodox Christian Churches in Estonia is relative.
