The Secretary-General will, at the proper time, appoint the United Nations Representative in order that he and his staff may assume their duties in the territory one year prior to the self-determination." ... "The United Nations Representative and his staff will have the same freedom of movement as provided for the personnel referred to in Article XVI". The agreement continues with Article 18: :Article XVIII :Indonesia will make arrangements, with the assistance and participation of the United Nations Representative and his staff, to give the people of the territory, the opportunity to exercise freedom of choice.

Plato has Socrates say that the majority is better suited to other tasks, such as national defense, trade, manufacture, etc., and if everybody does what he can do best, that is best for everyone. This view can also be sensed in Schiller’s poem Lied von der Glocke (Song of the Bell): “The master can break open the form / with a careful hand at the proper time / But beware, if in flaming streams /the glowing metal frees itself!” Fiesco's problem is also that he would perhaps rather be the “fox” than the “lion” (the “masterly” and thus legitimate ruler in the fable), in other words, he asks himself whether he is really “better” than the “large, fierce dog.” In the play Fiesco is himself unable to decide between republican and monarchic ideals, and almost gives in to the urging of his wife Leonore to give up his desire to rule in favor of love and conventional family life, but only almost.

Many moderate Socialists, such as Victor Berger and International Typographical Union President Max S. Hayes, urged close cooperation with the American Federation of Labor and its member unions. Others in the Socialist Party's ranks dismissed the American Federation of Labor and its craft unions as antiquated and irrelevant, instead favoring the much more radical IWW and the "syndicalist" path to socialism. In 1911, IWW leader Bill Haywood was elected to the National Executive Committee of the Socialist Party, on which American Federation of Labor partisan Morris Hillquit also served. The syndicalist and the electoral socialist squared off in a lively public debate in New York City's Cooper Union on January 11, 1912, with Haywood declaring that Hillquit and the Socialists ought to try "a little sabotage in the right place at the proper time" and attacked Hillquit for having abandoned the class struggle by helping the New York garment workers negotiate an industrial agreement with their employers.

In the Garo Hills region, however, the locals make artificial nests of a split-bamboo framework covered with grass, and put them up in accessible positions in tall trees in a forest clearing or at the edge of a small village to entice the mynas to breed there. The villagers are thus able to extract the young at the proper time for easy hand-rearing, making common hill myna farming a profitable, small-scale cottage industry. It helps to preserve the environment, because the breeding birds are not removed from the population, while habitat destruction is curtailed because the mynas will desert areas of extensive logging and prefer more natural forest to plantations. As the mynas can be somewhat of a pest of fruit trees when too numerous, an additional benefit to the locals is the inexpensive means of controlling the myna population: failing stocks can be bolstered by putting out more nests than can be harvested, while the maximum proportion of nestlings are taken when the population becomes too large.

The documents super fama in general were prepared by the Advocate, and at the proper time, in an ordinary meeting of the cardinals of the Congregation of Rites, the question was discussed: whether there was evidence of a general repute for sanctity and miracles of this servant of God.

Article VIII guaranteed that Mexicans who remained more than one year in the ceded lands would automatically become full-fledged United States citizens (or they could declare their intention of remaining Mexican citizens); however, the Senate modified Article IX, changing the first paragraph and excluding the last two. Among the changes was that Mexican citizens would "be admitted at the proper time (to be judged of by the Congress of the United States)" instead of "admitted as soon as possible", as negotiated between Trist and the Mexican delegation. An amendment by Jefferson Davis giving the U.S. most of Tamaulipas and Nuevo León, all of Coahuila and a large part of Chihuahua was supported by both senators from Texas (Sam Houston and Thomas Jefferson Rusk), Daniel S. Dickinson of New York, Stephen A. Douglas of Illinois, Edward A. Hannegan of Indiana, and one each from Alabama, Florida, Mississippi, Ohio, Missouri and Tennessee. Most of the leaders of the Democratic party, Thomas Hart Benton, John C. Calhoun, Herschel V. Johnson, Lewis Cass, James Murray Mason of Virginia and Ambrose Hundley Sevier were opposed and the amendment was defeated 44–11.
