At the end of 1919 USSB allocated several steamers to Clyde Steamship Company to operate on Boston to Jacksonville route, with Chippewa being assigned temporarily to New York-Brunswick service. On March 31, 1920 the vessel left New York for West Indies and after visiting the ports of La Romana and Macoris returned on April 29 with a large cargo of sugar. Chippewa continued her trips to Dominican Republic and Cuba until the end of 1920 when due to overabundance of cargo and scarcity of freight, she was laid up in New York. The steamer was reactivated in April 1923 and through the end of August 1925 continuously sailed between New York, Wilmington and Brunswick.

Assigned temporarily at the 12th Cuirassiers Regiment (), he returned in 1926 to the 1st squadron of the 1st Foreign Cavalry Regiment 1e REC, in the region of Euphrate.

In October 1911, Bailey joined the Reserve Torpedo Division at Annapolis and continued in that status until she was placed in ordinary at the Naval Academy on 1 April 1914. Bailey remained inactive at Annapolis until two months before the United States entered World War I. On 6 February 1917, she was returned to full commission and assigned temporarily to patrol duty out of Norfolk, Va. On 10 May 1917, the torpedo boat departed Norfolk for her permanent wartime station New York City. Chief Justice William Howard Taft, appointed to the Supreme Court in 1921, had led a public campaign for federal judicial reform since leaving the White House in 1913. Taft proposed the appointment of at-large judges, what he called a "flying squadron," that could be assigned temporarily to congested courts. In Taft's plan, a conference of judges would serve primarily to assess the caseload of the lower courts and assign the at-large judges to courts in need. Originally located on the 800 block of Potomac Avenue SE, the Receiving Home moved several times over the next two decades. The agency generally leased former homes, office buildings, or warehouses for use, renovating them as needed, but the city recognized that such efforts were only temporary and that a custom-built structure, with good security as well as treatment facilities, was needed for children assigned temporarily to the Receiving Home. After extensive debate among city officials and members of Congress, the D.C. Receiving Home for Children was opened in January 1949 at 1000 Mt. Olivet Road NE. Although $335,000 ($ in dollars) was spent constructing the facility, the cost of the Receiving Home proved much greater than the amount budgeted and the facility was only partially completed. As built, the two-story, three-wing structure contained a kitchen, several serving pantries, laundry room, recreation room, and medical treatment room.

After delivery to her owners the tanker departed Portland in ballast on 26 February 1921 for San Francisco and arrived there on March 1. After loading fuel and supplies, the vessel left San Francisco on March 6 in ballast heading to Tampico where she was to load a cargo of oil, and from there she were to proceed to New York. The tanker was initially employed in carrying oil from Mexican ports of Tampico, Túxpan, Puerto Lobos and Tecomate to New York, however, in late spring 1921 a fight erupted between the owners of United States Mail Steamship Company headed by Charles and Francis R. Mayer and the USSB. Mayers were also at the helm of France & Canada Steamship Co., and 75% stockholders in Swiftsure Oil Transport Co. As Mayers became involved with US Mail Steamship Line affair in summer 1921, the bondholders of Swiftsure Oil Transport Co. took over the management of the company, and placed all seven tankers owned by the company under operation by C.D. Mallory & Co. Swiftstar was then assigned temporarily to carry oil from Mexico to the Gulf ports of Galveston and Port Arthur.

Dangerously low on fuel, she retreated to Soerabaja. The next morning Paul Jones and three other U.S. destroyers escaped encirclement by Japanese forces closing on all sides of Java, by hugging close to the shore line and laying smoke at high speed when sighted in the Bali Strait. Paul Jones and John D. Ford later escorted on to Fremantle, Australia, arriving 4 March. Following repairs at Fremantle and Melbourne, Paul Jones sailed 12 May for San Francisco. She reached San Francisco 29 June and was assigned convoy escort duty between California and Pearl Harbor which continued until the end of March 1943. Sailing in company with Parrott and Barker, Paul Jones departed San Francisco 30 March, transited the Panama Canal 6 May and reported to New York where she commenced convoy escort duty 28 May between North African ports and the U.S. Convoy assignments were carried out until April 1944, when Paul Jones was assigned temporarily to antisubmarine (ASW) patrol seaward of Chesapeake Bay. She then made convoy runs to several United Kingdom ports before being assigned as training ship for newly commissioned submarines at Balboa, Panama Canal Zone, which commenced 9 November and terminated 6 April 1945, when she sailed for New York.
