Hon (Elvis Tsui), Hei, Koon and Bonnie (Kingdom Yuen) are a group of bank robbers who hijacked an armoured truck. Hon and Hei managed to escape from the cops while Koon and Bonnie encounter rookie cop Wong Ka-fai (Aaron Kwok), whom arrests Koon when he fell off his motorcycle. Knowing that one of his accomplices were arrested, Hon bursts into the police station and murders Koon to prevent divulgence of his crimes. Since this case is serious, Ka-fai and his colleague Mei-san (Ngai Suet) were transferred to the Regional Crime Unit to assist in investigation, where they collaborate with Inspector Lau (Sean Lau) and Ma (Bryan Leung), whom are frenemies.

With the help of Fong's girlfriend Leung Hoi-lam from the Police Intelligence Department, Chan and Fong realise that the real mastermind is Senior Superintendent Cheung Man-yiu, who has orchestrated the armoured truck robbery, double crossed the gang, resulting in the death of three of their members, and made off with the loot, which he keeps hidden in a car in the Police Headquarters car park. The remaining four members of the criminal gang arrive at the Headquarters in a police van masquerading as police officers to get the money back, just before the arrival of Chan, Fong, and Wai. Senior Superintendent Mark Law Pui-keung begins to learn about the truth from data provided by Leung. An extended showdown at the Police Headquarters ensues, resulting in the deaths of three criminals, multiple policemen including a Special Duties Unit squad, and Wai, who is beaten to death by Tien.

Jack Henderson discovers that a robbery is being planned by Eric Jackson, a former speedway driver and a Senior Supervisor with Darcy's, his brother Brian Jackson who also works as a guard for Darcy's as an armoured truck driver, and Ed Gallagher, the supervisor of Darcy's counting house. When Eric Jackson breaks into Bassett's apartment, Henderson's men kidnap him and cut off the little toe on his left foot with a pair of bolt cutters in their attempt to force him to work for him. Dick Martin and Leo Bassett foil the planned robbery after which Martin is taken to hospital suffering gun shot wounds while Bassett reveals to Lionel Darcy (who was found out through Seagers to be working undercover as a guard on behalf of Darcy's insurance company Legal & United) that it was he who has sent a threatening note warning that robbery of Darcy's money counting house was to be the ruse used to flush out any real robbers.
