In 1866, the Colony of Vancouver Island was merged with the Colony of British Columbia to form an enlarged Colony of British Columbia. In 1871, the enlarged colony joined the newly formed Dominion of Canada. That year, the United Kingdom and the United States signed the Treaty of Washington, which dealt with various differences between the two nations, including border issues involving the newly formed Dominion. The Armenian-Turkish border by the Treaty of Sèvres Almost two years after the Republic of Armenia was established, on 23 April 1920, the United States officially recognized it. Its frontiers were to be determined later. On 26 April 1920, the Supreme Council of the Principal Allied and Associated Powers in Paris (British Prime Minister Lloyd George, French Prime Minister Georges Clemenceau and Italian Prime Minister Francesco Saverio Nitti) requested that the United States accept the mandate over Armenia and to make an Arbitral Decision to determine the boundaries of Armenia with what is now Turkey. President Woodrow Wilson agreed to act as arbitrator and draw a mutually acceptable border between the two nations. In July 1920, the US State Department founded the Committee upon the Arbitration of the Boundary between Turkey and Armenia, headed by William Westermann.

Serbia and Greece proposed that each of the three countries reduce its army by one fourth, as a first step to facilitate a peaceful solution, but Bulgaria rejected it. Seeing the omens, Greece and Serbia started a series of negotiations and signed a treaty on 1 June(19 May) 1913. With this treaty, a mutual border was agreed between the two countries, together with an agreement for mutual military and diplomatic support in case of a Bulgarian or/and Austro-Hungarian attack. Tsar Nicholas II of Russia, being well informed, tried to stop the upcoming conflict on 8 June, by sending an identical personal message to the Kings of Bulgaria and Serbia, offering to act as arbitrator according to the provisions of the 1912 Serbo-Bulgarian treaty. But Bulgaria, by making the acceptance of Russian arbitration conditional, in effect denied any discussion, causing Russia to repudiate its alliance with Bulgaria (see Russo-Bulgarian military convention signed 31 May 1902).
