He had greater success in improving the legal position of co-operatives, which in particular became able to operate as a limited company. The issue of legal obstacles to the operation of labour unions was topical, and in 1867 Hughes was made a member of a Royal Commission set up to consider the matter. Initially he was the only one on the committee sympathetic to the union point of view; after some lobbying he was joined by Frederic Harrison, and a concession was made to union representatives, allowing them observer places in the proceedings.

The Slavic peoples between the Elbe and the Baltic coast had been conquered and nominally converted to Christianity in the campaigns of the German king Henry the Fowler and his son Otto I, who in 962 was crowned Holy Roman Emperor. Otto had most recently defeated an alliance of Obotrite and Circipani tribes at the 955 Battle on the Raxa. The conquered area east of the German Duchy of Saxony was initially organized within the vast Saxon Eastern March under Margrave Gero, but divided into smaller marches upon his death in 965. Lemuria (), or Limuria, is a continent that, according to a disproved scientific theory put forward in 1864 by zoologist Philip Sclater, was located and subsequently sank in the Indian Ocean. The theory was proposed as an explanation for the habitat of lemurs in Africa, Madagascar, India and the islands of the Indian Ocean, since according to the classification of animals of that period, not only endemics of Madagascar were considered lemurs. Defence cooperation holds a key position in the bilateral relations between France and Singapore, and these ties are old and strong. On 30 March United Nations Security Council Resolution 1975 was issued which, in particular, urged all Ivorian parties to respect the will of the people and the election of Alassane Ouattara as President of Ivory Coast, as recognised by ECOWAS, the African Union and the rest of the international community and reiterated that UNOCI could use "all necessary measures" in its mandate to protect civilians under imminent threat of attack.

Not surprisingly, this opposition became centred around the much more exclusively British city of Calgary, which increasingly looked down on the "mongrelized" north. In that context, especially considering the level of superiority those of British extraction viewed their own culture, the decision to place the university in Strathcona was particularly insulting to the British elite based in Calgary. Relations between Calgary and the provincial government in Edmonton hit an all-time low following the 1913 general election, in which the provincial Liberals under Arthur Sifton won a large majority – the size of which they owed in no small part to a blatant gerrymandering of the electoral districts which in particular left Calgary badly under-represented in the legislature. Such was the level of hostility by this time that a serious movement commenced to petition the federal government, by then back in Conservative hands, to admit Calgary and southern Alberta to Confederation as a separate province.
