Deputy Prime Minister Nick Clegg confirmed that emission reporting rules would come into effect from April 2013 in his piece for The Guardian. In July 2014, the UK Energy Savings Opportunity Scheme (ESOS) came into force.
On 29 June 1962, Fjell Municipality sent an official application to the County Governor to start planning, and this was sent onwards to the Directorate for Public Roads. They concluded that it would be possible to finance the bridge with tolls collected over 13 to 14 years, with the state paying for one-third of the bridge. The plans called for the bridge to run south of Norwegian Talc, but it was later routed slightly north, so that the span could be reduced from . The optimal location would be within the Norwegian Talc plant, and by placing the western pylon on a skerry, it was possible to reduce the span to .
This would allow the exchange of locomotives between the Wilsdruff narrow-gauge network and the Weißeritz Valley Railway (Weißeritztalbahn), which starts in Hainsberg. It was also realised that it would be possible to have the Weißeritz Valley Railway start in Potschappel via this route. After the upgrading of the Dresden-Werdau railway, the Potschappel–Hainsberg connecting railway (Potschappel-Hainsberger Verbindungsbahn, PHV) was operational from September 1913 onwards; this included a section of industrial connecting line into which a third rail had been inserted. After that, the carriages of the Weißeritz Valley Railway were serviced in the carriage repair shop at the Potschappel narrow-gauge depot.
In the late 1960s, the Astronomy Committee of the UK's Science Research Council (SRC, the forerunner of STFC) considered the importance of astronomical observations at submillimetre and millimetre wavelengths. After a series of proposals and debates, in 1975, the SRC millimetre steering committee concluded that it would be possible to construct a 15-metre diameter telescope capable of observing at wavelengths down to 750 µm. The project, then called the National New Technology Telescope (NNTT), was to be an 80/20 per cent collaboration with the Netherlands Organisation for the Advancement of Science. Site tests were made at Mauna Kea in Hawaii, the Pinaleno Mountains in Arizona, and a site in Chile; and Mauna Kea was chosen.
Despite this, the IWC Plenary Committee voted to maintain the blanket moratorium on whaling, arguing that formulas for determining allowable catches had not yet been adequately evaluated. In 1991, acting on the recommendation of the Scientific Committee, the IWC adopted a computerized formula, the Revised Management Procedure (RMP), for determining allowable catches of some whale species. Despite the fact that the RMP indicated that it would be possible to authorize a catch that year, the moratorium was not lifted. The IWC noted the need to agree on minimum standards for data, to prepare guidelines on the conduct of population surveys, and to devise and approve a system of measures for monitoring and inspection.
A smaller Milanese heavy cavalry force had already been employed to decisive effect against the Burgundians at La Buissière in September 1423. The victory of the French under the Count of Aumale against the English at the Battle of La Brossinière on 26 September and another victory over the Burgundians at La Buissière the same month improved the Dauphin's strategic situation. The outflanking and destruction of a body of English longbowmen at La Brossinière convinced the French that it would be possible to destroy a large English army in a decisive battle. A plan was hatched: the main English army would be sought out and crushed, after which Charles VII would be crowned as king in Reims.
The possibility of invading Australia was discussed by the Japanese Army and Navy on several occasions in February 1942. On 6 February the Navy Ministry formally proposed a plan in which eastern Australia would be invaded at the same time other Japanese forces captured Fiji, Samoa, and New Caledonia, and this was again rejected by the Army. On 14 February, the day before Singapore was captured, the Army and Navy sections of the Imperial General Headquarters again discussed invading Australia and during this discussion Captain Tomioka argued that it would be possible to take Australia with a "token force". This statement was labelled "so much gibberish" in the Imperial General Headquarters' secret diary.
This was less surprising than it might seem to modern eyes, because it was expected that naval battles would be fought at a range of only a couple of thousand metres. The advent of steam power meant that ships were no longer restricted in manoeuvring by wind direction and had led to a belief that it would be possible to steer into enemy ships. Rams turned out to be a handicap in retrospect, as several warships were accidentally sunk by them – for example by in 1875, and by in 1893. Whilst this showed the considerable potency of a ram, it also demonstrated the inadequate manoeuvring characteristics of many of the ships equipped with them.
A tragic conflict - a common theme in many Anderson stories - is at the center of this one. Fourre and Reinach are long-time personal friends and comrades-in-arms, who had been through an enormous lot together; even minutes before Reinach's death, they swap anecdotes and reminisces about their carefree younger life in pre-World War III Paris. Throughout, Fourre hopes against hope that Reinach would give in and that it would be possible to call off the armed confrontation; and at the end, he is consumed with remorse and guilt at having caused his old friend's death. So is the young Rostomily, who had admired Reinach and shot instinctively without realizing whom he was killing.
Monuments in the National Monuments Record of Wales are assigned a National Primary Record Number or NPRN. When the Commission came to survey the county of Glamorgan, it faced a much larger and more complex body of architecture than that in previous inventories. A greater proportion of investigators' time was needed for architectural survey than for traditional earthwork archaeology, and it was realised that it would be possible to progress the work more efficiently if the system of recording by parishes were abandoned in favour of recording by a combination of period and monument type. Volume I, published in 1976, therefore focussed exclusively on prehistoric and early medieval Glamorgan and represented a major departure.
However, the CP(BSTI) did gain influence in the Scottish Communist Labour Party and the tiny Communist Party of South Wales and the West of England was formed on their platform. The BSP had meanwhile formed the Communist Party of Great Britain (CPGB). Lenin called on other communists to join the new party, and the CP(BSTI) was one of the groups covered in his work Left-Wing Communism: An Infantile Disorder. Although Workers Dreadnaught was openly critical of this pamphlet, Pankhurst attended the Second Congress of the Comintern, where Lenin personally persuaded Sylvia that her objections were less important than unity, and that it would be possible to maintain an anti-Parliamentary opposition within the CPGB.
Also known as supercoca or la millionaria, Boliviana negra is a relatively new form of coca that is resistant to a herbicide called glyphosate. Glyphosate is a key ingredient in the multibillion-dollar aerial coca eradication campaign undertaken by the government of Colombia with U.S. financial and military backing known as Plan Colombia. The herbicide resistance of this strain has at least two possible explanations: that a "peer-to-peer" network of coca farmers used selective breeding to enhance this trait through tireless effort, or the plant was genetically modified in a laboratory. In 1996, a patented glyphosate-resistant soybean was marketed by Monsanto Company, suggesting that it would be possible to genetically modify coca in an analogous manner.
According to Greg Prato from Allmusic, there are so many different styles found in L'Autrichienne that it would be possible to fool the average listener into thinking each track was made by a different band; it shows influences ranging from indie rock to sludge metal. In the album there are songs with a style close to Black Sabbath's, such as "Blackpowder", hardcore punk tracks like "Thermidor", Melvins-esque metal slow pieces such as "Deficit", and doom metal songs such as "The Mountain" and "Procession a la Guillotine"; even quiet balladry can be found in the album. Amber Valetine uses many vocal techniques in the record. It's a concept album about the French Revolution.
The committee found certain minor flaws but, other than those, it was given an exceptional rating. The SIM-X which was intended for civilian use, sport pilot training, demonstration and tourist flights, was classified by the air force as "a school monoplane, two-seater for the initial training of pilots." The SIM-X was a single engine, high monoplane parasol wing, with a wooden double-shaft propeller, for two crew members seated in tandem. Although it was envisioned that it would be possible to fit with three different engines: 120 hp Walter NZR, 110 hp Siemens and 120 hp de Havilland Gypsy Major, production aircraft were fitted with the air-cooled radial Walter NZR with a reduction gear.
As a result, in 1970, he was at last able to suggest how it works as a molecular machine: how it switches between its deoxygenated and its oxygenated states, in turn triggering the uptake of oxygen and then its release to the muscles and other organs. Further work over the next two decades refined and corroborated the proposed mechanism. In addition Perutz studied the structural changes in a number of haemoglobin diseases and how these might affect oxygen binding. He hoped that the molecule could be made to function as a drug receptor and that it would be possible to inhibit or reverse the genetic errors such as those that occur in sickle cell anaemia.
In 1968 he was appointed to the Cabinet Office as senior adviser on Soviet affairs. In 1973 he was a member of the delegation that visited the Soviet Union with foreign secretary Alec Douglas-Home, being described by Soviet officials as a falsifier of history - a description for which he received an apology after the collapse of the Soviet Union. He retired in 1987, amongst his final achievements having been as one of the advisers who persuaded Margaret Thatcher that it would be possible to "do business with" Mikhail Gorbachev. In retirement he continued to lecture and write, and took up a number of academic appointments, including at St Andrew's University, King's College, London and the International Institute of Strategic Studies.
Vickers received a request from the MoS for submissions of the Valiant transport derivative. At the same time, the British Overseas Airways Corporation (BOAC) was also interested in a potential commercial airliner from Vickers; thus, the company was naturally excited that it would be possible to develop an aircraft that would serve as both a military transport, being procured for the RAF, and as a commercial airliner, that BOAC would be expected to order. Such a move would mean increased financial support for the program as well as improved access to development and testing resources. According to aviation author Derek Wood, Sir George Edwards, who headed the design, viewed the military variant "as a stepping stone to the civil version", which was internally designated as the VC7.
Little, if anything, was ever spent on studio, transmitter or tower equipment. After concluding the arrangement with Arturo González in Del Rio, Ben Toney and his associate then drove across the Rio Grande and on to the dirt roads and through the shacks that led to the small antiquated studio and barn that housed the facilities of radio station XERF. It appeared that, with the new interest being shown in the station from Texas, that it would be possible to restore the signal of the station to a dependable high-power strength using the old RCA 250 kW transmitter. Beginning on August 13, 1984, the Wonderful Radio London Top 40 Show was heard nightly via taped programs which were recorded in England and flown to Texas.

MacDonald's research has focused on new or unexplained phenomena related to the quantum physics of interacting electrons in materials. He has contributed to theories of the integer and fractional Quantum Hall effects, spintronics in metals and semiconductors, topological Bloch bands and momentum-space Berry curvature phenomena, correlated electron-hole fluids and exciton and polariton condensates, and two-dimensional materials. In 2011 MacDonald and Rafi Bistritzer, a former postdoctoral researcher in MacDonald's lab, predicted that it would be possible to realize strong correlation physics in graphene bilayers twisted to a magic relative orientation angle, foreshadowing the field of twistronics.
However, officials from the Philippine Institute of Volcanology and Seismology had declared the site of the plant is safe noting the facility's solid foundation and the dormancy of the nearby volcano Mount Natib. In an interview with CNN Philippines in April 2018, the Russian ambassador to the Philippines commented that he believed that revival of the plant would not be possible due to its outdated design. In contrast, Rosatom's vice president for Southeast Asia, Egor Simonov, stated that it would be possible to revive the plant, noting its "relatively good condition" despite decades of disuse. In late 2017, representatives from Russia's Rosatom State Atomic Energy Corporation and Slovenia's GEN Energija went to assess the plant and make recommendations for its rehabilitation.
It found that a fifth of the world's people, more than 1.2 billion, live in areas of physical water scarcity, where there is not enough water to meet all demands. A further 1.6 billion people live in areas experiencing economic water scarcity, where the lack of investment in water or insufficient human capacity make it impossible for authorities to satisfy the demand for water. In addition, one third of the world's population does not have access to clean drinking water, which is more than 2.3 billion people. The report found that it would be possible to produce the food required in future, but that continuation of today's food production and environmental trends would lead to crises in many parts of the world.

Most members of Redstockings held to a materialist and anti-psychologistic view. They viewed men's oppression of women as ongoing and deliberate, holding individual men responsible for this oppression, viewing institutions and systems (including the family) as mere vehicles of conscious male intent, and rejecting psychologistic explanations of female submissiveness as blaming women for collaboration in their own oppression. They held to a view—which Willis would later describe as "neo-Maoist"—that it would be possible to unite all or virtually all women, as a class, to confront this oppression by personally confronting men. Ellen Willis The Feminists held a more idealistic, psychologistic, and utopian philosophy, with a greater emphasis on "sex roles", seeing sexism as rooted in "complementary patterns of male and female behavior".
By 1953, after the publication of Watson and Crick's proposed structure of DNA, Benzer hit on the idea that the apparently defective r mutants might have been the result of crossing two different rII mutants, each of which had part of the rII gene intact, so that the hybrid strain did not exhibit the r phenotype at all because it combined the intact parts of the rII gene.Weiner, p. 52. From there, Benzer saw that it would be possible to generate many independent r mutants, and by measuring the recombination frequency between different r strains, he could map the substructure of a single gene. Although the chance of successful recombination between any mating pair of rII mutants is small, a single petri dish could be the basis for millions of trials at once.
In this book, addressed to Sir Thomas Fairfax, Lord Fairfax of Cameron, the Parliamentary Captain- General, Gage promotes the view that the Spanish dominions with their long coastlines and weak defences would be an easy prey for English forces and urges such an attack as a sort of religious duty and mission upon the English. If God raised the Puritans to purify England, how much more needing of remedy were the Catholic dominated regions of the Americas, subjugated by what Gage considers their notoriously corrupt clergy. The thesis was that it would be possible to attack and loot Spanish possessions in the Americas, without embarking upon a costly war in Europe. The book made special mention whatever might assist an invading army—roads, fortifications, populations, layouts of towns.

While scouting for location in Australia, Lively was able to feed a group of seagulls, at which point it was realized that it would be possible to use them for production.
Within days of the modification teams arrival on the USS Theodore Roosevelt (CVN-71) all F-14 Tomcats had complete ROVER capability. Before ROVER, ground controllers had to rely on "visual talk-ons" to hunt enemy ground forces and would use a map to guide pilots where they needed to go. A joint VF-31/VF-213 investigation revealed that it would be possible to modify the F-14D Super Tomcat with off- the-shelf technology for only 800 dollars per aircraft. A team of F-14D experts from the Naval Air Systems Command (NAVAIR) F-14 Program Office (PMA-241) staff at Naval Air Station Patuxent River was presented with this idea in early November 2005 and were able to research, develop and field this technology within a six-week window.
He proposed that the excess heat might be absorbed by internal energy modes of the particles themselves, based on his proposal of the vortex-nature of matter. In other words, the original translational kinetic energy of the particles is transferred to internal energy modes, chiefly vibrational or rotational, of the particles. Appealing to Clausius's proposition that the energy in any particular mode of a gas molecule tends toward a fixed ratio of the total energy, Kelvin went on to suggest that the energized but slower moving particles would subsequently be restored to their original condition due to collisions (on the cosmological scale) with other particles. Kelvin also asserted that it would be possible to extract limitless amounts of free energy from the ultramundane flux, and described a perpetual motion machine to accomplish this.
A first peer-reviewed article about climate restoration was published in April 2018 by the Rand Corporation. The analysis "examines climate restoration through the lens of risk management under conditions of deep uncertainty, exploring the technology, economic, and policy conditions under which it might be possible to achieve various climate restoration goals and the conditions under which society might be better off with (rather than without) a climate restoration goal." One key finding of the study is that it would be possible to restore the CO2 atmospheric concentrations to preindustrial levels at an acceptable cost under two scenarios, where greenhouse gas reductions and direct air capture (DAC) technologies prove to be economically efficient. One example is Carbon Engineering, a Canadian-based clean energy company focussing on the commercialization of Direct Air Capture (DAC) technology that captures carbon dioxide (CO2) directly from the atmosphere.
The use of hypervisor technology by malware and rootkits installing themselves as a hypervisor below the operating system, known as hyperjacking, can make them more difficult to detect because the malware could intercept any operations of the operating system (such as someone entering a password) without the anti- malware software necessarily detecting it (since the malware runs below the entire operating system). Implementation of the concept has allegedly occurred in the SubVirt laboratory rootkit (developed jointly by Microsoft and University of Michigan researchers) as well as in the Blue Pill malware package. However, such assertions have been disputed by others who claim that it would be possible to detect the presence of a hypervisor-based rootkit. In 2009, researchers from Microsoft and North Carolina State University demonstrated a hypervisor-layer anti-rootkit called Hooksafe that can provide generic protection against kernel-mode rootkits.
Following Caroline Herzenberg's doctoral research in experimental low energy nuclear physics with Samuel K. Allison as thesis advisor, her research continued at the University of Chicago during her year of postdoctoral work when she measured the products of nuclear reactions between lithium isotopes and those of beryllium and boron; research which laid foundations for future heavy ion investigation. Subsequently her work focused on Mössbauer spectroscopy; she was engaged in pioneering research on the Mössbauer effect and was part of the team which succeeded in verifying the Mössbauer effect. She later established Mössbauer-effect research facilities at Illinois Institute of Technology and at IIT Research Institute. Turning her focus to geological applications of the effect, Herzenberg concluded that it would be possible to analyze rocks and minerals retrieved from the Moon using Mössbauer spectrometry; and she was awarded a grant from NASA to carry out Mössbauer spectrometry during the Apollo program.

As the senior Bell was soon occupied with a lecture position at Queen's College in Kingston, Ontario, he sent his son to Boston in his place when a contract was offered to teach in that city for the handsome sum of US$500 (approximately US$ in current dollars). Over the next several years the younger Bell would live and work in the Boston area during the school year, and then return to his parents' homestead during the summer months to rest with his family and conduct further telegraphic, and later, telephonic research work. During his summer vacation at the Homestead in 1874, Alexander Graham continued to contemplate electrical sound reproduction while viewing the undulating surface of the Grand River from his "dreaming place". He postulated that "it would be possible to transmit sounds of any sort" by the continuous variation of the intensity of the electric current.
Once the spectrum of particles is known, the force law is known, and this means that the spectrum is constrained to bound states which form through the action of these forces. The simplest way to solve the consistency condition is to postulate a few elementary particles of spin less than or equal to one, and construct the scattering perturbatively through field theory, but this method does not allow for composite particles of spin greater than 1 and without the then undiscovered phenomenon of confinement, it is naively inconsistent with the observed Regge behavior of hadrons. Chew and followers believed that it would be possible to use crossing symmetry and Regge behavior to formulate a consistent S-matrix for infinitely many particle types. The Regge hypothesis would determine the spectrum, crossing and analyticity would determine the scattering amplitude (the forces), while unitarity would determine the self-consistent quantum corrections in a way analogous to including loops.
This large-scale work involved motion capture of a dancer, to be used as a control element: > At the center of this project was the idea that it would be possible to > capture the complex motion [of a dancer] in real time, and to have a > computer model and then monitor the motion in such a way that it could send > control information to other artists who would create parallel and deeply > responsive elements to a larger performance totality. Literary scholars say that the idea that an author's work must reflect his or her life is a Modernist assumption not held by Elizabethan writers, and that biographical interpretations of literature are unreliable in attributing authorship. Further, such lists of similarities between incidents in the plays and the life of an aristocrat are flawed arguments because similar lists have been drawn up for many competing candidates, such as Francis Bacon and William Stanley, 6th Earl of Derby. Harold Love writes that "The very fact that their application has produced so many rival claimants demonstrates their unreliability," and Jonathan Bate writes that the Oxfordian biographical method "is in essence no different from the cryptogram, since Shakespeare's range of characters and plots, both familial and political, is so vast that it would be possible to find in the plays 'self-portraits' of ... anybody one cares to think of." Despite this, Oxfordians list numerous incidents in Oxford's life that they say parallel those in many of the Shakespeare plays.
Governments at the time would use the Phillips curve as part of their models to calculate the expected cost in terms of inflation for a stimulus designed to restore full employment. In 1968 Milton Friedman published a paper arguing that the fixed relationship implied by the Philips curve did not exist, and that it would be possible to have both inflation and unemployment rise at once. Friedman had earlier made similar arguments verbally in his 1967 speech to the American Economic Association, where he had also first proposed his theory of the Natural rate of unemployment Friedman had also argued that workers' expectations of future high inflation could lead to an inflationary spiral as they would push for increased wages in advance to try to compensate for expected future inflation. Friedman's work began to gain increasing acceptance among academics after 1973, when stagflation - the simultaneous increase in both inflation and unemployment - became prominent, just as he had predicted.
Figure 2 Although War College studies had earlier rejected the concept of a fast, light battlefleet (see "Origins" and Figure 1, above), they were now supportive of the concept of a Fast Division of or more, operating in conjunction with a conventional heavy battleline, which could use its advantage in speed to envelop the head of the enemy line (Figure 2).
