The reasons for this were largely related to the conflicts in Afghanistan and Iraq, and the Syrian civil war. In 2015, Fedasil only had a few months to double its number of reception locations in order to accommodate 35,000 people.
These eigenvectors are primarily used in feature reduction, as in PCA. The eigenvectors corresponding to the smaller eigenvalues will tend to be very sensitive to the exact choice of training data, and it is often necessary to use regularisation as described in the next section. If classification is required, instead of dimension reduction, there are a number of alternative techniques available. For instance, the classes may be partitioned, and a standard Fisher discriminant or LDA used to classify each partition.
By the 15th century, the City of Westminster had been the seat of government administration for about three centuries. After about 1430, the use of English in administrative documents replaced French which had been used since the Norman conquest. Judge Henry Fielding decided to regulate and legalise their activity due to high rates of corruption and mistaken or malicious arrests, therefore creating the Bow Street Runners. They represented a formalisation and regularisation of existing policing methods, similar to the unofficial 'thief-takers' (men who would solve petty crime for a fee).
One is to use a pseudo inverse instead of the usual matrix inverse in the above formulae. However, better numeric stability may be achieved by first projecting the problem onto the subspace spanned by \Sigma_b . Another strategy to deal with small sample size is to use a shrinkage estimator of the covariance matrix, which can be expressed mathematically as : \Sigma = (1-\lambda) \Sigma+\lambda I\, where I is the identity matrix, and \lambda is the shrinkage intensity or regularisation parameter. This leads to the framework of regularized discriminant analysis or shrinkage discriminant analysis.
Chemical and hazardous traits of waste began to be internalised in the disposal method evaluations since the Sixties, along with an augmented influence and regularisation by the Commonwealth. Standard landfills started not to accept certain types of waste, but these measures did not take into account the escalation of illegal practices which arose as a response (such as clandestine dumping). Walkers organised the first English amateur walking championship in 1866, which was won by John Chambers, and judged by the "fair heel and toe" rule. This vague code was the basis for the rules codified at the first championships meeting in 1880 of the Amateur Athletics Association in England, the birth of modern track and field. With football, cricket and other sports codified in the 19th century, the transition from professional pedestrianism to amateur codified racewalking was part of a process of regularisation occurring in most modern sports at this time. The codified racewalk was included when the International Olympic Committee formed in 1893.

The bishop called on Catholics to remain "resolute" and "steadfast" in backing the campaign proposal. "For any Government to choose to do nothing about regularisation is irresponsible and leaves countless migrants vulnerable to exploitation and living in fear and in limbo," Bishop McMahon told the congregation. "They cannot work, they cannot claim benefit, they cannot get public housing.

Lieberman Aiden was involved in the analysis of a corpus of around 5 million digitised books, applying data mining techniques to advance the new field of culturomics. Leiberman Aiden was involved in a project to digitise Anglo-Saxon texts in 2004, analysis of which provided supporting evidence for verb regularisation, a process whereby irregular verbs become increasingly regular over time. After the announcement of Google Books, Lieberman Aiden approached Google's Director of Research Peter Norvig and was permitted to statistically analyse their data. His work contributed to the Google Ngram Viewer, released in December 2010, which makes use of culturomics ideas to produce normalized historical trends for any sequence of letters.
Another key feature of the 'Capel-Dunn' report was a proposal for the continuation and regularisation of wartime joint-service photographic intelligence arrangements that had operated as the Allied Central Interpretation Unit. The SSPX rejects the notion of "full" and "partial" communion with the Church, insisting that they belong to the Church according to the criteria given by Pope Pius XII, because they have the same faith, celebrate the same Sacraments, and recognise the same hierarchy of the Church. More recently, the Vatican has granted priests of the SSPX the authority to hear confessions and has authorised local ordinaries, in certain circumstances, to grant delegation to SSPX priests to act as the qualified witness required for valid celebration of marriage. In each of these documents the hope was expressed that thereby "the process towards full institutional regularisation may be facilitated".

The total immigrant population of the country now exceeds 5,730,677 (12.2% of the total population). According to residence permit data for 2011, more than 710,000 were Moroccan, another 410,000 were Ecuadorian, 300,000 were Colombian, 230,000 were Bolivian and 150,000 were Chinese; from the EU around 800,000 were Romanian, 370,000 (though estimates place the true figure significantly higher, ranging from 700,000 to more than 1,000,000) were British, 190,000 were German, 170,000 were Italian and 160,000 were Bulgarian. The second Pasqua law on "immigration control" makes regularisation of illegal aliens more difficult and, in general, residence conditions for foreigners much harder. Charles Pasqua, who said on 11 May 1987: "Some have reproached me of having used a plane, but, if necessary, I will use trains", declared to Le Monde on 2 June 1993: "France has been a country of immigration, it doesn't want to be one anymore. Our aim, taking into account the difficulties of the economic situation, is to tend toward 'zero immigration' ("immigration zéro")". Therefore, modern French nationality law combines four factors: paternality or 'right of blood', birth origin, residency and the will expressed by a foreigner, or a person born in France to foreign parents, to become French.
More recently, a study carried out by a research team at LSE for the Greater London Authority, published in 2009, estimated the illegal migrant population of the UK by updating the Home Office study. The LSE's study takes into account other factors not included in the previous estimate, namely the continued arrival of asylum seekers, the clearance of the asylum applications backlog, further illegal migrants entering and leaving the country, more migrants overstaying, and the regularisation of EU accession citizens. The most significant change in this estimate is however the inclusion of children born in the UK to illegal immigrants. For the LSE team illegal migrants oscillate between 417,000 and 863,000, including a population of UK-born children ranging between 44,000 and 144,000.

Apart from being a member of the Colonial Council of the Dutch Gold Coast, Eminsang had also become a substitute judge on the Court of Justice, a sworn attorney, and a justice of the Small Causes Court. Eminsang's volte face proved very worthwhile for him, as he was appointed member of the Committee for the Regularisation of the Affairs of the Netherlands on the Coast of Guinea headed by J. M. C. W. Joost, as well as notary and public registrar. When Elmina was finally transferred to the British on 6 April, the British Governor of the Gold Coast John Pope Hennessy appointed Eminsang Civil Commandant, Collector of Customs, Postmaster and Deputy Superintendent of Police. As it appeared that Eminsang was rewarded for his sudden change of opinion, many Elminese grew angry with the situation.
Strangers into Citizens was a political advocacy campaign from around February 2007 to May 2010 by the then Citizen Organising Foundation, also known as the London Citizens organisation, now defunct, having been merged into the Citizens UK organisation as separate local chapters. The campaign called for an irregular and extraordinary (one-off and one-time-only) general amnesty, regularisation, naturalisation and British citizenship for illegal immigrants in the United Kingdom. The campaign became defunct in 2013. The campaign was founded by Austen Ivereigh, a former director of public affairs for the Archbishop of Westminster, Cardinal Cormac Murphy-O'Connor, and as such had strong links with amongst others the Cardinal Archbishop, Westminster Cathedral, the Catholic Bishops' Conference of England and Wales and the Catholic Herald newspaper, all three being supporters of the political advocacy campaign.

There are many reports stating that following the influx of refugees and foreigners from the Muslim areas of Mindanao in the Philippines as well from Sulawesi in Indonesia, a "secretive taskforce" was established in the 1970s during Mustapha Harun's term as Chief Minister to register them as citizens. The taskforce then actively engaged from 1988 to 1990 by registering not only the Muslim refugees and migrants but also to Muslims from Peninsular Malaysia to topple the state government under PBS who were majority Christian. A source from one of the former Sabah Chief Ministers estimated the total of illegal immigrants in the state to be around 400,000–500,000 while Sabah's opposition parties together with the Filipino community leaders indicated that the numbers have surpassed one million. The complicated estimate was as a result of frequent "controversial regularisation" with the illegal immigrants and refugees changing their status into "legal citizen".
