The chancel is a simple rectangle with a single arched window at the terminal end. The roofs throughout are of quadripartite vaults which date from the mid 14th century. Although Gothic by date and decoration, the profiles of the ribs are semi-circular in the Romanesque manner.
East Germany requested East Germans and East Berliners wishing to leave the country to get exit permissions first. However, permissions were usually denied, and leaving the country without permission was Republikflucht, considered a criminal act by the East German justice system. To enable individuals threatened by East German imprisonment to fly to and from West Berlin the West German government subsidised the flights. Flights between West Germany and West Berlin were under Allied control by the quadripartite Berlin Air Safety Center.

The bill that the Ministry of Education proposed, according to Thein Lwin, the chairman of NNER, was the one presented at first at the quadripartite meeting but agreed to be discarded by the government. Because of the quadripartite dispute over the diamond's rightful ownership, there have been various compromises suggested to bring the dispute to an end. These include dividing the diamond into four, with a piece given to each of Afghanistan, India, and Pakistan, with the final piece retained by the British Crown. The passage into the chateâu is cut into the rock and leads to a trapezoidal courtyard, with arcades on the ground floor. The interiors are mainly in the Empire style, from the first half of the 19th century. The Lovecký sál (Hunter's Hall), with quadripartite ribbed vaulting, is original Gothic, and the chapel, also dating from the Gothic period, has a net vault.
The lower chapel with its apse decorated with five arches dates from the second half of the 12th century. In 1593, a document was drawn up between the four parties interested in the will: Thomas & Marian, Mayor & citizens, Dean & Chapter, and the Bridge Wardens. The document was called the "Indenture Quadripartite". In brief (the indenture is over 14 pages long when set in modern print) Marian was allowed to keep the house in return for giving up all other claims and returning the 100 marks left to her in the original will. The bulk of the document establishes the form and government of the charity which now bears Richard Watts' name.
Richard Watts' will when proved in 1579 provided for an almshouse in Rochester High Street. now known as the Six Poor Travellers House, to be expanded and maintained. The "Indenture Quadripartite" of 1593 established the form and government of Richard Watts Charity which over time built other almshouses and expanded to incorporate several local charities, such as St Catherine's Hospital founded under the charity of Symond Potyn in 1315. Richard Watts Charities, as of 2013, provides 66 self-contained flats in Rochester which includes almshouses in Maidstone Road built in 1857.
The move was supported by Syria, which maintained a large military presence in Lebanon. Former Prime Minister Rafic Hariri was assassinated in February 2005. Following the withdrawal of Syrian troops in April 2005, Lebanon held parliamentary elections in four rounds, from 29 May to 19 June. The elections, the first for 33 years without the presence of Syrian military forces, were won by the Quadripartite alliance, which was part the Rafik Hariri Martyr List, a coalition of several parties and organizations newly opposed to Syrian domination of Lebanese politics.

Even at the height of trouble during the 1970s, tourists continued to arrive in this historical village. The majority of the inhabitants of Taluksangay are Muslims the descendants of the Sama Banguingui who were branded by history as pirates of Southeast Asia, but never conquered.
The house features restored small Elizabethan period bedrooms, along with a herb garden in the rear, and is open to the public from March through October. The small almshouse now known as the Six Poor Travellers existed before Watts left it money in his will. His will refers to "the almshouse already erected and standing", desiring it to be "reedified" [rebuilt] as well as extended with rooms for the travellers. The work had been completed before the signing of the Indenture Quadripartite in 1593, probably around the time of the remarriage of Marian in 1586.
The exterior style is a mixing of mainly Romanesque and Byzantine elements, with some Gothic features. Later in the 13th century, the aisles were added in a more Gothic style, the length of each nave bay being divided into two aisle bays with pointed arches and quadripartite vaults. The eastern apse was also extended in the Gothic style, receiving a ribbed vault and nine radiating chapels in the French manner. In other examples, believed to be of a later date, this quadripartite stairway configuration is lacking. E-group complexes are named after their prototypical example, Structure E-VII-sub at the site of Uaxactun. They were first identified as a meaningful complex by archaeologist Frans Blom in 1924, who excavated the site under the auspices of the Carnegie Institution of Washington. The name Gunz glaciation, Gunzian glaciation or Günz glacial stage (, also Günz-Glazial, Günz-Komplex and Günz-Eiszeit) goes back to Albrecht Penck and Eduard Brückner, who named this ice age after the River Günz in their multi-volume work, Die Alpen im Eiszeitalter ("The Alps in the Ice Age Period") which was published between 1901 and 1909. Its type region is the Iller-Lech Plateau. It is the oldest glaciation of the Pleistocene in the traditional, quadripartite glacial classification of the Alps. Lisieux Cathedral () is a rare monument which survived the 1944 allied bombardment. Even though the cathedral has been around since the 6th century, the church of today must have been constructed between 1160 and 1230 by Bishop Arnoul. From the outset, the architect designed quadripartite rib vaults and flying buttresses, making it one of Normandy's first Gothic buildings. The nave is fairly austere and is inspired by the Gothic style of the Île de France, whereas the most recent parts of the building were constructed in the 18th century (the chevet, the lantern tower and the western façade) in Norman style.

Later in the 12th century (probably from the 1170s onwards) everything beyond the nave was replaced with a tall, expansive quire with five bays, a quadripartite (four-celled) rib vault, aisles with their own vaulting, a triforium and a clerestory. This work took several decades and was undertaken for William de Braose, 3rd Lord of Bramber, Philip de Braose's son. Flying buttresses were added to the exterior to support the vaulted aisles soon after they were built—an early usage of this structural technique. The protest also coincided with United States President Barack Obama's second visit to Yangon although Kyaw Ko Ko claimed that it was not intentional. He added, though, that the students would be ready to seize the opportunity to raise awareness about issues on education. The Action Committee for Democratic Education then requested the government to convene a quadripartite meeting with its members, NNER, members of Parliament and the government to discuss the students' concerns. On 17 November, the students announced a 60-day interval for the government to respond to their demands and also threatened that they would stage a nationwide protests if the government didn't respond within the deadline.

Originally founded as National Center for Physics in 1999, the site is dedicated for understanding and advancement of the physical sciences and mathematical logic— the site is located in Islamabad in Pakistan. The site closely collaborates and operates under the quadripartite supervision of International Center for Theoretical Physics (ICTP) in Italy, CERN in Switzerland, and the Pakistan Atomic Energy Commission (PAEC) on behalf of Ministry of Energy, Pakistan.

At the same time, three prominent members of the People's Party expressed their support for the monarchy and the exiled George II. Tsaldaris denounced such statements, which caused the outrage of the Liberals. However, these statements alarmed the Venizelist camp, which launched an abortive coup in March 1935. After the successful suppression of the revolt, Tsaldaris dissolved the Parliament and proclaimed early elections, asking for the election of a Constitutional Assembly. In one of the noteworthy acts of his second premiership, Tsaldaris signed a quadripartite pact with Turkey, Romania and Yugoslavia as well as a separate agreement with Turkey, guaranteeing the common borders of the two countries.
Project Deseret was developed to conduct a highly classified military research, development, and testing program which was aimed at both offensive and defensive human, animal, and plant reaction to biological, chemical, toxicological, entomological, and radiological warfare agents in various combinations of climate and terrain. The top secret research was conducted by the United States' Deseret Test Center with Britain, Canada, and Australia under the Quadripartite agreement. During Project Deseret each agent needed to be tested at sea, in the arctic, desert, and in a tropical jungle environment. In the autumn of 1961 Project Deseret was divided into two main parts consisting of Project 112 and Project SHAD.

Berlin, which was surrounded by the Soviet zone of occupation—newly established in most of Middle Germany—would be similarly divided, with the Western Allies occupying an enclave consisting of the western parts of the city. According to the agreement, the occupation of Berlin could end only as a result of a quadripartite agreement. The Western Allies were guaranteed three air corridors to their sectors of Berlin, and the Soviets also informally allowed road and rail access between West Berlin and the western parts of Germany (see section on traffic).
Homecomers were either German civilians who had been deported into the Soviet Union from those territories it conquered, or former Wehrmacht soldiers and SS fighters, whom the Soviet Union kept as prisoners of war. They worked for many years as forced labourers in the Soviet Union, before they were finally released. As they could not be recognised through their identification papers, all West Germans were banned from East Berlin during those days. West Berliners were allowed, since the quadripartite Allied status quo provided for their free movement around all four sectors. From 8 September 1960 on, the East subjected all West Germans to apply for a permit before entering East Berlin.
In the early 1990s, the Organization of Islamic Conference expanded its Quadripartite Ministerial Commission, which had been facilitating peace talks between the Philippine Government and the MNLF. The Ministerial Committee of Six, as it was now called, included the new members represented by Indonesia and Bangladesh, as well as the four members of the original ministerial commission, Libya, Saudi Arabia, Senegal and Somalia. Indonesia became the committee chair mediating the talks between the Philippine government and the MNLF. When an interim ceasefire agreement was signed in 1993, Indonesia as a member of ASEAN became responsible for implementing the ceasefire and provided personnel as ceasefire monitors.
The Committees on Arms Export Controls (formerly the Quadripartite Committee) is the name for the concurrent meeting of four House of Commons select committees, comprising the Business and Enterprise Select Committee, the Defence Select Committee, the Foreign Affairs Select Committee, and the International Development Select Committee. The remit of the committee is to examine the Government's expenditure, administration and policy on strategic exports (licensing of arms exports and other controlled goods). In 2015 to 2016 the committee did not meet for over 9 months after the chairman Sir John Stanley retired as an MP, because of a long delay in appointing new members. Chris White was elected chair in February 2016.
Gorbachev called for a negotiated end to the conflict and in 1988 organized a quadripartite talks between the USSR, U.S., Cuba and South Africa; they agreed that all foreign troops would pull out of Angola. Castro was angered by Gorbachev's approach, believing that he was abandoning the plight of the world's poor in favor of détente. In Eastern Europe, socialist governments fell to capitalist reformers between 1989 and 1991 and many Western observers expected the same in Cuba. Increasingly isolated, Cuba improved relations with Manuel Noriega's right-wing government in Panama – despite Castro's personal hatred of Noriega – but it was overthrown in a U.S. invasion in December 1989.
The Applied Arts Collection of Milan (Raccolte d’Arte Applicata di Milano in Italian) is located in the Sforza Castle museum complex under the management of the municipality of Milan, Italy. The museum is divided into several sections with particular emphasis on jewelry, ivories, pottery and art glass. The ceramic collection includes medieval, Renaissance and Baroque pottery, a maiolica group with pieces from 17th-century Lodi and Milan, and a collection of European chinaware and earthenware. The collection of artistic glass includes the Cup Gonzagna, made of crystal clear glass and decorated with a pattern of small golden flowers and the Gonzaga coat of arm with a quadripartite black eagle on a white background.
All flights had to be notified to the Berlin Air Safety Center (BASC), a quadripartite organisation responsible for authorising all flights in the three Air Corridors and the Berlin Control Zone (BCZ). The walls and vaults of this apse have been restored starting in 1999, and are one of the few surviving fresco cycles of the early Venetian Renaissance. The cycle depicts eight Sibyls, Greek and Roman female seers who were believed to have predicted events in the life of Christ such as the Annunciation, the Crucifixion and the Resurrection. The ceiling's quadripartite vault features Saints Jerome, Augustine, Ambrose and Gregory, the four fathers of the Western church, set in roundels and surrounded by inscriptions, decorative foliage, and putti bearing the instruments of the Passion. Above the high altar, the frescoes occupying the spaces between the ribs of the cupola feature Christ and the four Evangelists Matthew, Mark, Luke and John.
They also had plans to stage two more protests in the upcoming week and had held three in the previous week. On November 27, about fifty students from Mandalay, Sagaing, Monywa and Myingyan staged an unauthorized protest in front of City Hall in Mandalay to reiterate their demand: to convene a quadripartite meeting. The police at first stopped the students from exiting Eaindawyar Pagoda, their initial meeting point. The students, however, convinced the police that the officers' children themselves would benefit from the protests and were able to march to the City Hall and ended their protest at Mahamuni Buddha Temple, a history significant place where 17 Burmese pro-independence leaders were killed during the colonial era.
Relations with and within Europe were discussed by the USA and USSR, specifically within France and Germany, which contributed to international stability. Throughout the Summit, both superpowers agreed on the importance of strengthening relations within Europe, reaffirming past agreements such as the Quadripartite Agreement on 1971 and 1972 with Germany and France. The Summit allowed the leaders to discuss the Joint Communique between the nations that allowed both joint and separate efforts to strengthen international relations. The discussion led to a conclusion that in order for peace and stability, military action within Central Europe would have to cease, negotiating the reduction of forces and weaponry, which was proposed to begin on October 30, 1973.
Fysh was elected as Member of Parliament for the Yeovil constituency on 7 May 2015. He was re-elected with an increased majority at the 2017 general election and then increased his majority further in 2019. Fysh has been engaged with the Industry and Parliament Trust programme examining the Defence Manufacturing Industry, and has been a member of All-party parliamentary groups for the Armed Forces, for Housing, for Education, for Social Care, for County Councils, and for Women Against State Pension Inequality. In the House of Commons he sits on the Public Administration and Constitutional Affairs Committee , International Trade Select Committee, European Scrutiny Committee and Committees on Arms Export Controls (formerly Quadripartite Committee).
It is found in the Erya yintu (爾雅音圖, Erya Pronunciations and Illustrations), the extant 1801 facsimile woodblock edition of the Yuan facsimile manuscript copy of an illustrated Song edition of the Erya. The head with ears and trunk appears more like an elephant than the later Chinese and Japanese illustrations in which Abel-Rémusat recognized the tapir. The main difference is the coat, which is depicted with white midsection, and is the one detail that connected the quadripartite mo to the giant panda in nature, whose coat has black shoulders and legs with white in the middle. The Erya yintu illustration is the only early example of this black and white mo depiction (Harper 2013: 209).
As the communist government in the East gained tighter control, and the economic recovery in the West significantly outperformed the East, more than a hundred thousand East Germans and East Berliners left East Germany and East Berlin for the West every year. East Germany closed the borders between East and West Germany and sealed off the border with West Berlin in 1952; but because of the quadripartite Allied status of the city, the -long sectorial border between East and West Berlin remained open. As there was freedom of movement between West Berlin and West Germany, Easterners could use the city as a transit point to West Germany, usually travelling there by air.
On March 17, 2003, Afghanistan, Pakistan, and the UNHCR signed a tripartite agreement, as an effort to facilitate voluntary repatriation of Afghan refugees from Pakistan. Additionally in 2012, the International Conference on the Solutions Strategy for Afghan Refugees to Support Voluntary Repatriation, Sustainable Reintegration and Assistance to Host Countries (SSAR) kicked off the quadripartite initiative with the Islamic Republics of Afghanistan, Iran and Pakistan and UNHCR to facilitate voluntary repatriation, sustainable reintegration, and the provision of aid to host countries. In 2015, the high level segment of the UNHCR's 66th Executive Committee meeting concentrated on Afghan refugees. This was an effort to bring international attention and promote sustainable solutions for the Afghan refugee situation.
The 1976 Tripoli Agreement was signed on December 23, 1976 in Tripoli, Libya by Carmelo Z. Barbero, representing the Government of the Philippines and Nur Misuari of the Moro National Liberation Front. The agreement defined autonomous administrative divisions for Muslims in the southern Philippines, the establishment of an autonomous government, judicial system for Sharia law and special security forces, and the observance of a ceasefire. The autonomous region was to have its own economic system, including an Islamic bank. Facilitators of the agreement included members of the Quadripartite Ministerial Commission of the Organization of Islamic Conference, headed by Ali Abdussalam Treki, representing Muammar Gaddafi, leader of the host country, and the OIC Secretary General, Amadou Karim Gaye.
Zaw Htay, the Director General of Higher Education Department (Lower Myanmar) stated that negotiations were still open, after the students rejected a meeting with the ministry. He also said that students, parents and experts would be consulted in the process of crafting by-laws Shwe Mann, the speaker of Pyidaungsu Hluttaw, also agreed to accept written submissions to the parliament while EPIC also offered to serve as an intermediary. The students, however, announced that they had no intention to write submissions to the parliament because they were waiting for the quadripartite meeting. On November 26, the Action Committee for Democratic Education announced that they were planning a seminar on National Education Law in mid-December and would invite experts unaffiliated with the government or the protesters.
Aung San Su Kyi, the leader of the NLD, also said that it was a conflict of interest for a party member to be involved in an organization independent of the party. Thein Lwin responded by saying that he believed "student demands are righteous". The statement came out as Thein Lwin along with other education advocates and student representatives attended the third quadripartite meeting with Deputy Minister of Education and reached an agreement to resume further talks on February 11 at Yangon Region Parliamentary building. At the same time, the students marching from Mandalay were approaching Pyay in Bago Region and were about a mile away from a barricade set up by 200 riot police and 100 Swan Arr Shin members.

Writing in the Christian Science Monitor in 1992 Eric Ehrmann and Christopher Barton discussed Brazil's nuclear cooperation with Iraq, and noted the views of CIA Director Robert Gates to wit that Brazil has the capability to sell nuclear technology to Iran and that issues regarding dual use deals would drive the cost of maintaining global security upward. In the 1990s, the country created the bilateral ABACC commission with Argentina, signed the Quadripartite Agreement with the IAEA, adhered to the NPT, and reiterated its peaceful nuclear ambitions on several occasions. The Lula administration (2003–2011) resuscitated the dormant Brazilian nuclear program, issued new investments in achieving industrial-scale uranium enrichment capacity and revived the nuclear-propulsion submarine project.

Rising Cold War tensions between the Soviet Union and the three Western powers resulted in unilateral Soviet withdrawal from the quadripartite Allied Control Commission in 1948, culminating in the division of Germany the following year.
The complexity of the vault is another significant feature of English cathedrals. The vaults range from the simple quadripartite vault in the French manner at Chichester through increasingly elaborate forms including the multi-ribbed (“tierceron”) vault at Exeter, the similar vault with inter- connecting (“lierne”) ribs at Norwich, the still more elaborate variation at Winchester, the array of unique lierne vaults at Bristol, the net-like stellar vaulting of the choirs at Gloucester and York, the fan vaulting of the retro- choir at Peterborough, and the pendant vaulting of the choir at Oxford, where elaborate long stone bosses are suspended from the ceiling like lanterns. Many of the more elaborate forms are unique to England, with stellar vaulting also occurring in Spain and Germany.
The new sections of the chapels were resolved with alternate plans of rectangles and triangles, which allowed for each chapel to be of a different size, rectangular plans being larger and triangular plans smaller. This method of distributing the sanctuary can be seen in the French cathedrals of Paris, Bourges and Le Mans, the last cathedral being the most similar in appearance, although the three are more slender in aspect than the Spanish cathedral. The various reforms that were made over time altered the arrangement of some of the chapels; for example, in one case just one chapel was reconstructed in the former space of three. The vaults of the naves are quadripartite except for those of the transept and the chancel which are reinforced with tiercerons.

Barthel was also active in the mid- twentieth century attempts to decipher the Maya script, the 'hieroglyphic' writing system of the pre-Columbian Maya civilization in Mesoamerica. He was one of the first to analyse emblem glyphs in detail and in terms of their political and hierarchical associations. His proposed identification of four major or prime emblem glyphs was later expanded upon by Joyce Marcus, and the Barthel-Marcus quadripartite partitioning of Classic era Maya sites into four regional capitals and an associated hierarchy of four levels of site importance, became an influential concept in Mayanist research.
In 2018, following the Union Home Ministry's decision to give voting rights to around 30,000 people who had fled from Mizoram to Tripura in 1997 in the wake of inter-community violence, The Election Commission asked the State of Mizoram to revise its rolls for the 2018 polls and include the members of the internally-displaced community. As many as 32,876 people of the Reang tribe were set to be repatriated to Mizoram after a tripartite agreement was signed between the Centre, Tripura and Mizoram. On 16 January 2020, a quadripartite agreement was signed among the Centre, state governments of Tripura and Mizoram and Bru-Reang representatives to facilitate permanent settlement of Bru refugees from Mizoram in Tripura, benefitting around 34,000 refugees.
The initiative to establish the Quartet evolved following the outbreak of the Second Intifada in September 2000 and the futile cease-fire attempts that followed. On October 25, 2001, representatives of the EU, UN and the US and Russian governments met Palestinian leader Yasser Arafat and jointly expressed support for his policy of implementing cease-fire and security reforms in the Palestinian Authority.Joint statement, October 25, 2001 During the Israeli incursions into Palestinian areas in April 2002, the representatives of the same four entities met in Madrid and again called for implementation of cease- fire agreements brokered by the US government before. Retrieved: 25MAY13 At the July 11, 1945, meeting, the commandants signed the first of their nearly 1,300 such quadripartite orders. That particular order truly put the Soviets in the saddle as it reinforced all preexisting Russian regulations and ordinances put in place throughout the city before the western allies arrived: Structure of the Kommandatura Thereafter, whenever the Western Allies protested against a specific Russian action, they responded that they were simply abiding some statute or regulation that was already in place before the Americans, British, or French arrived.
The gardens today are entirely 20th century. The architect Robert Weir Schultz, 1860–1951, designed a sunken courtyard garden with a pool and pergola, and a long paved terrace walk between mixed borders and overshadowed by old Lebanon cedars. A pair of 18th century gates lead to pleached limes and a statue of a gladiator. A statue walk with yew hedges has four fine statues by Peter Scheemakers originally in the Temple of Ancient Virtue at Stowe and bought in 1938. South of the house, which was originally the entrance façade, a new garden surrounded by wrought-iron railings was laid out in 1937 by Sir Geoffrey Jellicoe in the form of a quadripartite parterre, with topiary shapes of common and golden yew disposed among lead statues, beds of ‘Iceberg’ roses, and tubs of agapanthus.
On February 1 as the quadripartite meeting was taking place, the NLD publicly announced that Thein Lwin, its central committee member and the chairman of National Network for Education Reform, did not represent the party or its policies. It further mentioned in the statement that the NLD could take legal action against Thein Lwin for violating party rules regarding asking permission to participate in organizations independent of the party. Han Tha Myint, a central committee member of the NLD, also stated that Aung San Suu Kyi, the chairman of the NLD, did not support Thein Lwin as his actions could be construed as representative of the party's stance on the issue. The ACDE promptly responded to that statement the next day by accusing the NLD for attempting to undermine the student protests at such a critical moment.
The 65 members of the Parlamentarischer Rat were elected by the Parliaments of the German Länder with one deputy representing about 750.000 people. After being passed by the Parliamentary Council assembled at the Museum Koenig in Bonn on 8 May 1949—the Museum was the only intact building in Bonn large enough to house the assembly—and after being approved by the occupying powers on 12 May 1949, it was ratified by the parliaments of all the Trizonal Länder with the exception of Bavaria.The others were Bremen, Hamburg, Hesse, Lower Saxony, North Rhine- Westphalia, Rhineland-Palatinate, Schleswig-Holstein, Württemberg-Baden, and Württemberg-Hohenzollern. The Stadtverordnetenversammlung von Berlin, then only competent in West Berlin, had voted for the Basic Law, but the Western Allies denied West Berlin, as part of quadripartite Berlin, being included in the field of application of the Basic Law.
Sometimes recorded as Berkasova in the literature, however, Berkasovo is the correct transliteration of the name of the Serbian village where the helmets were excavated. The bipartite construction method is usually characterized by a two-part bowl united by a central ridge running from front to back and small cheekpieces, also it lacks a base-ring running around the rim of the bowl. Some examples of the bipartite construction also utilize metal crests, such as in the Intercisa-IV and River Maas examples. The second type of helmet has a quadripartite construction, characterized by a four-piece bowl connected by a central ridge, with two plates (connected by a reinforcing band) on each side of the ridge, and a base-ring uniting the elements of the skull at the rim of the helmet; this type is further characterised by large cheekpieces.
Floor plan (left is north; up is east) In plan it is a Latin cross, with a total length from east to west of about 105 m; the height of the nave vaulting is 23 m. The west front has a porch, added in the 14th century, and two unfinished towers, their upper portions dating from the 13th century; their decorations have been greatly mutilated. The nave consists of eleven bays, including those of the west front, which, in the interior, forms a kind of transept, similar to some narthexes of English churches. The windows of the aisles, the arches of the triforium gallery, and the windows of the clerestory use round-headed arches, but double pointed arches appear in the lower gallery and in the vaults of the nave and aisles. The vaulting was originally sexpartite, but were rebuilt after a fire in 1293 in the prevailing quadripartite style.
For Parsons, although each subsystem (e.g. his classical quadripartite AGIL scheme or AGIL paradigm) would tend to have self-referential tendencies and follow a related path of structural differentiation, it would occur in a constant interpenetrative communication with the other subsystems and the historical equilibrium between the interpenetrative balance between various subsystem would termine the relative degree in which the structural differentiation between subsystem would occur or not. In contrast to Luhmann, Parsons would highlight that although each subsystem had self-referential capacities and had an internal logic of this own (ultimately located in the pattern maintenance of each system) in historical reality, the actual interaction, communication and mutual enable-ness between the subsystems was crucial not only for each subsystem but for the overall development of the social system (and/or "society"). In actual history, Parsons maintained that the relative historical strength of various subsystems (including the interpenetrative equilibrium of each subsystem's subsystems) could either block or promote the forces of system-differentiation.
Wehler, who favored the Primat der Innenpolitik, for his part contended that diplomatic history should be treated as a sub-branch of social history, calling for theoretically based research, and argued that the real focus should be on the study of the society in question. The exchange between Wehler on one side and Hillgruber and Hildebrand on the other frequently involved charges of bad faith, intentional misquotation and suggestions that the other side did not understand history properly. In 1971, Hillgruber was a leading critic of the Quadripartite Agreement on the status of Berlin accusing the West German government and the three western powers with rights in West Berlin, namely the United States, Great Britain and France of granting approval to what he saw as the illegal Soviet occupation of eastern Germany and the equally illegitimate East German regime while at the same time accepted the partition of Berlin as permanent.Bark, Denis and Gress, David A History of West Germany, Oxford: Blackwell, 1993 page 199.
By threatening the SVAG to resign from office, Hübener enforced the participation of the Soviet zonal governors in the Conference of Governors in Munich on 5 June 1947, which last time convened the elected governors of all states from all four zones of occupation in Germany. Hoping to avoid the eventual establishment of separate German republics – which was underways with the Bizone – he was, however, disappointed by his western colleagues (among them his long-time fellow party member Reinhold Maier, then minister-president of Württemberg-Baden). Most of them were already assured that the constitution of a democratic and autonomous German republic can impossibly include the Soviet zone with their puppet states, whereas the zonal central administrations (Zentralverwaltungen) established in July 1945, staffed with communists and directed by the SVAG, were actually taking the decisions. While easterners hoped with a quadripartite Allied agreement there would be the chance that the Soviet Union will release its prey, many westerners had already come to another conclusion.
In 1964 he became one of the youngest generals in Army history at the age of 42. Returning to Washington, DC he was assigned as Director of Policy Plans for the Assistant Secretary of Defense and served as a military advisor to the delegation of Secretary of State Dean Rusk at the ANZUS and SEATO treaty negotiations followed by duty as Deputy Director for Policy and Plans (J-5) for the Joint Chiefs of Staff. In June 1968 President Lyndon Johnson appointed Seignious to the critical and sensitive role of Military Advisor to the Paris Peace Talks, the following year he was promoted to major general and became Commanding General of the 3d Infantry Division in Germany, in 1970 he assumed command of U.S. Army, Berlin where he also served as a military advisor to Ambassador Kenneth Rush during the Quadripartite Negotiations on Berlin. Returning to the Pentagon he served concurrently as Deputy Assistant Secretary of Defense for International Security Affairs and Director, Defense Security Assistance Agency.
The first quadripartite meeting ended with the students reaching an agreement concerning eight preconditions on further negotiations although the government denied the request to ensure security to demonstrators. However, Aung Min, a President's Office Minister, told the students that he would ask permission from the president the responsibility of the students' safety until they arrived in Popa in Mandalay Region. The first three preconditions from the students –issuing a public statement after every meeting, having information on education reforms available to the public, making sure all the parties involved in the meeting have equal opportunities to participate – were readily accepted while agreement on officially recognizing student and teacher unions was reached after four-hour long discussion albeit many details pending for further discussions. Furthermore, the meeting ended without any discussions on the eleven-point demands that the ACDE issued even though the students reached to an official agreement to continue the negotiations on February 3. On February 3, in front of Ministry of Education headquarter in Naypyidaw, the students announced that they would be resuming their nationwide protests.
Meanwhile, some 30 students from Dagon University in Yangon staged a sit-in in front of the rector's office from 9:30 am to noon after they were unknowing invited to a campus event earlier that week that condemned the student protests. The sit-in was also a response to the article featured in The Mirror, a state-owned newspaper that claimed that students had organized the event by themselves. On February 20, the main column of student protesters from Mandalay announced that they would take a break from marching until March 1 due to primary and middle school exams coming up at the end of February. The students also stated that they wanted to give time to the parliament and see how it would handle the amendment bill. On February 22, at a press conference in Yangon, the students accused the government for violating the agreements as the government submitted the Ministry of Education's version of the amendment bill alongside with the one agreed upon at the quadripartite meetings.
The entry into force of that treaty (also known as the "Two Plus Four Treaty", in reference to the two German states and four Allied nations that signed it) put an end to the then- remaining limitations on German sovereignty that resulted from the post World War II arrangements. Even prior to the ratification of the Treaty, the operation of all quadripartite Allied institutions in Germany was suspended, with effect from the reunification of Germany on 3 October 1990 and pending the final ratification of the Two Plus Four Treaty, pursuant to a declaration signed in New York on 1 October 1990 by the foreign ministers of the four Allied Powers, that was witnessed by ministers of the two German states then in existence, and that was appended text of the Two Plus Four Treaty.
