With some reservation from the Railways Department, the Council was granted its survey loan, and employed George Phillips to peg out the route from Aramac to Barcaldine. When the survey was completed, Council moved in March 1906 to borrow to build the tramway. The Railways Department responded by commissioning two reports on the best commercial link between the Central Western and Great Northern lines. The second of these recommended the shortest and least expensive method of connecting the lines was by the Longreach to Winton route, and the Railways Commissioner decided in favour of this route.

In 1891 he left Johannesburg and returned to London to study law and take his bar. He would return to Africa by invitation of Rhodes to inspect the potential goldfields in Rhodesia before returning to London where he completed his law degree. He returned to Rhodesia in 1893 as head of the Rhodesian Exploration Company and arrived during the First Matabele War began and would eventually establish himself in Bulawayo. Settled in the town with his wife and family, he bought up land that had been peg out by the war veterans of Rhodes' British South Africa Company and resold it to Rhodes.

During the night the trio moved one of their horses into the scrub. The following morning Hannan informed the main party they were going to stay behind to find their lost horse. After the main group moved off east, the three men started to pick up the gold and peg out their lease. Amongst the various counter-claims to emerge over the years, one lively version of the story was told in 1909 by Fred Dugan (another prospector, who was present at the time) relating how Thomas Flanagan found the first nuggets, and covered his find with brushwood to conceal it until the following day.

Training continued until 3 April when they left for Lemnos, and then, on 24 April, departed in readiness for the Gallipoli landing. The engineers were among the first to reach the shore, preparing the area so that the infantry could land, building roads, creating gun emplacements, digging trenches and building ammunition depots. On 7 May, the commander of the 1st Australian Division, Major-General William Bridges, inspected the area near the 'Pimple', a salient at the southern end of the ANZAC lines, and devised a plan to take some of the Turkish trenches there. Bage's orders were to take a small party in support of Major Edmund Drake- Brockman of the 11th Battalion, and, in broad daylight, get to an exposed area about 150 yards beyond the front line and peg out the position of the new trench line so that the infantry could dig in that night.
