The story revolves around four beings known as The Elder Gods residing in the land of Dhrall: Dahlaine of the North, Veltan of the South, Zelana of the West and Aracia of the East. They must recruit the help of outlanders to destroy the fiendish Vlagh and prevent its attempt at world conquest. The Vlagh is a creature whose more remarkable power is the ability to consciously direct the evolution of its minions, adapting them to the situation as required (the evolution is not instantaneous, but it takes months or even just days, as it is seen in the second book, The Treasured One).
As the armies of Maag and the Trogite Empire build their barricades and planned their assault after the warm ocean air, created by Eleria, melts the snow where the Vlagh's servants are waiting, thus creating flooding and winning most of the war then. In some areas, soviets formed by outlanders and soldiers rivaled the Cossack government, and ethnic minorities also tried to acquire a measure of self-rule. Even the Cossack communities themselves were divided, as the atamans tended to represent the interests of prosperous landowners and the officer corps. Poorer Cossacks, and those serving in the army, were susceptible to Bolshevik propaganda promising to spare “toiling Cossacks” from land appropriation. The unwillingness of rank-and-file Cossacks to vigorously defend the Cossack government enabled the Red Army to occupy the vast majority of Cossack lands by late spring of 1918. But the Bolsheviks’ policy of requisitioning grain and foodstuffs from the countryside to supply Russia's starving northern cities quickly fomented revolt among Cossack communities.
Tine is most remembered today for his hard-boiled "Outrider" series, comprising five mass-market survival fiction novels published by Pinnacle in 1984 and 1985 under the pseudonym Richard Harding (not to be confused with author and war reporter Richard Harding Davis, 1864-1916). Heavily inspired by George Miller's 1979 film Mad Max, "The Outrider" series is set in what is left of a dystopian United States following a nuclear apocalypse. The hero, the lonesome, rugged survivalist Bonner, is based in the ruins of Chicago, although his adventures take him through much of the ravaged country. He has been compared with other vigilante types such as those in Jerry Ahern's Survivalist and Defender series, James Axler's Deathlands and Outlanders series, and D.B. Drumm's Traveler.

The Solacon (SoLaCon: South Los Angeles Convention; the official nickname for the Sixteenth World Science Fiction Convention, also called the 11th Westercon) was organized and run by the Outlanders, a noted West Coast science fiction fan club that had been seeking the convention with a nearly ten-year campaign hyped as "South Gate in '58!" Graham manufactured the Hugo Award trophies for 1958.Rog Phillips' The Club House, The Last Stand, 2013, page xxi It was during this time that Graham reemerged as a front running science fiction writer with such notable stories as: "Game Preserve" (If, October 1957) that can be found in Judith Merril's SF '58: The Year's Greatest Science Fiction and Fantasy (Gnome Press, 1958), and "The Yellow Pill" (Astounding, October 1958) that can be found reprinted in Judith Merril's SF '59: The Year's Greatest Science Fiction and Fantasy (Gnome Press, 1959). Yet, it seems that these stories have been eclipsed by his psychological thriller the lesser known but equally brilliant "Rat in the Skull" (If, December 1958), which received a well deserved Hugo Award nomination.
