The International Committee of the Red Cross’s Commentary on the Additional Protocols of 8 June 1977 to the Geneva Conventions of 12 August 1949 similarly elaborates that "other forms of non-participation in a conflict have been added to neutrality as defined by treaty and customary law," and that "it would have sufficed to use the expression ‘not engaged in the conflict’ or ‘not Party to the conflict’" in lieu of using the term ‘neutral.’ The Commentary explicitly states that the term ‘neutral’ "should be interpreted as covering non-participation in conflicts in general, as well as neutrality in the proper sense of the word." Therefore, all non-belligerence is a form of neutrality, which means that neutrality includes the entire range of states not formally participating in international armed conflict such as de facto belligerents, non-participants who do not claim neutrality, temporary declared neutrals, and even long- standing neutrals.

Zyuganov had originally wanted for the party to abstain from participating in the elections, however he could not coalesce the party in agreement on non-participation and ultimately supported Kharitonov. Some in the party had hoped that Kharitonov would withdraw during the course of the election campaign in order to protests what the party considered to be the "undemocratic nature" of the election. Putin's camp believed that Kharitonov's candidacy benefited their cause by helping to increase turnout and weakening Sergey Glazyev's vote share.
Report and Accounts (p. 4), Lloyds Bank Limited, 1974 In accordance with the Group's policy of non-participation in consortium banks, Lloyds Bank California relinquished its holding in London Interstate Bank in 1975.Report and Accounts (p. 6), Lloyds Bank Limited, 1975 First Western, a state-chartered bank which traced its history back to 1808, had been owned by World Airways since 1908, when its assets were approximately $900 million. At the time of the acquisition by Lloyds Bank, it ranked eighth-largest among Californian banks with assets of $1.3 billion.
Notably, after the Italian invasion of Abyssinia in 1935 he announced that the ALP would pursue a policy of non-participation, as "the control of Abyssinia is not worth the loss of a single Australian life". When Scullin retired in 1935, Forde contested the leadership ballot but was defeated by one vote by John Curtin, eleven votes to ten. The Age called it "one of the greatest surprises in federal political circles during recent years". It has been suggested that some MPs viewed Forde as too closely linked with the activities of the Scullin Government.
Reason of low or non-participation of the less-educated can be explained from perspectives of individual and employers. Individual point illustrated that low self-confidence regarding the learning, which mainly derived from previous bad educational experiences, could be a major obstacle for the less-educated. Apart from low self-confidence, those less-educated might not perceive their need of participation or might actually not have a need to participate. Yet, employers' view was apparent that they tended to support high-educated because they were more trainable than the low-educated.
But the subsequent wrestling match is not a good time for Curly as he performs poorly. Moe then spots a woman spectator holding a bottle of Wild Hyacinth and gets it from her. By this time, the mobsters get wind of Bustoff's non-participation and are threatening the Stooges with harm if Curly does not win as planned. The Wild Hyacinth is then applied to Curly, and soon the challenger is knocked out cold along with nearly everyone else in attendance as Curly goes on a rampage using the match bell as a cudgel.
Port of Nantucket in 1811 The citizens of Nantucket during the American Revolutionary War era relied on whaling, industries that supported whaling, and the trade in oil that resulted from that industry. Because most of this trade was with England, the leading citizens of Nantucket chose to be neutral during the American Revolutionary War, siding neither with those who supported revolution nor with the British Crown, in order to maintain the viability of the island's economy. The Quaker culture of pacifism was a secondary cause of the island's non-participation in revolutionary activities.
After that, she returned to play with her club in San Fernando for one more season. In 2008, she moved to Club de Campo Villa de Madrid, where she has been playing and captaining the team. Additionally, Rocio was selected to play for the Spanish National Team which she represented for many years. After a few changes to the team staff and some years of non- participation with the national team, however, since 2013 she has become a permanent member of the team with which she has already played more than 100 official matches.
To shut down someone who speaks up will send the message that you are not sincere, and people will retreat back into non-participation. Instead, say something like, ‘Thanks for your idea, Holly, let me think about that.’ #Learn to be comfortable with silence. It takes getting used to, but allowing silence to be in the room is a powerful presence that gives people a chance to digest what was said, and to consider whether they have a response or contribution, and how they may want to present it.
On 18 April 1964, General Siho Lamphouthicoul, who had aided Phoumi's return to power in December 1960, sent his Directorate of National Coordination police to secure the streets of Vientiane. Phoumi sat out the short-lived coup, which was ended on 23 April by U.S. Ambassador Leonard Unger's orders to Siho and his co-conspirator Kouprasith Abhay. Despite Phoumi's non-participation, in the aftermath of the coup, Prime Minister Souvanna Phouma dismissed Phoumi as Defense Minister, depriving him of troops to command. However, Phoumi's brother still headed the Lao custom service, and diverted most customs fees for personal use.
The formulation of a policy of caste-based communal reservations in 1921 appears to be one of the highlights of his tenure. During the 1923 elections, the Justice Party split into two factions – the Constitutionalists and Ministerialists. In the very same year, the Indian National Congress, itself, split into two with a group of "No-Changers" who claimed the right to use its name in favour of non-participation in the government and another faction called the "Swaraj Party" which was in favour of council entry. The Swaraj Party under S. Srinivasa Iyengar emerged as the single-largest party in the 1926 elections.
Kemp denied their request and warned that their non-participation would be "at your own peril". Neither Obama nor his attorney appeared at the January 26 hearing. This normally would result in a default order, but the challengers requested Malihi to allow them to go ahead with the hearing and rule on "the merits of their arguments and evidence". Taitz called eight witnesses (including herself), and presented seven exhibits in support of her claims that Obama was not a natural-born citizen, has used multiple names, has multiple Social Security numbers, and used a fake birth certificate.
While the party has been barred from formally taking part in elections since 2003 (see below), it has coordinated a variety of forms of participation (or "quantifiable non-participation") in recent elections. After the May 2003 provincial and local elections, followers of the local lists protested claiming the council seats corresponding to the invalid votes (127,000, 10% of the total vote in the Basque Country). For the Basque elections of 2005, Batasuna presented lists of candidates but they were dismissed as illegal. After the new election was held for the Basque regional parliament, Batasuna lost all their remaining elected representatives.
Lacroix was defeated by Robert Lafrenière of the Progressive Conservative party in the 1958 election. On 30 January 1939, Lacroix presented to the House of Commons a petition of 127,364 signatures collected by the Saint-Jean-Baptiste Society "vigorously protesting against all immigration what so ever and especially Jewish immigration". On 10 September that year, as Parliament met to declare war on Germany and join World War II, Lacroix and fellow Quebec Liberal member Liguori Lacombe introduced an amendment for "non-participation" in the war, reflecting some reluctance in French Canada to join Britain in war.
Defence players are often described by the amount they participate in the offence. The extreme of non-participation in offence is a Stay-at-home defender, who takes few risks and does not score much, instead focusing on defending against the opposing team. A good example is Rod Langway, who won the Norris Trophy while scoring only three goals that season, as the award winners preceding him were primarily offensive defencemen such as Bobby Orr, Denis Potvin, and Larry Robinson. The extreme of participation is an offensive defenceman, who gets aggressively involved in the team's offence.
There were driver changes for the first free practice session. European Formula Three Championship third-place finisher Max Verstappen replaced Jean-Éric Vergne at Toro Rosso for the second time in 2014, and Williams reserve driver Felipe Nasr drove Bottas's car. The press reported that the Sauber, Lotus and Force India teams had considered withdrawing from the race to signal to Formula One's commercial leaders about its financial state following Caterham and Marussia's non-participation in the race. Ecclestone said if two of those squads left the series then "that is what will happen" and teams should only participate if they were competitive.
UJM held its first congress at the Estadio de Vallehermoso in Madrid on January 7–8, 1978. The congress elected a Central Committee and re-elected Faustino Bosquet as general secretary. The congress rejected the Moncloa Pact, urged support for the Sindicato Unitario trade union movement and declared its non- participation in the World Festival of Youth and Students in Havana. In one of its statements, it declared that North American imperialism and Russian social imperialism were "sworn enemies of the sovereignty and liberty of the peoples", threatening the peoples of the world with the risk of a new world war.
Limpieza politica en Navarra, 1936. Responsables, colaboradores y ejecutores, Tafalla 2015, , pp. 292-293 Other scholars agree that numerous individuals have probably joined due to opportunism and careerism; they concluded that active engagement in Francoist structures would improve their personal lot, and that non-participation would harm their position.“like most single parties the FET of the 1940s – its heyday – was riddled with political and economic corruption, welcome to the ‘arrivistes’ of the Falange but frowned on by the more sober Carlists”, Blinkhorn 2008, p. 298 However, there were also numerous political mechanisms responsible for Carlist access.
On September 10, 1939, Lacombe broke with the Liberal Party to vote against Canada's entry into World War II. He and fellow maverick Liberal Edouard Lacroix introduced an amendment calling for "non-participation" in the war, reflecting some reluctance in French Canada to join Britain in war. The two MPs, who proved to be the amendment's only supporters, were condemned in a Globe and Mail editorial the following day as "two French-Canadians who gained eternal distinction by an attitude unworthy of their people and country." The contest was cancelled on 18 March 2020 due to the COVID-19 pandemic, the first time in the contest's 64-year history that it has been cancelled. Rotterdam is due to host the 2021 contest, although the songs selected for the 2020 contest are not eligible for the competition. It was scheduled to consist of two semifinals on 12 and 14 May, and a final on 16 May 2020. Forty-one countries would have participated in the contest; and would have returned after their absences from the contest, while and had confirmed their non-participation after taking part in the previous edition.
Schlozman became a political science professor at Boston College in 1974. When she arrived at Boston College, Schlozman was the only woman in the department (and only one of 7 woman professors then working at Boston College), soon becoming the first woman in that department to receive tenure. She has been a visiting professor at Wellesley College, Harvard University, and Paris Diderot University, as well as a Fulbright Lecturer at Aix-Marseille University. Schlozman has published widely on the causes of participation or non-participation in American politics, and the political mechanisms and institutions that enable and hinder civic engagement in America.
For the North American zone, since there are only 2 member teams (Canada and the United States), and there are 2 berths, this means there no more qualification games to be held. Furthermore, the United States won the 2012 Olympic gold medal and was thus automatically qualified for the 2014 FIBA Basketball World Cup, thus allowing Canada to earn an automatic qualification. This means they do not have to participate, resulting in their non-participation. This opens up an extra berth, which was awarded to the fourth placed team in the South American Basketball Championship 2012.
The national ID sports federation in Cameroon had to pay a penalty of €11,000 (around 7,150,00 XOF) for their non-participation. Lack of funding from the government was the primary reason why Cameroon's ID sportspeople could not go to Manchester competition, with the government unaware that FECASDI had even put in a request for funding. Federation representatives planned then to try to send their athletes to a competition later in the year in Portugal to try to get their athletes classified and eligible for London. The organization's Secretary General Emmanuel Wonyu expressed concern at that time that they might be suspended by INAS and wanted to avert that from happening.
Following this announcement, many former Andorran Eurovision Song Contest contestants expressed their disappointment in RTVA's decision, and the lack of publicity the country will now receive by not being contestants in the contest. Hungary did not enter into the 2010 Contest, due to financial difficulties of the national broadcaster Magyar Televízió (MTV). Montenegro and Montenegrin broadcaster Radiotelevizija Crne Gore (RTCG) also refused participation because of financial problems, in a way to reach financial consolidation after three years as an independent state. Lithuania's broadcaster Lithuanian National Radio and Television (LRT) initially announced its non-participation after failing to achieve the necessary funds of 300,000 litas (€90,000) for participation.
Thus, as African scholar John Thornton argues, African leaders who allowed the continuation of the slave trade likely derived an economic benefit from selling their subjects to Europeans. The Kingdom of Benin, for instance, participated in the African slave trade, at will, from 1715 to 1735, surprising Dutch traders, who had not expected to buy slaves in Benin. The benefit derived from trading slaves for European goods was enough to make the Kingdom of Benin rejoin the trans-Atlantic slave trade after centuries of non-participation. Such benefits included military technology (specifically guns and gunpowder), gold, or simply maintaining amicable trade relationships with European nations.
The apology was met with some controversy given the previous Prime Minister John Howard's steadfast refusal to apologise on behalf of the Australian Government and by the non-participation of some conservative politicians including Peter Dutton. Aboriginal health indicators remain lower than other ethnic groups within Australia and again are the subject of political debate. Policies of multiculturalism were pursued in the post-war period and first Eastern and Southern European, then Asian and African immigration increased significantly. Legislation including the Racial Discrimination Act 1975, the Commonwealth Racial Hatred Act (1995) and the Human Rights and Equal Opportunity Commission Act (1986) outlaw racial discrimination in the public sphere in Australia.
Author Kenneth Womack writes of their absence, as of the Beatles' non-participation: "Clearly, A Collection of Beatles Oldies was the sole priority of EMI at this juncture." Two other EMI engineers, Peter Bown and Graham Kirkby, remixed "Day Tripper" and "We Can Work It Out" that day. They then worked on "This Boy", the B-side of "I Want to Hold Your Hand", but this was due to a miscommunication with EMI's office in Manchester Square, where the song had been confused with "Bad Boy". The error was discovered later, by which point there was no time to remix "Bad Boy" and the original mix was used for the compilation.
Unlike other pro-intervention groups like the NPC and Committee for Non-Participation in Japanese Aggression (ACNPJA), the CDAAA actively incorporated the public into committees. As a result, 300 self-financed, self-controlled local units had been created across America by 1st July 1940. This improved the mobilisation of its membership, which was especially significant considering its reliance on its members for outreach work. For example, volunteers from the Minneapolis unit sent out thousands of mimeographed letters, pamphlets, "V for Victory" stickers, "Stop Hitler" matches and aid-to-Britain Christmas cards during the war to gather funding and draw support for intervention on behalf of the Allies.
Greene emerged from semi-retirement in the late 1930s as a leader in organizations formed to work for the support of China and Great Britain against Japan and Germany. From 1938 to 1941 he served as chairman of the American Committee for Non-Participation in Japanese Aggression and from 1940 to 1941 as associate director of William Allen White's Committee to Defend America by Aiding the Allies. For both organizations he lobbied with federal officials for American assistance to China. More than any other private citizen, Greene had the attention of Stanley K. Hornbeck, the State Department's powerful senior advisor for Far Eastern Affairs.
After 12 years of non-participation, Zeise reached the semi-finals with the national team, where they were beaten by their fellow co-hosts, Thailand. Zeise left by mutual consent in March 2018, after the team was beaten by Kyrgyzstan, and failed to qualify for the 2019 AFC Asian Cup. Zeise started his career in several stations in Germany, such as Rot-Weiss Essen, FC 08 Homburg, Rot-Weiß Oberhausen and Wuppertaler SV. After that he coached the first division KRC Harelbeke and prior to his engagement in Myanmar he managed the SHB Đà Nẵng in Vietnam followed by the New Radiant SC in Maldives.
The Philippines and the People's Republic of China both claim the Scarborough Shoal or Panatag Shoal or Huangyan Island (黄岩岛), nearest to the island of Luzon, located in the South China Sea. The Philippines claims it under the principles of terra nullius and EEZ (Exclusive Economic Zone). China's claim refers to its discovery in the 13th century by Chinese fishermen. (The former Nationalist government on the Chinese mainland had also claimed this territory after the founding of the Republic of China in 1911.) However, despite China's position of non-participation in an UNCLOS case, in 2016 the PCA denied the lawfulness of China's "Nine-Dash Line" claim.
Obaseki embraced Christianity in 1917 and consequently stopped participating in palace rituals such as the opening of the New Yam Festival. Since yams could not be harvested without the Iyase participating, hard times followed and the British had to intervene. The Oba retorted that the festivities could not commence without the Iyase's participation and the Iyase, in turn, countered that his new religion compelled his non participation. Oba Eweka II was thus forced to open the festivities without the Iyase, humiliated by publicly apologizing to Obaseki, and in an act of reconciliation, the Oba gave his daughter, Princess Comfort Ebose Eweka, to Obaseki in marriage.
The article continues; "Since pro-super power and reactionary forces in general and pro-Soviet forces in particular pose the main danger to our country we will mobilse all those forces who are opposed to them and see that they are strengthened so that they are able to defeat them as far as possible. In this connection, we ask the people to differentiate between genuine and fake anti-Soviet, democratic forces." In the actual electoral campaign, however, the new policy was not consistent. In Andhra Pradesh the party promoted non-participation, in reality a boycott, whereas the party supported certain candidates in West Bengal and Orissa.
Cameroon was unable to send any ID athletes to an IPC sanctioned athletics competition in Manchester in March 2012. The inability to send sportspeople meant the country was unable to qualify any ID sports people for the 2012 Summer Paralympics because athletes could not participate in qualifying competitions and get internationally classified. The national ID sports federation in Cameroon had to pay a penalty of €11,000 (7,150,000 XOF) for their non-participation. Expecting government funding to cover the cost to participate in Manchester and with the government unaware of the existence of the request, lack of funding from the government was the primary reason for their inability to participate in the competition.
Harrison's Hindustani classical music-inspired "Within You Without You" reflects his immersion in the teachings of the Hindu Vedas, while its musical form and Indian instrumentation, such as sitar, tabla, dilrubas and tamburas, recalls the Hindu devotional tradition known as bhajan. Harrison recorded the song with London-based Indian musicians from the Asian Music Circle; none of the other Beatles played on the recording.: London-based Indian musicians and non-participation of the other Beatles; : Harrison singing and playing sitar and tambura on "Within You Without You", and contributors from the Asian Music Circle. He and Martin then worked on a Western string arrangement that imitated the slides and bends typical of Indian music.
Australian Fashion Week has attracted criticism of being out of sync with the global fashion market; some popular designers pulled out of the 2012 event in order to prepare for international events. In 2015, the event was changed to May to become the global Resort show for fashion buyers and media. The event has been criticised for featuring inexperienced emerging designers rather than big names, that its collections are conspicuously 'influenced' by European designers, and that it resorts to cheap theatrics that have included everything from Afghan hounds to midgets in lederhosen. Backstage at the Lee Summers show in Sydney, Spring/Summer 2007 However, fashion journalist Marion Hume argues that the non-participation of established designers is welcome.
Neither the Falangists nor the Carlists decided to oppose the unification openly and the most intransigent groupings opted merely for non-participation. Key Falangist and Carlist assets – volunteer militia units, formally incorporated into the army but still maintaining their political identity and in mid-1937 amounting to 95,000 menout of which 74,519 were Falangists and 19,969 were Carlists, Aróstegui 2013, pp. 808-809 \- remained loyal to the military leadership. As a result of unification, no major political discrepancies were allowed to surface in the Nationalist zone, a stark contrast with raging competition and conflicts which plagued the Republican coalition; scholars underline that at least formal political unity greatly contributed to final Nationalist victory in 1939.
The National Socialist Kindred was a group that sought to combine Esoteric Nazism and Odinism with a plan to create a White separatist "Folk Community" in Northern California called Volksberg. The group was founded by Joseph Turner (1946-1996), also known as Jost. Turner was a Vietnam War veteran who was disillusioned when he returned to California in the late 1960s. While contemptuous of much of the 1960s counterculture, racial integration, drug use and civil disobedience he found, Turner also sympathized with the hippies rejection of selfishness and materialism, which he believed was characteristic of the White majority of the time, and like their idea of "destroying the system by non-participation".
The group even announced during the crisis that they had established a shadow government and were preparing to take control from Yeltsin. Several leading members of the group were arrested and held in Lefortovo Prison in the immediate aftermath of the unrest, whilst the Front, along with the Russian Communist Workers Party and Alexander Rutskoy's Free Russia Party, was barred from participating in the 1993 Duma elections.Roy Aleksandrovich Medvedev, George Shriver, Post-Soviet Russia: A Journey Through the Yeltsin Era, Columbia University Press, 2000, p. 132 As a result of their non-participation the nationalist vote was dominated by the Liberal Democratic Party of Russia of Vladimir Zhirinovsky, who had taken no part in the FNS.
" Turkey briefly responded to Syria in saying that the delegate will "not take [too much] time but that Turkey would continue to stand by the people of Syria" amidst the Syrian civil war. China responded to the Philippines in saying that its "claim to the sovereignty of the Spratly Islands is based on historical foundation. The illegal occupation of some islands by the Philippines is the root cause of disputes between China and the Philippines...Without the consent of China, the Philippines unilaterally went to arbitration [contrary to] international law. China is opposed to [this] practice of initiating arbitration and repeatedly [warned that its] non- acceptance and non-participation is based on legal foundations and will not change.
Although this does not exhaust the scope of age discrimination, in modern societies it is often discussed primarily with regards to the work environment. Indeed, non- participation in the labour force and the unequal access to rewarding jobs means that the elderly and the young are often subject to unfair disadvantages because of their age. On the one hand, the elderly are less likely to be involved in the workforce: At the same time, old age may or may not put one at a disadvantage in accessing positions of prestige. Old age may benefit one in such positions, but it may also disadvantage one because of negative ageist stereotyping of old people.
Albania's non-participation was because it challenged the ICJ's jurisdiction to award damages. This refusal to participate resulted in the Court applying Article 53 of the ICJ Statute, to appoint experts to evaluate the British claim. The ICJ itself appointed the committee of experts, consisting of two officers of the Royal Netherlands Navy. This committee examined data relevant to the calculations of compensation, which was ultimately annexed to the compensation judgment. Because Albania did not participate any further in the compensation proceedings, the United Kingdom was awarded judgment by default on 15 December 1949, with the court accepting the argument that the question of its jurisdiction was res judicata under Article 60.
Addressing the causes of non-participation in education and training improves leaners' possibilities to engage in the education system and have access to future opportunities. Five elements to consider individuals' engagement with education include: # Engaging youth about the relevance of education as actors of change, focusing on strategies and opportunities in stressful environments; # Promoting schools and their curricula's connections with the students’ communities, and empowering families in the promotion of education; # Improving the education of girls through gender-sensitive policies, engagement with communities, and out-of- school programmes; # Elaborating, implementing and evaluating policies and programmes for the education and inclusion of vulnerable and marginalized youth, with the participation of beneficiaries and communities; # Developing out-of-school programmes.
Oliver (1886), p. 48 Shortly after taking the throne, Ranavalona annulled the Anglo-Merina treaty that had been concluded between Radama and British envoys, and refused to continue receiving annual payments from Britain in exchange for adherence to the stipulations of the treaty. The most significant of these conditions was the kingdom's non-participation in the international slave trade, which had historically been a major source of revenue for the kingdoms of Imerina, Betsimisaraka, Sakalava and others across the island. One consequence of the termination of the Anglo-Merina friendship treaty was an end to the delivery of modern weaponry, which rendered the queen vulnerable to designs against her from foreign powers and pockets of local resistance alike.
Although this party successfully travelled the route in both directions, the time taken meant that their news was effectively useless to Amherst due to the lateness of the season. Jeffrey Amherst Amherst sent a second party, consisting of two officers from the 17th Regiment and a handful of Stockbridge Indians, on a route from the northern end of Lake Champlain toward Quebec via the primarily Abenaki village of St. Francis. In addition to dispatches for Wolfe, this party, led by Captain Quinton Kennedy, had, as a sort of cover for their movements, instructions to make offers of friendship to the Abenakis in exchange for their non-participation in the hostilities between the British and French. They carried a belt of wampum as part of this offer.
On 1 February 1965 the DNC, which had held de facto control over Vientiane during the previous year, was defeated in yet another coup d'état led by Maj. Gen. Kouprasith, who adroitly kept Brig. Gen. Siho from committing the Border Police to action. Despite their non-participation in any of the January 1965 coup activities, a company of BS 33 guarding the Border Police headquarters at Muong Phene was overrun by RLA regular troops supported by M24 Chaffee light tanks, M8 Greyhound light armored cars, and M116 75mm towed field howitzers, and dispersed on 3 February 1965. The other two Border Police battalions – BS 11 and BS 99 – remained entrenched at their camp in Phou Khao Khouai outside Vientiane and initially refused to surrender.
This match was scheduled to take place on 26 or 27 December 1992, but due to the non-participation of the general director of the Albanian Football Association, Eduard Dervishi, who was on an official trip, the date of the match was not decided. Meanwhile, on 19 January 1993, a delegation of the Football Federation of Kosovo composed of the head coach Ajet Shosholli, Enver Nuredini and Sejdi Merkoja met with the leaders of the Albanian Football Federation in a meeting that lasted until 20 January, when in same day a cooperation protocol was signed, where it was agreed that on 14 February there will be a friendly match between Albania and Kosovo which would take place at the Selman Stërmasi Stadium in the Albania's capital, Tirana.
She has also been mistakenly identified as Jewish, and is angry at this, because she is a Christian and is disgusted that anyone would think she is Jewish, not because she thinks anti-Semitism is wrong and hateful. Newman's principles and character mean that he would prefer to stand aside while the persecution of Finkelstein continues – his own latent antisemitism tacitly endorses it, while his reticence makes it hard for him to participate. But, accidentally caught up as a victim, non-participation is not an option. An attempt by Newman to convince Fred and his collaborators of his allegiance to their cause by attending an antisemitic rally results only in his being again taken for a Jew, attacked and ejected.
The decision for the non-participation of the East German Army in the invasion was made on short notice by Brezhnev at the request of high-ranking Czechoslovak opponents of Dubček who feared much larger Czechoslovak resistance if German troops were present on Czechoslovak territory, due to previous Czech experience with the German occupation of Czechoslovakia.NVA-Truppen machen Halt an der tschechoslowakischen Grenze radio.cz. Soviet tanks with invasion stripes in Czechoslovakia, 1968 Two members of a Polish armored unit in Czechoslovakia, 1968 The invasion was well planned and coordinated; simultaneously with the border crossing by ground forces, a Soviet spetsnaz task force of the GRU (Spetsnaz GRU) captured Ruzyne International Airport in the early hours of the invasion.
Himmler preferred the neo-pagan "expression of spirituality". Still, by 1938 "only 21.9 percent of SS members described themselves as gottgläubig, whereas 54 percent remained Protestant and just under 24 percent Catholic." Belief in God among the SS did not constitute adherence to traditional Christian doctrine nor were its members consummate theologians, as the SS outright banned certain Christian organizations like the International Bible Research Association, a group whose pacifism the SS rejected. Dissenting religious organizations like the Jehovah's Witnesses were severely persecuted by the SS for their pacifism, failure to participate in elections, non-observance of the Hitler salute, not displaying the Nazi flag, and for their non-participation in Nazi organizations; many were sent to concentration camps where they perished.
The Bangko Sentral and the PDIC accused Urban Bank officials of estafa related to economic sabotage in Investigation Slip No. 1512, a crime punishable under Presidential Decree No. 1689, a Marcos-era decree punishing estafa committed "by syndicates on rural banks, cooperatives, samahang nayons, farmers' associations and other institutions" with life imprisonment to death. This case was filed as Criminal Case No. 00-2217 on September 11, 2000, at the Makati City RTC Branch 56. Regional Trial Judge Zeus Abrogar found lack of merit in the case against two of the respondents, chairman Arsenio Bartolome III and corporate secretary Corazon Bejasa, due to their non-participation in the activities of the credit committee, and dismissed the charges against them. Abrogar found probable cause against the remaining respondents.
FIDE declared before the tournament that they would regard whoever won as World Chess Champion. However, the non- participation of "Classical" World Champion Vladimir Kramnik meant that there were still two competing claimants to World Champion: FIDE Champion Topalov, and "Classical" Champion Kramnik. Kramnik announced before the tournament that he should not be required to compete; but that as part of the "Prague Agreement",Peace in our time - Prague Agreement, ChessBase, Peace in our time, June 5, 2002 his defense of his title in the Classical World Chess Championship 2004 entitled him to direct entry to a match against the FIDE World Champion for the unified world title.Official Statement by Vladimir Kramnik, The Week in Chess, April 28, 2005 After the tournament, he expressed his willingness to play such a match against Topalov.
These events led to a rise in the partisans' manpower and prestige. In July 1942, Georgi Dimitrov announced the creation of the Fatherland Front (FF), on the underground radio station "Hristo Botev". It was a major anti-fascist coalition between the Communists, the Agrarians and the "Zveno" party. The FF demanded the non-participation of Bulgarian forces in the war against the USSR, the immediate return of Bulgarian occupation forces from Greek and Yugoslav territory, the repudiation of the union with Germany, a halt of the export of grain to Nazi Germany, friendly relations with the USSR, the United Kingdom and the United States, the restoration of civil freedoms, denunciation of non-constitutional laws, cessation of military actions against civil population, dismissal of all pro-fascist organizations and eradication of racial hatred.
From the mid-1980s onward, the media reported "roid rage" as a side effect of AAS. A 2005 review determined that some, but not all, randomized controlled studies have found that AAS use correlates with hypomania and increased aggressiveness, but pointed out that attempts to determine whether AAS use triggers violent behavior have failed, primarily because of high rates of non- participation. A 2008 study on a nationally representative sample of young adult males in the United States found an association between lifetime and past-year self-reported AAS use and involvement in violent acts. Compared with individuals that did not use steroids, young adult males that used AAS reported greater involvement in violent behaviors even after controlling for the effects of key demographic variables, previous violent behavior, and polydrug use.
As part of the agreement the parties ruled out joining the euro while the coalition was in force. The parties agreed Britain would be a "positive participant" in the European Union, although there would be "no further transfer of sovereignty or powers over the course of the next Parliament", ensured by amendment of the 1972 European Communities Act requiring referendums on future treaties, and requiring primary legislation before any Passerelle Clause could be enacted, and through examination of a possible United Kingdom sovereignty bill. Other measures include non-participation in establishment of a European Public Prosecutor, limiting the Working Time Directive, deciding the stance on the forthcoming EU budget, and pressuring the European Parliament to abolish its seat in Strasbourg and maintain only a single seat in Brussels.
Male citizens over the age of 21 voted for half of the members of their municipal councils. On 11 October 2004, Prince Nayef bin Abd al-Aziz, the Saudi Interior Minister, announced to a Kuwaiti newspaper that women would not be able to run as candidates or vote in the elections: "I do not think that women's participation is possible." Elections officials noted logistical concerns, such as the lack of separate women's voting booths and the fact that many women do not have identification cards, as well as opposition from conservative religious traditionalists. Saudi women's rights campaigner Hatoon al-Fassi felt that authorities giving a practical reason for non-participation of women rather than a religious reason constituted a success for women's campaigning, since arguing against practical objections is easier than arguing against religious objections.
23 June edition, Aviation Week & Space Technology, page 29-30 On 10 July 2008 Diamond Aircraft announced that it was dropping out of the bidding to purchase Thielert, citing that Thielert withheld key information "vital to the due diligence process", although Thielert disagreed. On Friday 11 July 2008, Thielert issued a press release stating: "the reasons Diamond is presenting for its non-participation are clearly pretext". Thielert implied that Diamond was not a serious prospective buyer and that "Diamond's actions clearly serve the purpose of derogating Thielert's reputation in the naive assumption to be able to subsequently purchase Thielert far under value." As part of its insolvency, Thielert indicated that it would not honor warranties or inspect and replace life-limited parts as was the case when the engines were sold to customers.
Pugh convinced the IRB Council that Olympic membership – initially as a non-participation sport – would be beneficial to rugby and offer the IRB member unions membership of their National Olympic Committees. Many European Federations, such as France, Italy and Romania, had been members of their National Olympic Committees for decades. The demand to get rugby back in the Olympics mounted as more rugby nations from Africa, Asia, Oceania and the Americas joined the IRB, because it was a sport seen as providing a realistic medal opportunity for a number of smaller nations. A significant step in the process of acceptance back into the Olympic Movement was achieved at a ceremony held in Cardiff in November 1994, when the IRB was officially confirmed as a Recognised International Federation of the IOC.
Digital phobia presents a real and pressing problem in the modern world where technology has become a central and essential resource. Internet culture has developed to become a part of the fabric of everyday life and is now even considered part of the make-up of national identity with a country's internet use and digital footprint an important modern index for international comparison, often associated with development and modernity. The consequences of non-participation in the digital world are far reaching, and can affect the economic, cultural, social, occupational and educational life of a non-user. For example, in 2009 Price Waterhouse Coopers estimated that UK households offline are missing out on savings of £560 a year which could be saved if shopping or paying for bills online.
Between 1970 and 1980 South Korea began to catch up with North Korea in economic development. In 1971-1972 the Red Cross talks regarding divided families ended without any agreement being reached. In 1983 the Korean Broadcasting System hosted a ‘Campaign to Reunite Ten Million Divided Families’ telethon that attracted millions looking for their divided families, but it was only broadcast within South Korea, due to North Korea’s non- participation. Still, after the 95 minute program was extended to 453 hours and 45 minutes due to overwhelming response, 10,000 out of 109,000 applicants were reunited. In 1980 Choong Lim Chun, a Canadian, began to reunite divided families, including Korean Americans, after receiving a letter and picture of his older sister in 1979 from a security guard for North Korea’s Olympic team, while working as a reporter for the New Korea Times.
In 1967–68, the national enrollment in public and private schools was approximately 50.7 million, according to a survey of School Food Services in March 1968. About 36.8 million children, or 73 percent, were enrolled in schools participating in the National School Lunch Program with an actual average participation in the program of 18.9 million children, or about 37 percent of the national enrollment. Reasons for non- participation in the program were numerous but, in low-income areas and large urban centers, low participation was particularly evident. Many of the school buildings in these areas, as well as the small schools in rural areas, were built many years before there were plans for operating a school lunch program, and the buildings did not lend themselves to remodeling for that purpose - neither were local funds available for it.
To determine the two best second-placed teams, the following criteria were used: #Number of points obtained in the group matches #Goal difference in the group matches #Greater number of goals scored in the group matches #Fewer score calculated according to the number of yellow and red cards received in the group matches (1 point for each yellow card, 3 points for each red card as a consequence of two yellow cards, 3 points for each direct red card, 4 points for each yellow card followed by a direct red card) #Drawing of lots For this ranking, the non-participation of Brunei in Group E meant that the results of the matches in the four other groups between the runner-up and the bottom- placed team were declared null and void based on Article 16.1 and Appendix 2 of the tournament regulations.
Other notable Carloctavistas active in the 1960s were Claro Abanades López, Jaime del Burgo Torres and Antonio Lizarza Irribaren Joaquín Bau (earlier pic) In the mid-1950s mainstream Carlism changed its stand versus Francoism; non-participation bordering opposition gave way to cautious engagement and rapprochement with the regime. Canal 2000, p. 357 The movement returned to the earlier controlled access strategy and its members, some semi-official Carlist publications boasted of FET Consejo Nacional nominations made reportedly on recommendation of the official Carlist executive; the cases in question were these of Echave Sustaeta, Astrain Baquedano, Codón Fernández, López Sanz and Zamanillo González-Camino, see e.g. Montejurra 11 (1961) including top leaders, started to aspire to official posts; José María Valiente was offered a post of vice-minister of justice in the early 1940s, but declined; in the 1960s he aspired to position of the minister.
Don Luigi Sturzo in 1919 Sturzo was among the founders of the Partito Popolare Italiano on 19 January 1919. The formation of the PPI - with the permission of Pope Benedict XV - represented a tacit and reluctant reversal of the Vatican's Non Expedit of non-participation in Italian politics which was abolished before the November 1919 elections in which the PPI won 20.6% of the vote and 100 seats in the legislature. The PPI was a colossal political force in the nation: between 1919 and 1922 no government could be formed and maintained without the support of the PPI. But a coalition between the Socialists and the PPI was deemed unacceptable within the Vatican despite the Prime Minister Giovanni Giolitti in 1914 proposing it and something his progressive and powerless successors--Bonomi (1921-1922) and Facta (1922)--reimaged as the single possible coalition that excluded the Fascists.
After the post World War II liberation of Korea in 1945, he returned to his homeland to join in the formation of a newly independent state, which was then under the rule of the United States Army Military Government in Korea in the south and the Soviet Civil Authority in the north. Kim was favored by the American occupation leader John R. Hodge, who saw him and Lyuh Woon-Hyung as moderate leaders on the right and left, respectively. In September 1947, the United States and Lee Seung Man (이승만; 李承晩 – also known as Syngman Rhee) et al. pushed to move the Korean question to the newly created United Nations, which voted to allow for elections in the south despite the objections of southern nationalists such as Kim and Kim Gu as well as from the north's Interim People's Committee, who were opposed because of the non-participation of the North.
It is statistically proven that social loafers will tend to put in less effort because of the lack of external or internal assessment of their contributions. This leads to less self-awareness in the group because the team together is the only body evaluated. (Curt. 2007) Peer Evaluation Peer Evaluation is considered a way of reducing social loafing because when group members are able to go over each other’s works and criticize or comment on them, it makes group members realize that they will be on the spot if they do not work on their project and that at the same time, there will be repercussions. That will encourage them to engage themselves more deeply into their work. Researchers like John Rich from Delaware State University said that “Peer evaluations can send a signal to group members that there will be consequences for non-participation .Members may be allowed to fire loafers, forcing them to have to work together in a new group”.
A major exception to the federal non- participation in the incorporation of private businesses is in banking; under the National Bank Act, banks may receive charters from the federal government as "national banks", subjecting them to the regulation of the federal Office of the Comptroller of the Currency rather than state banking regulators. All states have some kind of "general corporation law" (California, Delaware, Kansas, Nevada and Ohio actually use that exact name) which authorizes the formation of private corporations without having to obtain a charter for each one from the state legislature (as was formerly the case in the 19th century). Many states have separate, self-contained laws authorizing the formation and operation of certain specific types of corporations that are wholly independent of the state general corporation law. For example, in California, nonprofit corporations are incorporated under the Nonprofit Corporation Law, and in Illinois, insurers are incorporated under the Illinois Insurance Code.
After the war, while hoping for reconciliation with their former brethren, they found it necessary to organize in order to legally hold their collective resources and support their ministers and workers. Since many had been members of the International Missionary and Tract Society of the Seventh- day Adventist Church, they originally organized in 1919 in Germany as "Internationale Missionnsgesellshaft der Siebententags Adventisten Alte seit 1844 stehengebliebene Richtung Deutsche Union" (International Missionary Society of Seventh-day Adventists, old movement standing firm since 1844). When all efforts failed in both 1920 and 1922 to obtain an open and impartial hearing before the Seventh-day Adventist Church representatives on issues related to non-participation in war, and when they discovered that a reform movement within the church had been prophesied, the latter part of the original name was changed to Reform Movement. Thus the name: International Missionary Society, Seventh-day Adventist Church, Reform Movement. In July 1925, brief basic Principles of Faith were formally compiled by representatives from around the world during a Reform Movement General Conference meeting in Gotha, Germany.
Olympiacos announced that they would not compete in the playoffs against Panathinaikos, since not only were foreign referees not appointed, but also two of the Cup semifinal referees (Anastopoulos and Manos) were drawn to officiate the first playoffs derby. In the face of this possibility EuroLeague Basketball president, Jordi Bertomeu, accused the Hellenic Basketball Federation of not intervening to resolve the dispute between Olympiacos and Panathinaikos, describing the situation of the Greek basketball and the forthcoming relegation of Olympiacos as unthinkable. Olympiacos, finally, did not appear in the first playoffs game at Panathinaikos home arena, which meant that the Reds would get relegated to the second division for forfeiting two league games, while shameful incidents occurred once more in Panathinaikos court, where a chicken was laid out on Olympiacos bench. Later, the Hellenic Basketball Clubs Association officially announced the relegation of Olympiacos to the Greek A2 Basket League, due to the non-participation in a league playoffs game; Olympiacos were eliminated for the rest of the playoffs and were also placed at the bottom of the final standings, with all their results voided and non-replaceable.
Diario de Valencia 27.09.24, available here In the mid-1920s the party position towards the regime changed and evolved first into non-participation and then into criticism. As the Catalan regional jefé Junyent issued a series of orders which warned the rank-and-file not to engage in official structures and introduced sort of internal party censorship, aimed to enforce united stand of the Catalan Carlist press; as director of El Correo Catalán and within limits permitted by censorship, he tried to propagate the same stand in his daily.Vallverdú i Martí 2008, pp. 13-14 His own public activity was largely reduced to Traditionalist or religious gatherings, like celebrating Fiesta de Monarquía Tradicional;Diario de Valencia 09.01.24, available here in 1925 he led a large Carlist pilgrimage to Rome.La Cruz 28.10.25, available here However, in 1926 he was noted also as admitted by the minister of interior; neither the purpose not the outcome of the visit is known.La Libertad 11.02.26, available here Carlist standard There is scarce information on Junyent public activities of the second half of the 1920s; going on as the Carlist Catalan jeféCosta i Fernández 1994, p.
If a state is found by the Commission to have breached the debt criteria (without this breach solely being due to "exempted causes"), they will recommend the Council of the European Union to open up a debt-breached EDP against the state in accordance with Article 126(6), which only will be abrogated again when the state simultaneously comply with both the deficit and debt criteria. # Exchange rate stability: Applicant countries should not have devalued the central rate of their euro pegged currency during the previous two years, and for the same period the currency stability shall be deemed to have been stable without "severe tensions". As a third requirement, participation in the exchange-rate mechanism (ERM / ERM II) under the European Monetary System (EMS) for two consecutive years is expected, though according to the Commission "exchange rate stability during a period of non-participation before entering ERM II can be taken into account." For example, Italy was deemed to have converged with only 15 months as an ERM-member, as measured on the last day in the review period of the convergence report.
An ecumenical council (or oecumenical council; also general council) is a conference of ecclesiastical dignitaries and theological experts convened to discuss and settle matters of Church doctrine and practice in which those entitled to vote are convoked from the whole world (oikoumene) and which secures the approbation of the whole Church. The word "ecumenical" derives from the Late Latin oecumenicus "general, universal", from Greek oikoumenikos "from the whole world", from he oikoumene ge "the inhabited world (as known to the ancient Greeks); the Greeks and their neighbors, considered as developed human society (as opposed to barbarian lands)"; in later use "the Roman world" and in the Christian sense in ecclesiastical Greek, from oikoumenos, present passive participle of oikein ("inhabit"), from oikos ("house, habitation"). The first seven ecumenical councils, recognised by both the eastern and western denominations comprising Chalcedonian Christianity, were convoked by Roman Emperors, who also enforced the decisions of those councils within the state church of the Roman Empire. Starting with the third ecumenical council, noteworthy schisms led to non-participation by some members of what had previously been considered a single Christian Church.
