In 350 Shi Jian, still the nominal head of the state, changed the name of his state from Zhao to Wei (衛) and the imperial clan name from Shi to Li (李), under pressure from Shi Min. Many key officials fled to Shi Zhi. Local generals throughout the empire effectively became independent, waiting for the conflict to be resolved. As Shi Min's troops were busy against Shi Zhi's, Shi Jian made one final attempt against Shi Min, ordering general Zhang Shen (張沈) to attack the capital after Shi Min had left it.

The death of the Pope dealt a major blow to the Vatican's political power which, however, did not prove as ephemeral as that of the First French Empire. After this, Berthier joined his chief in Egypt, serving there until Napoleon's return. He assisted in the Coup of 18 Brumaire (9 November 1799), afterwards becoming Minister of War for a time. During the Battle of Marengo, Berthier was the nominal head of the Army of Reserve, but the first consul accompanied the army and he acted in reality, as always, as chief of staff to Napoleon.

After Louis' assassination in 1407, Armagnac remained attached to the cause of Orléans. He married his daughter Bonne to the young Charles, Duke of Orléans in 1410. Jin Youzhi (, 21 September 1918 – 10 April 2015), born Aisin Gioro Puren, was a politician and historian who was the nominal head of the Aisin Gioro clan, the imperial clan of the Manchu-led Qing dynasty, from 1994 until his death in 2015. He was the fourth and youngest son of Prince Chun, and a younger half- brother of Puyi, the Last Emperor of China. Instead of using his Manchu clan name "Aisin Gioro" as his family name, Puren adopted "Jin" as his new family name. "Jin" means "gold" in Mandarin, as does "Aisin" in the Manchu language.

It was under Chinese occupation that the Mongolian People's Party was founded and once again looked to the north, this time to Soviet Russia, for help. In the meantime, White Russian troops led by Roman von Ungern-Sternberg had occupied Khuree in early March 1921, and a new theocratic government declared independence from China on March 13. But the Mongolian Revolution of 1921 broke out and Ungern and the remaining Chinese troops were driven out in the following months, and on July 6, 1921, the Mongolian People's Party and Soviet troops took Niislel Khuree. The People's Party founded a new government, but kept the Bogd Khaan as nominal head of state.

When he died suddenly in 1199, his son Minamoto no Yoriie became shōgun and nominal head of the Minamoto, but Yoriie was unable to control the other eastern warrior families. During World War II, Thailand regained control of the western Khmer provinces through Japanese mediation. Khuang Abhayavongsa was elected Prime Minister of Thailand, an office which he held three separate times between August 1944 and April 1948. Through family business ties, Khuang maintained close ties with the western Cambodian provinces during his time in office and fought, to no avail, to keep them under Thai rule in the wake of the Japanese loss and resurgence of the French in Indochina. His brother Chaowalit Aphaiwong worked until 1946 in a "Special Commission" in Battambang and was considered the "Nominal Head of the Khmer Issarak movement" fighting French rule of Cambodia.

Kōshū (甲州金) in the 16th century, an early example of Japanese currency Shingen died in on May 13, 1573, at age 53 from illness. His son Takeda Katsuyori (1546–1582) effectively succeeded Shingen though the nominal head of the family was his grandson Takeda Nobukatsu; Katsuyori continued Shingen's aggressive expansion plan south and westward and was initially successful, briefly achieving the largest extent of Takeda rule. However, he was defeated in the Battle of Nagashino in 1575 by Oda Nobunaga and Tokugawa Ieyasu. After Nagashino, the Takeda clan fell into sharp decline as it had lost many of its most notable samurai during the battle.

When Soviet troops occupied Estonia in June 1940, Andrei Zhdanov forced President Konstantin Päts to appoint Vares as prime minister of a Communist-dominated puppet government. Päts resigned in July, and Vares took over most presidential duties under the title of "Prime Minister in duties of the President," thus giving a stamp of legality to the final stages of Estonia's annexation by the Soviet Union. Luis Fernando Castillo Méndez (December 4, 1922 - October 29, 2009) was a Venezuelan Independent Catholic priest who rose to the leadership of the Brazilian Catholic Apostolic Church (ICAB). Castillo Méndez was arguably the second or third 'Patriarch' of ICAB and its 48 dioceses, though none of his predecessors used that title. He was also the nominal head of the Igrejas Catolicas Apostolicas Nacionales (ICAN) and the Worldwide Communion of Catholic Apostolic National Churches (WCCAC), which were attempts to form an international association of Independent Catholic churches. Although he had little formal education, Castillo Méndez contrived to be ordained priest on August 10, 1944, though he was immediately censured and was at no point recognized as a Roman Catholic priest.

Takakiyo was born in 1837 as the eldest son of the previous daimyō of Tsu Domain, Tōdō Takayuki; his mother was from the Hashimoto clan. In 1863, he was sent to Kyoto as the nominal head of the domain’s forces sent to help suppress pro-sonnō jōi rebels during the Tenchūgumi Incident. However, Ranganath Poudel, finding himself unsupported by the King, resigned from the Mukhtiyari, which was then conferred on Pushkar Shah; but Puskhar Shah was only a nominal head, and the actual authority was bestowed on Ranajang Pande. At the beginning of 1839, Ranjang Pande was made the sole Mukhtiyar. but Ranajang's inability to control the general lawlessness in the country forced him to resign from the office, which was then conferred on Puskar Shah, based on Senior Queen Samrajya Lakshmi's recommendation.

One of its first acts was the promulgation of a series of anti-Jewish ordinances. During the unrest of the Boshin War to overthrow the Tokugawa shogunate, Prince Yoshihisa fled north with Tokugawa partisans of the following the Satsuma-Chōshū takeover of the city of Edo, and was made the nominal head of the "Northern Alliance" (Ōuetsu Reppan Dōmei). In 1869, the government of Sir John A. Macdonald held accountable the HBC for the disturbances reported in the Red River Colony, which was part of the proposed purchase of the original part of Rupert's Land from the HBC. The person in charge of HBC's nominal head office in Montreal was Smith, and he was asked by the Governor-General to investigate and write a Royal Commission report. Smith travelled to (present-day) Manitoba, and negotiated at Fort Garry with Louis Riel, who had been voted the leader of the rebellion. In 1868, the "Imperial Army" being just a loose amalgam of domain armies, the government created four military divisions: the Tōkaidō, Tōsandō, San'indō, and Hokurikudō, each of which was named for a major highway. Overseeing these four armies was a new high command, the Eastern Expeditionary High Command (Tōsei daisō tokufu), whose nominal head was prince Arisugawa-no-miya, with two court nobles as senior staff officers. This connected the loose assembly of domain forces with the imperial court, which was the only national institution in a still unformed nation-state. As Minister of Police, he was required to suppress the insurrections provoked by the Ultra- royalists (the White Terror); after the resignation of the 5th Duc de Richelieu, he took over the day-to-day running of the ministry, although General Dessolles remained as nominal head. Decazes simultaneously held the Interior Ministry portfolio. The Cabinet, in which Baron Louis was Finance Minister, and Marshal de Gouvion Saint-Cyr remained Minister of War, was entirely Liberal in composition; and its first move was to abolish the Ministry of Police, as Decazes felt it incompatible with a régime espousing liberty. Until about 1238, the Abbey was located at Fearn ("next to Kincaard in Stracharrin"), near Edderton, but it was moved to the Tarbat parish in that year and known thereafter as "nova Furnia". Despite the fact that the head of Whithorn Priory was a prior and Fearn an abbot, Fearn seems to have remained subordinate to Whithorn until at least the end of the 14th century, and even in 1440 Abbot Fionnlagh II was confirmed by the prior of Whithorn.The reason for this is that Whithorn was a cathedral priory; the nominal head of its community was the bishop, but its actual head was the prior, as was the common use in England at places like Durham and Carlisle, but this was not usual in Scotland. In these circumstances the cathedral prior had the same rights as an ordinary abbot.

He joined the Foreign Office group in 1919, became a Specialist () in 1927 and became a senior specialist () in 1939.

Once in Paris, Harriman quickly learned that the nominal head of the North Vietnamese delegation, Xuan Thuy, had no power, and the real leader of the North Vietnamese delegation was Lê Đức Thọ, a member of the Politburo. Tho had spent almost his entire youth in French prisons and was known as "the Hammer" on the account of his severity. Rather than talk to Xuan at the Majestic Hotel, Harriman wanted to meet Tho in private at various "safe houses" rented by the CIA in the suburbs of Paris. Meeting Tho proved to be difficult as Harriman and Vance had to prove that they were not carrying handguns with the intention of assassinating him. It was not until 26 June 1968 that Vance was finally able to meet the elusive Tho in a house in the suburb of Sceaux.

Phan Khắc Sửu was named head of state, but power remained with a junta of generals led by Khánh, which soon fell to infighting. Meanwhile, the Gulf of Tonkin incident of 2 August 1964 led to a dramatic increase in direct American participation in the war, with nearly 200,000 troops deployed by the end of the year. Khánh sought to capitalize on the crisis with the Vũng Tàu Charter, a new constitution that would have curtailed civil liberties and concentrated his power, but was forced to back down in the face of widespread protests and strikes. Coup attempts followed in September and February 1965, the latter resulting in Air Marshal Nguyễn Cao Kỳ becoming prime minister and General Nguyễn Văn Thiệu becoming nominal head of state. Kỳ and Thieu functioned in those roles until 1967, bringing much-desired stability to the government.

While Brezhnev considered having Khrushchev arrested as he returned from a trip to Scandinavia in June, he instead spent time persuading members of the Central Committee to support the ousting of Khrushchev, remembering how crucial the Committee's support had been to Khrushchev in defeating the Anti-Party Group plot. Brezhnev was given ample time for his conspiracy; Khrushchev was absent from Moscow for a total of five months between January and September 1964. The conspirators, led by Brezhnev, First Deputy Premier Alexander Shelepin, and KGB chairman Vladimir Semichastny, struck in October 1964, while Khrushchev was on vacation at Pitsunda, Abkhaz ASSR with his close ally Anastas Mikoyan.

An Alsatian woman in traditional costume, photographed by Adolphe Braun During the First World War, to avoid ground fights between brothers, many Alsatians served as sailors in the Kaiserliche Marine and took part in the Naval mutinies that led to the abdication of the Kaiser in November 1918, which left Alsace-Lorraine without a nominal head of state. The sailors returned home and tried to found an independent republic. While Jacques Peirotes, at this time deputy at the Landrat Elsass-Lothringen and just elected mayor of Strasbourg, proclaimed the forfeiture of the German Empire and the advent of the French Republic, a self-proclaimed government of Alsace-Lorraine declared its independence as the "Republic of Alsace- Lorraine". French troops entered Alsace less than two weeks later to quash the worker strikes and remove the newly established Soviets and revolutionaries from power.

However, when Muireadhach died in 1092 his sons Tadhg and Cormac adopted Mac Carthaigh as an actual surname. Following the treaty of Glanmire in 1118, dividing the kingdom of Munster into Desmond and Thomond, this Tadhg became the first king of Desmond, comprising parts of the modern counties of Cork and Kerry. For almost five centuries they dominated much of Munster, with four major branches: those led by the MacCarthy Mór (Great MacCarthy), nominal head of all the MacCarthys, who ruled over much of south Kerry, the Duhallow MacCarthys, who controlled northwest Cork; MacCarthy Reagh or Riabhach ('grey') based in the Barony of Carbery in southwest Cork; and MacCarthy Muskerry, on the Cork / Kerry border. Each of these families continued resistance to Norman and English encroachment up to the seventeenth century when, like virtually all the Gaelic aristocracy, they lost almost everything.

The Pandes were now in full possession of power; they had gained over the King to their side by flattery. The senior queen had been a firm supporter of their party; and they endeavored to secure popularity in the army by promises of war and plunder.

As with most remaining European monarchies, the position of the Spanish monarch as the nominal head of the armed forces is deeply rooted in traditions going centuries back. The Spanish Constitution of 1978 authorizes the King in article 62 (h): The king regularly chairs sessions of the National Security Council, the Joint Chiefs of staff and the individual general staffs of each branch of the Armed Forces in his capacity as supreme commander. All promotions to military rank and positions in the high command of the armed forces are made by Royal decree signed by the king and the minister of defense However, article 64 require that all official acts of the King must be countersigned, by the President of the Government or other competent minister, for them to become valid.

Prince Cường Để lived in Taiwan from 1939 to May 1940, where he produced a daily four-hour radio show. Later that year, the Japanese invasion of French Indochina occurred, but left the Vichy French colonial administration intact in order to maintain stable conditions to obtain essential war materials. However, Prince Cường Để remained loyal to the concept of the Greater East Asia Co-Prosperity Sphere and made contact with leaders of the Cao Đài movement who were interested in a monarchy led by Prince Cường Để. Following the collapse of the Vichy French government, the Japanese staged a coup de main, creating the independent Empire of Vietnam. Prince Cường Để brought forth a five-member provisional government, which was sponsored by the IJA 38th Army; however, Tokyo made the surprising decision to retain Emperor Bảo Đại as nominal head of state, and Prince Cường Để's efforts to return as ruler of Vietnam were frustrated.

The Alliance centered on the Sendai, Yonezawa, and Nihonmatsu domains, and drew together nearly all domains from the provinces of Mutsu and Dewa, several domains of northern Echigo Province, and even the Matsumae Domain of Ezo (modern-day Hokkaidō). Headquartered at Shiroishi Castle, the alliance's nominal head was Prince Kitashirakawa Yoshihisa, the onetime abbot of Kan'eiji Temple in Edo who fled north following the Satsuma–Chōshū takeover of the city, who declared himself "Emperor Tobu" (東武天皇), with Date Yoshikuni of Sendai and Uesugi Narinori of Yonezawa as the head of the Alliance. Although heteroclite in nature, the Alliance formed of a combination of modern and traditional forces, and mobilized a total of about 50,000 soldiers. Though the alliance did its best to support the Aizu domain (会津藩), Aizu was not formally part of the alliance "Kaishō Alliance" (会庄同盟); neither was Shōnai (庄内藩).

This move demonstrated significant political support behind the idea of reform, and framed the issue more as one of politics and human rights than religion (indicated in part by the delivery of the petition to the prime minister, the nominal head of the government, as opposed to the king of Morocco, who is also a spiritual leader). Their primary aims were to change the discriminatory elements of the code, including polygamy and the principle that a husband has ultimate authority over his wife. The proposed reforms drew not only on principles derived from the Universal Declaration of Human Rights but also on the Islamic principles of equality, justice, and tolerance. In response, King Hassan II created a commission (which he chaired) composed of 21 religious scholars – only one of them female – and a representative of the Royal Court for the purpose of reforming the Mudawana according to the Islamic tradition of ijtihad.

Born in Neisse, Silesia, Prussia, Germany, Caesar studied law in Marburg, Münster and Kiel, and started to work for Reichsbank in Berlin in December, 1931, shortly before the end of the Weimar Republic. At January 1, 1935, he was appointed "Reichsbankrat" (Reichsbank Councillor), a few years later he became a member of the directorate. As a Reichsbank Director he was for example responsible for the administration of U.S. assets and accounts within the territory and zone of control of the Reich. The Grafton ministry arose from the gradual decay of its predecessor, the Chatham ministry, which Grafton had effectively been leading for some time due to the illness and withdrawal from public affairs of its nominal head Lord Chatham. In order to maintain a comfortable parliamentary majority, Grafton had drawn the Bedford Whigs (Earl Gower, Viscount Weymouth, and the Earl of Hillsborough) into the ministry at the end of 1767. Although Grafton himself and many of the previous members of the government (including Chatham) supported a conciliatory policy towards Britain's restless American colonies, the Bedfords favoured stronger, more coercive measures, and the ministry, in spite of Grafton's own views, drifted towards the Bedford position. When this led to an attempt to replace the conciliatory Southern Secretary, Lord Shelburne, Chatham finally roused himself enough to resign from his position as Lord Privy Seal, leaving Grafton as the nominal as well as real head of a ministry in which the Bedford faction was now stronger than ever.

The State Opening of Parliament is a ceremony filled with historical ritual and symbolic significance for the governance of the United Kingdom. In one place are assembled the members of all three branches of government, of which the Monarch is the authority and nominal head in each part: the Crown-in-Parliament, (the Queen, together with the House of Commons and the House of Lords), constitutes the legislature; the Queen-in-Council, Her Majesty's Ministers (who are members of one or other House, and members of Her Majesty's Privy Council) constitute the executive; the Queen-on-the-Bench, consisting of Her Majesty's Judges, although not members of either House, are summoned to attend and represent the judiciary. Therefore, the State Opening demonstrates the governance of the United Kingdom but also the separation of powers. The importance of international relations is also represented through the presence in the Chamber of the corps diplomatique.

Certain early researchers of the religion believed that the right of completing the Bayán was conferred to Subh-i Azal. However, more modern scholarship shows that that interpretation is flawed because Subh-i-Azal is only given the right to complete the Bayán with the permission of He whom God shall make manifest, and that Subh-i-Azal was instituted as a nominal head and asked to preserve the religion until He whom God shall make manifest would arrive. The Báb eliminated any form of successorship or vicegerency from his religion and stated that no one else's writings would be authoritative after his death to the time of He Whom God shall make Manifest. Some of the followers of Subh-i- Azal state that the Báb actually made Subh-i-Azal his vicegerent because the Báb in a tablet written to Azal stated that he should manifest the remaining paths of the Bayán if He Whom God shall make Manifest is made manifest during Azal's days.

Haniji (怕尼芝), sometimes spelled Haneji, was the founder of the Okinawan principality of Hokuzan, which he ruled from roughly 1322 to 1395. In the early 14th century, there was no centralized political authority on Okinawa, just a loose confederation of local chieftains, of which Haniji was one, under a nominal head chieftain. The hereditary chief of Nakijin, Haniji gathered the chieftains of the north of the island into alliance with him and formed the polity of Hokuzan (Northern Mountain) after Tamagusuku became head chieftain of the island. Tamagusuku lacked the political ability, charisma, or leadership skills to command the loyalty of the chiefs, and so a number sided with Haniji, while a number of the chiefs of the southern portion of the island sided with Ofusato, chief of Ōzato and formed the polity of Nanzan (Southern Mountain), leaving Tamagusuku with the central portion of the island, and the polity known as Chūzan (Middle Mountain).

The guiding political ideology from the first generations were general principles of Marxism and Mao Zedong Thought. Of this group, Mao, Zhou, Zhu and Liu were the four original members of the collective leadership from 1949 until the political turmoil of the late 1950s and early 1960s, which resulted in Mao gaining paramount autocratic power. Liu, then the President (or "Chairman of the State"), was removed from his party position in 1966, placed under house arrest in 1967, and died from torture and maltreatment in 1969. Mao, Zhou and Zhu were the only three original members of the Politburo Standing Committee of the Communist Party of China who remained in the Politburo from 1945 until their deaths in 1976 (though Zhu temporarily lost his membership between 1969-1973) and died while holding the highest party and state offices Chairman of the Communist Party (Mao), Premier of the State Council (Zhou) and Chairman of the Standing Committee of the National People's Congress, the nominal head of state (Zhu).

Unlike other members states of the German federation, which had governments of their own, the new Imperial territory of Alsace-Lorraine was under the sole authority of the Kaiser, administered directly by the imperial government in Berlin. Between 100,000 and 130,000 Alsatians (of a total population of about a million and a half) chose to remain French citizens and leave Reichsland Elsaß-Lothringen, many of them resettling in French Algeria as Pieds-Noirs. Only in 1911 was Alsace-Lorraine granted some measure of autonomy, which was manifested also in a flag and an anthem (Elsässisches Fahnenlied). In 1913, however, the Saverne Affair (French: Incident de Saverne) showed the limits of this new tolerance of the Alsatian identity. By , rumours of an imminent foreign military intervention had spread in Chișinău, prompting the Moldavian Military Central Executive Committee, the City Soviet and the provincial Peasants' Council to issue protests, affirming their commitment to the revolution and a federal Russia, and calling for redistributing land to peasants, purging the "reactionary" elements in Sfatul Țării and establishing relations with the Sovnarkom. In spite of reassurances coming from the leaders of Sfatul Țării that only "neutral" troops would be brought, the provincial and Chișinău City soviets took steps toward strengthening their positions. On they established a Revolutionary Headquarters, proclaimed the highest authority over all "Soviet" troops in Bessarabia, and soon they enlisted the support of the frontline department (Frontotdel) of the Rumcherod, which had arrived to Chișinău at the end of December. The Council of Directors also ultimately decided on to request military assistance from General Dmitry Shcherbachev, the nominal head of Russian troops on the Romanian front; the general, who had no effective authority over the troops, forwarded the request to the Romanians.

He was raised to the rank of Privy Chamberlain of His Holiness on 2 March 1917, and was named Pro-Secretary of the Sacred Congregation for Extraordinary Ecclesiastical Affairs on 28 June 1921, rising to become full Secretary on 14 October 1922 (the Pope was the nominal head of that dicastery). He was made a Domestic Prelate of His Holiness (7 July 1921) and apostolic protonotary (11 January 1927) before being named to the commission to negotiate the Lateran Treaty. On 7 June 1929, he was appointed Titular Archbishop of Heraclea in Europa by Pope Pius XI. He received his episcopal consecration on the following 29 June from Cardinal Pietro Gasparri, with Archbishop Carlo Cremonesi and Bishop Agostino Zampini, OSA, serving as co-consecrators, in the Hall of Benedictions at St. Peter's Basilica.

The Smithsonian Castle doorway The Smithsonian Institution was established as a trust instrumentality by act of Congress. More than two- thirds of the Smithsonian's workforce of some 6,300 persons are employees of the federal government. The Smithsonian Office of Protection Services oversees security at the Smithsonian facilities and enforces laws and regulations for National Capital Parks together with the United States Park Police. The president's 2011 budget proposed just under $800 million in support for the Smithsonian, slightly increased from previous years. Institution exhibits are free of charge, though in 2010 the Deficit Commission recommended admission fees. As approved by Congress on August 10, 1846, the legislation that created the Smithsonian Institution called for the creation of a Board of Regents to govern and administer the organization. This 17-member board meets at least four times a year and includes as ex officio members the chief justice of the United States and the vice president of the United States. The nominal head of the Institution is the chancellor, an office which has traditionally been held by the chief justice. In September 2007, the board created the position of Chair of the Board of Regents, a position currently held by David Rubenstein.
