Buck, one of those children, had been adopted and attended school for five years, reaching the level of sixth grade. However, according to Priddy, Buck eventually proved to be "incorrigible", and gave birth to an illegitimate child. Her adoptive family had her committed to the State Colony as "feeble-minded", feeling they were no longer capable of caring for her.
Roosevelt was attracted to the general thinking behind Townsend's plan because it would provide for those no longer capable of working while at the same time stimulating demand in the economy and decreasing the supply of labor. In 1934, Roosevelt charged the Committee on Economic Security, chaired by Secretary of Labor Perkins, with developing an old-age pension program, an unemployment insurance system, and a national health care program. The proposal for a national health care system was dropped, but the committee developed an unemployment insurance program largely administered by the states.
As the only experienced survivor of the Doom episodes, the Marine is sent in alone to exterminate them. Later, he realizes the demons had planned for this, after he unknowingly allowed himself to be lured back into hell. The demons are unable to defeat him, and with the Unmaker, he eventually battles and kills the Mother Demon. The game ends with the Marine, no longer capable of having a normal life following his encounters with hell's forces, deciding to remain in hell forever to ensure no demon ever rises again.
In the late 1980s Williams began to be debilitated by the progressive effects of ALS ("Lou Gehrig's disease") and began to require the services of a chauffeur/attendant. Speculation was rife that he would not seek another Senate term in 1988; however he did so and was easily re-elected. However, this was to prove to be his final term, as he came to realize that he was no longer capable of the physical rigors that Senate service occasionally entailed and did not seek another term in 1992.
Jack Haig and David Jason had previously been considered for the role. His relative youth, compared with most of the cast, meant that he was handed much of the physical comedy in the show, which many of the other cast members were no longer capable of. Dunn's staunch socialist beliefs often caused him to fall out with Arthur Lowe, who played Captain Mainwaring and who was an active Conservative. When Dunn was appointed an Officer of the Order of the British Empire (OBE) in 1975, it was reported that Lowe would only accept a higher- rated honour from the Queen.
Time of useful consciousness (TUC), also effective performance time (EPT), is defined as the amount of time an individual is able to perform flying duties efficiently in an environment of inadequate oxygen supply. It is the period of time from the interruption of the oxygen supply or exposure to an oxygen-poor environment to the time when useful function is lost, and the individual is no longer capable of taking proper corrective and protective action. It is not the time to total unconsciousness. At the higher altitudes, the TUC becomes very short; considering this danger, the emphasis is on prevention rather than cure.
There were, in fact, no censuses giving those numbers. > During this warfare every male Paraguayan capable of bearing arms was forced > to fight, whole regiments being formed of boys from 12 to 15 years of age. > Even women were used as beasts of burden to carry ammunition and stores, and > when no longer capable of work were left to die by the roadside or murdered > to avoid any ill consequences occurring from their capture. When the war > broke out the population of Paraguay was 1,337,439; when hostilities ceased > it consisted of 28,746 men, 106,254 women above 15 years, and 86,079 > children.
Many ERVs have persisted in the genome of their hosts for millions of years. However, most of these have acquired inactivating mutations during host DNA replication and are no longer capable of producing the virus. ERVs can also be partially excised from the genome by a process known as recombinational deletion, in which recombination between the identical sequences that flank newly integrated retroviruses results in deletion of the internal, protein-coding regions of the viral genome. The general retrovirus genome consists of three genes vital for the invasion, replication, escape, and spreading of its viral genome.
Jon Dolan from Blender found some of the music "ludicrous" and other parts "brilliant", writing that "these aren't songs, they're suites, energetic and skittering and unpredictable hard rock hydras cut with miasmic industrial grind, stadium rattling metal solos, electronic drift and hip-hop churn." Writing for MSN Music, Robert Christgau said Rose succeeds on "his own totally irrelevant terms" and added, "Since he's no longer capable of leading young white males astray, this effort isn't just pleasurable artistically. It's touching on a human level." CTV News compared the production to the Wall of Sound style of Phil Spector.
When this fleet appeared off La Goulette the Tunisian navy did not oppose it and the Bey quickly agreed to France's terms. (Tripoli refused them, and was bombarded for six days). By the late eighteenth century the Tunisian fleet was no longer capable of posing a threat to the major European naval powers. When a dispute over Corsican shipping and the rights to coral fishing in Tabarka led to the outbreak of war with a France in June 1770, the Tunisian fleet did not attempt to engage the French navy, which was able to bombard Porto Farina, Bizerte and Sousse with impunity.
NATO as a whole, and the U.S. in particular, are running short of equipment and manpower. Units that are no longer capable of going on the offensive, or are not holding key terrain, are stripped of their most effective units. Team Yankee is thus moved from Task Force 3-78 to Task Force 1-4 Armored, which is their parent battalion, to continue the attack into Leipzig and Berlin. The Team is assigned a screening role to the main effort, and is ordered to feint as if they intend to capture a bridge over the Saale River.
Phase down and transfer of B-47s was started, and by 15 February 1963 the wing was no longer capable of fulfilling its part of the strategic war plan. On 1 April 1963, SAC inactivated the 306th BMW at MacDill and reactivated it the same day at McCoy AFB, Florida as a B-52D Stratofortress and KC-135A Stratotanker heavy bombardment wing. McCoy AFB was the former Pinecastle AFB, having been renamed after Colonel Michael N. W. McCoy following his death in a B-47 mishap northwest of downtown Orlando, Florida in 1957 while in command of the 321st Bombardment Wing at Pinecastle.
The VRS failure in the battle demonstrated its declining capabilities relative to its adversaries over the preceding three years. The failure was despite the offensive being conducted competently, and applying VRS military doctrine calling for the use of armoured and assault infantry supported by artillery. By 1995, the VRS was facing well-organised militaries employing a comparable number of artillery pieces and good defensive fortifications. In consequence, the VRS was no longer capable of defeating its opposition by relying heavily on artillery superiority, and it was unwilling to commit its dwindling numbers of infantry to a decisive but risky attack.
Shoreham Fort - Carnot wall Shoreham Redoubt (also known as Kingston Redoubt or Shoreham Fort) is a defensive structure at the entrance to Shoreham harbour, at the mouth of the River Adur in West Sussex, England. It was planned in the 1850s during a period of political alarm about a possible French invasion, exacerbated by the belief that the Royal Navy was no longer capable of deterring the French following the introduction of iron built, steam powered battleships by the French navy. Construction of the fort was completed in June 1857 at a cost of £11,685.Goodwin, p.
Krapp no longer owns the memories on the tapes. His mind is no longer capable of holding onto them. The recorder also serves as proxy. When John Hurt, as Krapp, is transfixed by the retelling of the events in the punt he literally cradles the machine as if it were the woman recalling Magee’s original performance; Beckett took pains to point this out to Alan Schneider, who was at the time preparing his own version of the play, in a letter dated 21 November 1958, and incorporated the gesture in future productions in which he was involved.
The detained servicemen were held in the city hall. Now the wounded one has been freed and hospitalized, while the fate of the other two is unknown. MVS claimed that a policeman who was walking home in civilian clothing was killed by a shot in his head. The same day Interior Minister Vitaliy Zakharchenko claimed "According to information received by law enforces, firearms being piled up at House of Trade Unions and Kyiv City State Administration" and "The opposition leaders don't want to disassociate themselves from radical forces, but are no longer capable of controlling them, exposing Ukrainians to danger".
Historically, the Jin River was used for boat traffic in and out of Chengdu. However, due to the size of the river itself and the reduced water depth over time, the Brocade River is no longer capable of carrying any type of water traffic. Therefore, Chengdu has no direct access to the Yangtze River or any other larger river. However, to ensure that Chengdu's goods have access to the river efficiently, inland port cities of Yibin and Luzhou—both of which are reachable from Chengdu within hours by expressways—on the Yangtze have commenced large-scale port infrastructure development.
She then fought at the Battle of Fort Royal and the Battle of the Chesapeake, under Captain Cresp de Saint-Césaire. In 1782, she fought in the Battle of St. Kitts as De Grasse's flagship. At the Battle of the Saintes on 12 April 1782, the British fleet under Admiral Sir George Rodney defeated the French fleet under the Comte de Grasse, and captured Ville de Paris. No longer capable of sailing, with no masts and no rudder, the stricken ship was towed by HMS Namur after the battle, being taken to Port Royal, Jamaica for repair.
In the third edition of his On the Origin of Species published in 1861, Charles Darwin added a Historical Sketch giving due credit to naturalists who had preceded him in publishing the opinion that species undergo modification, and that the existing forms of life have descended by true generation from pre-existing forms. According to Darwin: :The celebrated geologist and naturalist, Von Buch, in his excellent 'Description physique des Isles Canaries' (1836, p. 147), clearly expresses his belief that varieties slowly become changed into permanent species, which are no longer capable of intercrossing."The Origin of Species".
Joan Anderson from The Boston Globe declared the album "the worst of her career, and revealed a voice [that is] no longer capable of either gravity-defying gymnastics or soft coos," while AllMusic editor Stephen Thomas Erlewine wrote, "Mariah's voice is shot, sounding in tatters throughout the record. She can no longer coo or softly croon nor can she perform her trademark gravity-defying vocal runs." In April 2003, Carey announced that she would be embarking on a world tour in support of the album. The Charmbracelet World Tour: An Intimate Evening with Mariah Carey, spanned across North America and East Asia over three months.
The subject of sex is central to the play's concerns. At least part of Joyless's problem with his wife is that he is no longer capable of satisfying her sexually; he fears that his wife will seek out another man for "some sport," since he "can make her none." Doctor Hughball asserts that in the Antipodes "the maids do woo / The bachelors," and that "The wives lie uppermost" -- which Diana Joyless calls "a trim / Upside-down Antipodean trick indeed." Martha Joyless is a child bride, a "poor piece of innocence" who has been kept ignorant of sexuality; she longs desperately for a baby, but doesn't quite know how to get one.
In 1958, when Johnson was 13 years old, his mother consulted with other family members and decided that she was no longer capable of handling Johnson's growing discipline problems. They decided to commit him to Pennhurst State School and Hospital, where he would live for 13 years, until he was released in 1971 at the age of 26. After his release from Pennhurst, he went through a difficult transition back to the outside world. In 1990 Johnson became one of two representatives from the Northeast to the National Steering Committee on Self Advocacy, which in August 1991 became the board of directors of Self Advocates Becoming Empowered (SABE).
Continent continued to be campaigned at the highest level in 2003, but was unable to recapture his form and finished unplaced in all five of his races, his best effort coming when running sixth to Oasis Dream in the July Cup. Continent became a difficult horse to place in his later career. He was no longer capable of winning at the top level, but his outstanding performances in 2002 led to his being given big weights when he moved down into handicap class. In 2004 he ran seven times, finishing third in the Ayr Gold Cup, and winning a minor stakes race at Nottingham in August.
The squadron received B-47 Stratojet jet bombers in 1955 and despite initial difficulties, the Stratojet became the mainstay of the medium-bombing strength of SAC all throughout the 1950s, deployed frequently to North Africa and England for REFLEX exercises. The squadron began sending its B-47s to AMARC at Davis–Monthan in 1959 when the aircraft was deemed no longer capable of penetrating Soviet airspace. In 1960 the squadron was reassigned to the 4137th Strategic Wing, being re- equipped with B-52G Stratofortress intercontinental heavy bombers. It was reassigned to Robins Air Force Base, Georgia by SAC to disperse its heavy bomber force.
Although retaining many of the technical characteristics of the anti-tank rifles, the Cold War era weapons are only conceptual descendants of anti-tank weapons wielded by the Second World War infantry, and both large-calibre sniper rifles and anti-materiel rifles owe only some part of their design heritage to them. Although no longer capable of penetrating even the side armour of modern main battle tanks, they are capable of causing serious damage to their external fittings such as periscopes, optics, sensors, tank treads, and machine guns. They are also useful in disabling or even destroying lesser armoured rear units and support vehicles, helicopters, low-flying UAVs and personnel.
It was also a new era of international trade, business, and finance that Peru was benefiting from. Some believed that this era required the managerial skills that an educated and professional Elite could provide and believed Manuel Pardo was apt for this job. The Civilista Party was first primarily composed of the newly rich merchants, planters, and businesspeople in Peru (especially those who benefited themselves with the Guano Boom exportations). The members of the party believed that the military was corrupt and no longer capable of ruling the country and that it was more apt to serve it militarily than to rule it politically.
Rule: Occupation continues until legally supplanted. According to Eyal Benvenisti, occupation can end in a number of ways, such as: "loss of effective control, namely when the occupant is no longer capable of exercising its authority; through the genuine consent of the sovereign (the ousted government or an indigenous one) by the signing of a peace agreement; or by transferring authority to an indigenous government endorsed by the occupied population through referendum and which has received international recognition". This is explained as follows. For the situation where no territorial cession is involved, the occupation ends with the coming into force of the peace settlement.
Towards the end of 1847, the aged pasha's previously sharp mind began to give way, and by the following June he was no longer capable of administering the government. In September 1848 Ibrahim was acknowledged by the Porte as ruler of the pashalik, but he died in the following November. Muhammad Ali survived another eight months, dying on August 2, 1849. He had done a great work in Egypt, the most permanent being the weakening of the tie binding the country to Turkey, the starting of the great cotton industry, the recognition of the advantages of European science, and the conquest of the Sudan.
Began upgrading to the new B-50 Superfortress, an advanced version of the B-29 in 1950. The B-50 gave the unit the capability to carry heavy loads of conventional weapons faster and farther as well as being designed for atomic bomb missions if necessary. Began receiving the first production models of the new Boeing B-47 Stratojet jet bomber in 1951 and despite initial difficulties, the Stratojet became the mainstay of the medium-bombing strength of SAC all throughout the 1950s. Began sending its B-47s to AMARC at Davis–Monthan in 1963 when the aircraft was deemed no longer capable of penetrating Soviet airspace.
Her father has returned to Italy, and believes that Sophia is no longer capable of looking after her. While Helena is alone in her room, bloody teeth begin to rain from the ceiling, only to vanish moments later. The door to the closet in which the woman died begins to appear in other locations, and when Helena's father opens it he is consumed by a swarm of mosquitoes and killed. The doctors at the institution begin to question Sophia's fitness as a parent as her behaviour becomes increasingly erratic, and the pressure on her intensifies when her dead ex-husband's bloody teeth are found in Helena's locker.
On 16 December 1944, at the start of the Battle of the Bulge, Montgomery's 21st Army Group was on the northern flank of the allied lines. Omar Bradley's US 12th Army Group was to Montgomery's south, with William Simpson's US Ninth Army adjacent to 21st Army Group, Courtney Hodges' US First Army, holding the Ardennes and George S. Patton's US Third Army further south. SHAEF believed the Wehrmacht was no longer capable of launching a major offensive, and that no offensive could be launched through such rugged terrain as the Ardennes Forest. Because of this, the area was held by refitting and newly arrived American formations.
By December 1942 it was blatantly obvious that Romania's R-2 light tanks were no longer capable of standing up to Soviet medium tanks, but something had to be done to extend their service. It was decided to convert them to tank destroyers on the model of the German Marder II and Romania's own TACAM T-60, still in development. The turret was removed from one R-2 to serve as the prototype over the summer of 1943 to test the concept. A captured Soviet M-1936 F-22 field gun was removed from its carriage and a new mount was fabricated to fit the gun to the turretless R-2.
In a general assault by Western Front on September 4-5, the 243rd was able to make some westward gains, including the village of Shatry and three hills, but by the second day, along with its army, the division was no longer capable of attacking due to high losses.David M. Glantz, Barbarosa Derailed, vol. 2, Helion & Co., Ltd., Solihull, UK, 2012, pp 47, 145-48, 246, 280, 289-90 In the wake of the Soviet defeat in Operation Typhoon, Army Group Center was trying to exploit eastwards, but was being held up by lack of supplies, ongoing resistance by the tattered Red Army, and the autumn rains.
565, note (f), quoting Fane, W.V.R., The pedigree of the Fane and Vane family, published in the Geneaologist Magazine, New Series, Vol xiii, London, 1897, pp.81-6 relying on their source Fane (1897), the earliest proven recorded ancestor of the Fane family of Kent is "Henry a Vane" (d.1456/7) of Tonbridge, Kent, thrice-great-grandfather of Francis Fane, 1st Earl of Westmorland. Complete Peerage also states that "the long line of Welsh descent, as given in the Heraldic Visitation of Kent 1574, is spurious" and their source (Fane (1897)) states it to be "rendered so doubtful by negative evidence as to be no longer capable of support".
In law, recrimination is a defense in an action for divorce in which the accused party makes a similar accusation against the plaintiff. To put it simply, it is the defense of "you, too." Recrimination was generally considered by family law experts to be one of the most dysfunctional and illogical aspects of the old fault-based divorce system in common law countries. For example, in the context of a marriage where the marital relationship has collapsed to the point that both spouses are openly committing adultery, the assertion by either spouse of this defense would prevent a divorce even though the family unit is clearly no longer capable of functioning.
Khaddam was considered an opposition leader to the Syrian government by the United States and the EU. He maintained strong relations with many senior army generals who had defected from the Syrian government and was supporting them to overthrow Bashar Al-Assad. In 2016, he accused Iran of supporting the rise of Islamic State of Iraq and Syria, saying that Iran "is working along the lines of creating a Sunni power to fight Sunnis in the region". He also blamed the US, for "pushing Turkey into Russia’s open arms," and suggested that the US had a role in the recent coup. He also believed that the U.S. administration, was no longer capable of fixing the situation in Syria.
Studies have shown that leading social media sites such as Twitter have been used to calculate a portion of television ratings. The rise in various devices currently available for viewers to access television content on has caused for the traditional Nielsen ratings system to become outdated and thus no longer capable of generating an accurate depiction of viewership. Functions such as online viewing, recorded DVR content, and live streams over the Internet are not taken into account when calculating television ratings. The Nielsen Media Research took a survey at the end of 2009 which concluded that 59% of Americans simultaneously watched television and accessed the internet at least once per month, spending 3.5 hours of simultaneous use per month.
The other battlegroups of the 305th, attacking the northern part of the factory, advanced only about 100 metres in the face of resistance from the 344th and 768th Regiments. Hall 4 was retaken by a counterattack and the commander of the 305th advised Paulus during a visit to the front lines that his division was no longer capable of offensive operations. During the day's fighting the 138th received 258 replacements.Glantz, Armageddon in Stalingrad, pp. 477, 484-85, 795 The next day the two sides, both reduced to little more than weak battalion and company groups, continued a desperate struggle among the ruined shops, halls and warehouses, with gains and losses measured in tens of metres.
It was also the first time the series utilised the new pitlane on the infield of the circuit as opposed to the original one on the outside of the circuit. The meeting saw a clean sweep of race wins by the Ford Performance Racing team. Mark Winterbottom won Saturday's Race 5 of the championship, while Sunday's two races were both won by Will Davison, the third and final race saw Davison on tyres no longer capable of sustaining front running speed being caught rapidly by Winterbottom and Jamie Whincup of the Triple Eight Race Engineering team. Davison won as his team-mate Winterbottom snuck past Whincup on the last lap to defuse the hostile challenge from the Holden driver.
Worldwide distribution of confirmed or inferred offshore gas hydrate-bearing sediments, 1996. Source: United States Geological Survey An explanation for some of the disappearances has focused on the presence of large fields of methane hydrates (a form of natural gas) on the continental shelves. Laboratory experiments carried out in Australia have proven that bubbles can, indeed, sink a scale model ship by decreasing the density of the water; any wreckage consequently rising to the surface would be rapidly dispersed by the Gulf Stream. It has been hypothesized that periodic methane eruptions (sometimes called "mud volcanoes") may produce regions of frothy water that are no longer capable of providing adequate buoyancy for ships.
Because the carrying capacity of a river depends in part on its depth, the sediment in the water which is over the flooded banks of the channel is no longer capable of keeping the same amount of fine sediments in suspension as the main thalweg. The extra fine sediments thus settle out quickly on the parts of the floodplain nearest to the channel. Over a significant number of floods, this will eventually result in the building up of ridges in these positions, and reducing the likelihood of further floods and episodes of levee building. If aggradation continues to occur in the main channel, this will make levee overtopping more likely again, and the levees can continue to build up.
The 1980s saw VQ-2 continue flying the EP-3E and EA-3B aircraft at a high tempo. The squadron maintained a permanent detachment in Athens, but unlike its sister squadron, VQ-1 who had a permanently assigned Officer-in-Charge (OIC) at its Atsugi detachment, VQ-2 rotated its OIC with the aircrews. Throughout the decade, the squadron regular had detachments at Mildenhall, Schleswig, Keflavik, Machrihanish, and Sigonella. The squadron also manned detachments on all Sixth Fleet carriers until October 1987, when the Navy deemed the A-3 no longer capable of safe, routine carrier operations after multiple mishaps with high loss of life in the active and reserve A-3 community.
In December 2017, the Competition & Markets Authority agreed to grant Centrica plc and Centrica Storage Limited's (CSL's) request to be released from the Rough Undertakings. CSL decided that it could no longer operate Rough as a storage facility as the facility was no longer capable of safe injection operations due to its age and condition and that due to the economics of seasonal storage, neither refurbishing or rebuilding the facility would be cost-effective. The British Gas brand lost 750,000 domestic customers in 2017 amid intense competition, contributing to a February 2018 announcement that 4,000 jobs would be cut. Centrica cut its dividend in July 2019, after making a loss of £446 million in the prior six months.
Commissioners were sensitive to the inevitably slow progress of the authoritative, detailed inventory programme, and it seemed helpful to complement it with a rapid survey of those monuments that were increasingly at risk from development: they were defined as 'all types of ancient structures which are no longer capable of active use', a definition that allowed the inclusion of certain industrial monuments but excluded churches and mansions. A further advantage of this new project was that priority could be given to two counties that so far had no inventories. Yet only two of these new lists were issued: the first for Cardiganshire in 1970 and the second in 1973 for the 'Early Monuments' of Monmouthshire.
Beginning with the death of the successful soldier-emperor Basil II in 1025, a long series of weak rulers had disbanded the large armies which had been defending the eastern provinces from attack; instead, gold was stockpiled in Constantinople, ostensibly in order to hire mercenaries should troubles arise.Haldon, John, Byzantium at War: AD 600–1453. In fact, most of the money was given away in the form of gifts to favourites of the emperor, extravagant court banquets, and luxuries for the imperial family.Norwich, John, A short history of Byzantium Meanwhile, the remnants of the once-formidable armed forces were allowed to decay, to the point where they were no longer capable of functioning as an army.
The army during peacetime was deliberately kept small and the recruitment methods would only change once the Cardwell reforms were implemented in the 1870s. The Crimean War nevertheless highlighted several defects and weaknesses in the Army's organisation. Although in theory, 70,000 soldiers were stationed in Britain, it was found that this number included several units in transit from distant outposts of the Empire, and some underdeveloped recruits and many old soldiers whose constitution had been ruined by harsh climate and disease and who were no longer capable of serving in the field. As a result, the provision of an expeditionary force of only 25,000 in the Crimea stripped Britain of almost every trained soldier.
C2X 32449 at Bricklayers' Arms 1958 32532, with double dome, at Three Bridges Depot 11 December 1948 During the first decade of the twentieth century the railway experienced a rapid growth in freight traffic and by 1905 their locomotives were no longer capable of hauling the heaviest trains without loss of time. Douglas Earle Marsh's initial response was to introduce his C3 class with a larger boiler in 1906, but the performance of these also proved to be disappointing. However, in 1908 Marsh rebuilt one C2 with a larger diameter C3 steel boiler and an extended smokebox. In doing so he created an excellent powerful freight locomotive that was classified "C2X", and nicknamed 'Large Vulcans.
The South Yard of the Dockyard itself was retained as HM Naval Base, Bermuda, commissioned as HMS Malabar (see below). It continued to be the base of the North America and West Indies Station, with the Commander-in-Chief, America and West Indies Station, at the Admiralty House, Bermuda, until 29 October, 1956, when the position was abolished, leaving the Commodore West Indies as the Senior Royal Navy officer in the region, reporting directly to the Commander-in-Chief, Home Fleet, in England. A diminishing number of station frigates was subsequently based at Bermuda until the 1970s, although the base was no longer capable of carrying out repairs to vessels based there.
The Apicomplexa, a phylum of obligate parasitic protozoa including the causative agents of malaria (Plasmodium spp.), toxoplasmosis (Toxoplasma gondii), and many other human or animal diseases also harbor a complex plastid (although this organelle has been lost in some apicomplexans, such as Cryptosporidium parvum, which causes cryptosporidiosis). The 'apicoplast' is no longer capable of photosynthesis, but is an essential organelle, and a promising target for antiparasitic drug development. Some dinoflagellates and sea slugs, in particular of the genus Elysia, take up algae as food and keep the plastid of the digested alga to profit from the photosynthesis; after a while, the plastids are also digested. This process is known as kleptoplasty, from the Greek, kleptes, thief.
The embarrassed and angered audience humiliates the guest and banishes him to the planet Venus; merciful Athena allows him to return home, but on condition he does not reproduce. However, Fuchs still decides to spend some of his time practicing his lovemaking on Traian Street, hoping that Venus will grant him a second chance, and believing that he and the goddess could breed a race of Supermen. In the end, the prostitutes also reject his advances, deeming him a "dirty satyr", no longer capable of immaterial love. The story ends with Fuchs' flight into "boundless nature", whence his music "has been beaming away with equal force in all directions", fulfilling his destiny as an enemy of inferior art.
Colla 4 Eliot Colla describes the structure of the Egyptian sculpture room in the British Museum as an assemblage that "form[s] an abstract image of the globe with London at the center".Colla 5 The British Museum, as Colla describes, presents a lesson of human development and progress: "the forward march of human civilization from its classical origins in Greece and Rome, through Renaissance Italy, to modern-day London". The restoration of monuments was often made in colonial states to make natives feel as if in their current state, they were no longer capable of greatness.Anderson 181 Furthermore, sometimes colonial rulers argued that the ancestors of the colonized people did not make the artifacts.
The creatures that moved or copied humanity are unknown, as is the technology they used and the purpose for their action. Because of the projection of a spherical surface onto a flat surface, some changes occur: North America is now much farther from Asia, as there is no polar route. Furthermore, launching an artificial satellite into orbit becomes impossible, and chemical-fuelled ICBMs are no longer capable of reaching other continents. The gravitational attraction in the near field of an Alderson disk does not drop away according to the inverse-square law but is approximately constant and perpendicular to the disk, so missile trajectories become parabolic rather than segments of elliptical orbits.
Following a Latin invocation of Satan by Susanna, she is cautioned by Sister Clementia, with the tale of a nun, Sister Beata, who gave in to her erotic fantasies, and as a punishment was bricked up behind the altar. Susanna, no longer capable of abstaining, discards her veil, rips the loin cloth from the crucifix in front of her, and demands such punishment from the nuns, who have now congregated around her. Musically, this finale consists of a giddying sequence in woodwind and strings, abruptly cut off by a piercingly dissonant, yet dynamically restrained chord in the upper strings. Following this, vocal and brass forces compete – the nuns all now chanting ‘Satana’ - in what is both a deafening and densely scored series of chordal exchanges.
In practice, loop variants are often taken to be non-negative integers, or even required to be so, but the requirement that every loop have an integer variant removes the expressive power of unbounded iteration from a programming language. Unless such a (formally verified) language allows a transfinite proof of termination for some other equally powerful construct such as a recursive function call, it is no longer capable of full μ-recursion, but only primitive recursion. Ackermann's function is the canonical example of a recursive function that cannot be computed in a loop with an integer variant. In terms of their computational complexity, however, functions that are not primitive recursive lie far beyond the realm of what is usually considered tractable.
Thus far, the nēnē- nui is the only species in which the process of becoming flightless is documented by actual paleontological evidence, rather than just the end result. It can be conjectured that the reproductive isolation between the nēnē-nui and the nēnē was not entirely complete, allowing for the introgression of nēnē alleles (the surviving species still is a strong flyer, but no longer capable of long-range migration) and sustaining the intermediate state for longer than usual. A single skeleton of a similar bird has been found on Kauai, and many more on Oahu; the latter seem to be intermediate between the nēnē-nui and the nēnē. As the relationships of these forms have not been determined, they are not formally assigned to B. hylobadistes.
The 352nd was shattered in the fighting during June and July 1944, and having taken heavy casualties by 30 July it was considered no longer capable of operating as a division, the survivors having been amalgamated into various ad hoc battle groups and other divisions. It was reformed as the 352nd Volksgrenadier Division in September 1944 and fought in the Battle of the Bulge. Thereafter, it fought defensively around Trier and the Moselle until in mid-March 1945 it was once again considered not to be strong enough to be an active division, with only the remnants escaping across the Rhine at Worms. It was partially reconstituted one last time as a battlegroup in mid-April and surrendered near Darmstadt.
An attempt to capture the Pocket would only be made once it was judged that the Japanese were no longer capable of resisting effectively. As part of this plan, the 2/12th Field Regiment eventually fired 140 tons of shells into the Pocket between 15 and 20 June. Bren gun position The 2/28th Battalion probed into the Pocket on 16 June. The previous day a 2/11th Commando Squadron patrol had reported that the track along Lyon Ridge would be passable by tanks if a bomb crater was filled, and on the morning of the 16th A Company from the 2/28th Battalion accompanied by a troop of three tanks and a bulldozer began to move south along it.
The Komenda Wars drew in significant numbers of neighbouring African kingdoms and led to replacement of the gold trade with enslaved Africans. After the Fourth Anglo-Dutch War, it became apparent that the Dutch West India Company was no longer capable of defending its own colonies, as Sint Eustatius, Berbice, Essequibo, Demerara, and some forts on the Dutch Gold Coast were rapidly taken by the British. In 1791, the company's stock was bought by the Dutch government, and on 1 January 1792, all territories previously held by the Dutch West India Company reverted to the rule of the States General of the Dutch Republic. Around 1800 there was an attempt to create a third West Indian Company, without any success.
The first magnetic self-protection equipment was developed at the beginning of World War II because of the advent of magnetically detonated mines. This was initially a cable which was placed along the entire length to the hull of the vessel and the application of direct current produced a magnetic field that counteracted the magnetic field of the steel mass of the vessel. During the second world war these methods of mine protection were standard for all large battle ships. A simple magnetic coil, however, was no longer capable of adequately compensating for the increasingly sophisticated magneto ignition, for the non-uniform magnetic field of a ship and for the variable effects of the Earth's magnetic field in different regions of the world.
Some, however, have considered the implementation of this law unrealistic and concerns have been made that it will drive people away from Abkhazia and hurt the independent press due to a significant share of non-Abkhaz speakers among ethnic minorities as well as Abkhaz themselves, and a shortage of teachers of Abkhaz. The law is an attempt to amend a situation where up to a third of the ethnic Abkhaz population are no longer capable of speaking their ethnic language, and even more are unable to read or write it; instead, Russian is the language most commonly used in public life at present.Anahid Gogorian (December 20, 2007), Abkhaz Worried by Language Law. Institute for War and Peace Reporting Caucasus Reporting Service No. 424.
The Turkish general staff of the Mesopotamian campaign, 1916 In 1916, a combination of diplomacy and genuine dislike of the new leaders of the Ottoman Empire (the Three Pashas) convinced Sharif Hussein bin Ali of Mecca to begin a revolt. He gave the leadership of this revolt to two of his sons: Faisal and Abdullah, though the planning and direction for the war was largely the work of Lawrence of Arabia. The Russian offensive in northeastern Turkey started with a victory at the Battle of Koprukoy and culminated with the capture of Erzurum in February and Trabzon in April. By the Battle of Erzincan the Ottoman Third Army was no longer capable of launching an offensive nor could it stop the advance of the Russian Army.
Hamrick, D. 2006 Narrative History CLO Fall 1947 In February 2006 under the assumption that it was the sole responsible trustee of CLO property, the University of Florida Office of Student Affairs attempted to seize control of the property by shutting down CLO operations. This was on the grounds that students were no longer capable of independent maintenance of the physical plant, citing several safety violations. They also tried to say that the cooperative’s mission was irrelevant with respect to the average social and financial status of modern students of the University of Florida. The move caused an international response from CLO alumni, friends and families of graduates facilitated by internet communication in solidarity with current members of the organization.
In the 1930s, the physician Francis Townsend galvanized support for his pension proposal, which called for the federal government to issue direct $200-a-month payments to the elderly. Roosevelt was attracted to the general thinking behind Townsend's plan because it would provide for those no longer capable of working, stimulate demand in the economy, and decrease the supply of labor. In 1934, Roosevelt charged the Committee on Economic Security, chaired by Secretary of Labor Frances Perkins, with developing an old-age pension program, an unemployment insurance system, and a national health care program. The proposal for a national health care system was dropped, but the committee developed an unemployment insurance program that would be largely administered by the states.
In addition, the inner ear contains rotational accelerometers, known as the semicircular canals, which provide information to the lower brain on rotational accelerations in the pitch, roll and yaw axes. However, prolonged rotation (beyond ) results in a cessation of semicircular output, and cessation of rotation thereafter can even result in the perception of motion in the opposite direction. Under ideal visual conditions the above illusions are unlikely to be perceived, but at night or in poor weather the visual inputs are no longer capable of overriding these illusory nonvisual sensations. In many cases, illusory visual inputs such as a sloping cloud deck can also lead to misjudgments of the vertical and of speed and distance or even combine with the nonvisual ones to produce an even more powerful illusion.
Unaware that this new girl is a boy, Le Loup uses him not to turn tricks but as an object of veneration – and donations – with luck-conscious and magic-fearing truckers. Eventually Saint Sarah's mystique fades, and when he is revealed to be a boy Le Loup forces him to work alongside other boy prostitutes and live in captivity with them. After an agonizing year, Glad is finally able to rescue him from Le Loup, but the boy who returns is no longer capable of rejoining Glad's boy-girls; his mother Sarah is long gone as well. In an afterword, the boy who is now a grown man tells the reader that his therapist, Dr. Owens has suggested he write about his experiences as to “better his recovery”.
Returning to duty before his wound was fairly healed, he rode to the battlefield of Ream's Station in an ambulance, and had scarcely reached the front and assumed command at the advanced line when his right leg was shattered by a rifle ball. Amputation of the right leg followed, and, although his life was saved, the 26-year-old was no longer capable of active military service. He was brevetted brigadier general of volunteers, 10 November 1864, and mustered out of service at his own request on 22 December of that year, refusing to remain in the army on light duty as he was urged to do. He repeatedly declined promotion that would have taken him away from his own regiment, feeling bound to remain with the men whom he had enlisted.
As Mr. Trilby becomes the new head of the school, he proves himself to be capable and good- natured, with the result that Matilda herself advances to the highest level of schooling. Rather to her relief, she is no longer capable of telekinesis; this is explained by Miss Honey as the result of using her mind on a more challenging curriculum. Matilda continues to visit Miss Honey at her house regularly, but one day finds her parents and her older brother Michael hastily packing to leave for Spain, which Miss Honey explains is the result of the police finding out that he has been selling stolen cars. Matilda asks permission to live with Miss Honey, to which her parents rather uninterestedly agree (her mother somehow finally understanding Matilda's bond for her teacher).
200 Though this was such a carefully guarded secret that not even the Americans were aware of it (as late as 1977 the CIA submitted a report to President Carter describing the Shah as being in "robust health"), the knowledge of his impending death left Mohammad Reza depressed and passive in his last years, a man no longer capable of acting. Some achievements of the Shah—such as broadened education—had unintended consequences. While school attendance rose (by 1966 the school attendance of urban seven- to fourteen- year-olds was estimated at 75.8%), Iran's labour market could not absorb a high number of educated youth. In 1966, high school graduates had "a higher rate of unemployment than did the illiterate", and the educated unemployed often supported the revolution.
While he underwent a clinical trial to combat the spread, the doctors found that the cancer had become too resistant to medication and conventional chemotherapy would be ineffective; he was also informed that his liver was failing. The doctors transferred him to palliative care with the option to resume clinical treatment if a trial compatible with his failing liver became available. Because of this, knowing he did not have long left to live, Bain announced he was fully retiring from game criticism, believing he was no longer capable of performing his work at a level that would satisfy himself and his fans. He planned to continue his Co-Optional podcast with his wife Genna, with plans for her to take over the podcast in the event of his death.
On April 10 and 11 Galanin reinforced the see-saw battle for the Orhei bridgehead with the 69th and 80th Guards but his move was met by the 14th Panzer Division which joined the German counterattacks. Overnight on April 12/13 most of the Panzer Corps withdrew south of the Reut River where the 69th Guards already held a bridgehead and its Corps-mates soon linked up to expand this lodgement to about 11 km in width and as much as 5 km in depth. But by now the 4th Guards Army was so depleted from months of fighting that it was no longer capable of offensive operations; the 69th Guards, like the Army's other divisions, was down to roughly 5,000 personnel. On April 18 Konev authorized Galanin to go over to the defense.
De Brantingham was implicated in the wasteful and destructive administration of the Hospital of St John the Baptist in Dorchester, which had suffered the alienation of so much of its land that it was no longer capable of almsgiving.Page (1908) A royal inquiry, commissioned by writ of 18 November 1359, headed by the county escheator and with a jury empanelled to hear the findings, found that de Brantingham, then steward of the hospital, had not only alienated land but also carried off chattels from the hospital, including linens and bedding. Shortly after the commission reached its finding, de Brantingham appears to have been dismissed and, in any event, the following year, as recorded in the patent rolls for 6 June 1360, King Edward III granted the stewardship of the hospital to Thomas de Brantingham.
Many textile companies changed to a policy of disinvestment, running the mills with no capital improvements until they were no longer capable of producing profit that could be used to build or improve new factories elsewhere. In 1916, the Bigelow Carpet Company, which had previously purchased the Lowell Manufacturing Company, left Lowell. This was the first of the major corporations to move operations to the South or go bankrupt. World War I briefly improved the situation, but from 1926 to 1929, most of the rest of the companies, including the Lowell Machine Shop (which had become the Saco-Lowell Shops) left the city: The Great Depression had come to Lowell early. In 1930, Lowell's population was slightly over 100,000, down from a high of 112,000 a decade earlier.
During May the smaller vessels of the squadron were used to transport troops to Burlington and Niagara and for patrol duties. However, following the disaster at the Battle of Big Sandy Creek, where Captain Stephen Popham had led elements of Yeo's squadron into an ambush and decimated the ranks of the detachment with the majority being captured including Netleys former commander Francis Spilbury. Yeo was forced to lift his blockade and re-crew the larger vessels with personnel from Netley and Magnet (the renamed Sir Sidney Smith). The under-crewed Netley was no longer capable of fighting and was used as a transport and the squadron returned to Kingston on 13 June. On 15 June, the squadron departed Kingston with elements of the 103rd Foot, Royal Artillery, 100th Foot and supplies for the forces on the Niagara Peninsula.
Reactivated as a Strategic Air Command (SAC) Boeing B-29 Superfortress squadron at MacDill AFB, Florida in 1948, the squadron began upgrading to the new Boeing B-50 Superfortress, an advanced version of the B-29, in 1950. The B-50 gave the unit the capability to carry heavy loads of conventional weapons faster and farther; it was also designed for atomic bomb missions if necessary. The squadron began receiving the first production models of the new Boeing B-47 Stratojet jet bomber in 1951 and despite initial difficulties, the Stratojet became the mainstay of the medium-bombing strength of SAC all throughout the 1950s. It began sending its B-47s to Aerospace Maintenance and Regeneration Center at Davis-Monthan Air Force Base in 1963 when the aircraft was deemed no longer capable of penetrating Soviet airspace.
Resources were therefore spent on research into other programs that could provide the needed muzzle energy. One of the most successful alternative technologies remains electrothermal-chemical ignition. Most proposed advances in gun technology are based on the assumption that the solid propellant as a stand-alone propulsion system is no longer capable of delivering the required muzzle energy. This requirement has been underscored by the appearance of the Russian T-90 main battle tank. Even the elongation of current gun tubes, such as the new German 120 mm L/55,The length of the cannon can be found by multiplying the diameter of the barrel and the caliber length. For example, the M256, which is a 120 mm L/44, has a total length of 5.28 m, while the 120 mm L/55 has a total length of 6.6 m.
The gin that Whitney manufactured (the Holmes design) reduced the hours down to just a dozen or so per bale. Although Whitney patented his own design for a cotton gin, he manufactured a prior design from Henry Odgen Holmes, for which Holmes filed a patent in 1796. Improving technology and increasing control of world markets allowed British traders to develop a commercial chain in which raw cotton fibers were (at first) purchased from colonial plantations, processed into cotton cloth in the mills of Lancashire, and then exported on British ships to captive colonial markets in West Africa, India, and China (via Shanghai and Hong Kong). By the 1840s, India was no longer capable of supplying the vast quantities of cotton fibers needed by mechanized British factories, while shipping bulky, low-price cotton from India to Britain was time-consuming and expensive.
Trotsky said that only the Fourth International, basing itself on Lenin's theory of the vanguard party, could lead the world revolution and that it would need to be built in opposition to both the capitalists and the Stalinists. Trotsky argued that the defeat of the German working class and the coming to power of Adolf Hitler in 1933 was due in part to the mistakes of the Third Period policy of the Communist International and that the subsequent failure of the Communist Parties to draw the correct lessons from those defeats showed that they were no longer capable of reform and a new international organisation of the working class must be organised. The transitional demand tactic had to be a key element. At the time of the founding of the Fourth International in 1938, Trotskyism was a mass political current in Vietnam, Sri Lanka and slightly later Bolivia.
It is also conceivable that factional splits between revolutionaries and reformers (and all the shades in between) could be reduced by having a common project that both find useful. Those forces that would be sent to suppress a revolutionary movement find themselves confronting people who have taken control over their own lives, rather than armed cadre attempting to impose a vision on the country, potentially obviating military conflict or at least reducing its severity. Successful dual-power rebellions end with the acceptance of the new social forms by much of the populace and the realization by the old rulers that they are no longer capable of using their systems of force against the revolutionary movement. This can occur because noncooperation has crippled the old structures of power, because too few people remain loyal to the old rulers to enforce their will, or because the rulers themselves undergo an ideological conversion.
The television series shares similarities with the plot of the OVA, such as Wagnard seeking to kidnap Neese in order to use her as a reagent for the resurrection of Naneel, a priestess and the Avatar of Kardis who was slain by Leylia's mother, the high priestess Neese a short time after the battle with the demonic god. Leylia was the reincarnation of Naneel, but when she lost her virginity she was no longer capable of being the doorway or reagent needed to unseal Naneel. The series Drifting Legend Crystania, places the former villain Ashram into the seat of a would-be hero who is placed under a spell by a "god beast" of Crystania. The series then focuses on Pirotess, his dark elven lover, as she tries to find a way to free him from the clutches of the spell and to restore him back to his living self.
The phrase "point of no return" originated as a technical term in air navigation to refer to the point on a flight at which a plane is no longer capable of returning to the airfield from which it took off. It can also mean the instance in which an aircraft taxis down a runway, gaining a certain speed, and must become airborne in lieu of a crash or explosion on the runway (V1 speed)—for example, Charles Lindbergh's takeoff in The Spirit of St. Louis in 1927 in which there was uncertainty about the plane's ability to take off from a 5,000 foot mud soaked runway while fully loaded with aviation fuel. The first major metaphorical use of the term in popular culture was in the 1947 novel Point of No Return by John P. Marquand. It inspired a 1951 Broadway play of the same name by Paul Osborn.
The Supreme Court of the United States has not elaborated on what "too far" is, and the doctrinal basis for its jurisprudence has been widely criticized as confused and inconsistent. But the court has articulated three situations in which inverse condemnation occurs. These are (a) physical seizure or occupation, (b) the reduction of the regulated property's utility or value to such an extent that it is no longer capable of economically viable use, and (c) where as a precondition to the issuance of a building permit, the government demands that the regulated owner convey property to the government even though there is no rational nexus between the owner's activity's impact on public resources and the owner's proposed regulated use, or where the extent of the exaction is not proportional to the effect of the owner's activities (Nollan v. California Coastal Commission and Dolan v.
Mossi, along with Narleski and Ossie Alvarez, was traded to the Detroit Tigers on November 20, 1958 for Billy Martin and Al Cicotte. The trade meant that Mossi was guaranteed a spot in a major league starting rotation, something he had missed with the Indians. He went 17–9 with a 3.36 ERA in 1959. In 1960 he went 9–8, albeit on a club that was well below .500, with an ERA of 3.47. Mossi pitched the greatest season of his career in 1961, going 15–7 with a 2.96 ERA on a Tigers club that recorded over 100 wins. It was not long after this that he began to experience problems with his throwing arm, and in his final two years with the Tigers he went 18–20 with a combined ERA of 4.01. He spent the final two years of his career as a short-reliever, his arm no longer capable of starting.
Internet Explorer: Automatic Updates Distribution Process Large amounts of the underlying architecture, including the rendering engine and security framework, had been completely overhauled. Partly as a result of security enhancements, the browser became a stand-alone application, rather than integrated with the Windows shell, and was no longer capable of acting as a file browser. The first security advisory was posted only one day after the day of release,Internet Explorer 7 'mhtml:' Redirection Information Disclosure but it turned out to be a security problem in Outlook Express, not in Internet Explorer 7.IE7 Vulnerability already? Not really The first vulnerability exclusive to Internet Explorer 7 was posted after 6 days.Internet Explorer 7 Window Injection Vulnerability In March 2009 Version 8.0 was released, with the first public beta having been released on March 5, 2008. IE8 offered better support for web standards than previous versions, with plans for improved support for RSS, CSS, and Ajax, as well as full compliance for Cascading Style Sheets 2.1.
In 1987, demand for export coal necessitated the introduction of the CB class bogie hoppers on Ngakawau-Lyttelton export coal trains. These hoppers were heavier than the dedicated LC high side coal wagons previously used, and this led to a reduction in the amount that three EOs could haul through the tunnel. In 1988, NZR began experimenting with the use of diesel traction through the Otira Tunnel, with the reallocation of DX class diesel locomotives from the North Island, redeployed following the opening of the North Island Main Trunk electrification. The experiment was unsuccessful, but it was found by modifying the DX class locomotives with low-level intakes and modified drawgear (locomotives modified in this manner were later reclassified DXC) and adding giant extraction fans and tunnel doors would be sufficient to allow diesel operation. The decision was made to decommission the Otira electrification which was no longer capable of meeting modern requirements and was also largely worn out after 74 years of heavy use.
They also show that more than 90% of people infected with M. tuberculosis for more than two years never develop tuberculosis even if their immune system is severely suppressed. Immunologic tests for tuberculosis infection such as the tuberculin skin test and interferon gamma release assays (IGRA) only indicate past infection, with the majority of previously infected persons no longer capable of developing tuberculosis. Ramakrishnan told the New York Times that researchers "have spent hundreds of millions of dollars chasing after latency, but the whole idea that a quarter of the world is infected with TB is based on a fundamental misunderstanding." The first BMJ article about latency was accompanied by an editorial written by Dr. Soumya Swaminathan, Deputy Director-General of the World Health Organization, who endorsed the findings and called for more funding of TB research directed at the most heavily afflicted parts of the world, rather than disproportionate attention to a relatively minor problem that affects just the wealthy countries.
According to Canard, Husayn "stands out more clearly than the supreme commander Mu'nis or any other military leaders" of the period for his ability and valour, as well as for his restive and ambitious spirit. He was also singled out in being of Arab descent, an unusual case among the Caliphate's senior leaders of the period. Canard assesses him as unusually open-minded, and attuned to the ideological turmoil and ferment in the Muslim world of his time, as indicated by his contact with the Sufi mystic al-Hallaj, who dedicated a work on politics to Husayn. Indeed, according to Canard, Husayn's espousal of Shi'ism, and his participation in the abortive coup of 908, can best be seen in light of a desire—typical of Shi'a sympathisers—for a renewal of the Caliphate and the establishment of an "ideal Muslim government", something which the corrupt and decadent Abbasids were no longer capable of.
At home, there is tension between his parents as they disagree over the decision to sue Taylor and the settlement amount. When the next settlement hearing is called, their attorney suggests wheeling Jason up to the stand to play on the jury's sympathies, to which Jason snaps that he does not want to be put on display "like some brain dead idiot" who is no longer capable of fending for himself. He puts an end to the lawsuit and writes out an undisclosed amount, which he says is enough to cover his parents' mortgage and debt incurred by his medical expenses, to which the school officials agree. Prior to the semi-finals for the state championship, Jason, now focused for the first time in a long time, takes it upon himself to mentor his replacement, Matt Saracen, after the latter confides that he is having confidence issues prior to the state semifinal against the Brant Vikings.
Sinn Féin won 73 of Ireland's 105 seats in the United Kingdom of Great Britain and Ireland parliament at the general election in December 1918, twenty-five of them uncontested. The IPP, despite having been the largest party in Ireland for forty years, had not fought a general election since 1910; in many parts of Ireland its organisation had decayed and was no longer capable of mounting an electoral challenge. Many other seats were uncontested owing to Sinn Féin's evident mass support, with other parties deciding that there was no point in challenging Sinn Féin given that it was certain to win. Contemporary documents also suggest a degree of intimidation of opponents. Piaras Béaslaí recorded one example in a by-election in Longford in 1917 where a Sinn Féin activist put a gun against the head of a Returning Officer and forced him to announce the election of the Sinn Féin candidate even though the IPP candidate had more votes.
It was partly ideal, and yet she had known an old Scotchman of Mr. Malcolm's type whose appealed to her very much. It seemed to be ideal when she was writing it, but after its composition she felt that this man's life had suggested the story and that it belonged to him more than to her. Mr. Perryman's Christmas Eve is the story of an old man who has never been married, and is served by a faithful valet, who anticipates his every wish so completely that everything in his household is managed smoothly and skillfully, and he never has a worry or care. When the faithful attendant feels that he is no longer capable of keeping this up in his old efficient manner he trains a young Afro-American man, whom he has befriended since childhood; so when he quietly passes away the Afro-American man appears at the home of Mr. Perryman and announces himself as a "Christmas present" from "old Malcolm," whose last thought had been for his master's comfort.
This led over time to fatigue cracking in the right horizontal stabiliser's rear spar, which, due to the concealed (internal) nature of the tailplane construction, was not noticed by maintenance engineers. The 707 had been designed to a 'fail-safe' philosophy, and failure of the tailplane rear spar had been calculated to be insufficient to cause the loss of the aircraft, the remaining front spar being sufficiently strong to enable the aircraft to land safely, the damage then being expected to be repaired before the aircraft was re-flown. However, the accident aircraft had developed a cracked rear right spar without the fault being detected due to its location within part of the structure not normally accessible during routine maintenance, and the aircraft had been flown for a considerable number of hours with the fault present. Over time the crack grew, until it was surmised, the damaged spar was no longer capable of carrying its designed load, whereupon the load was then taken over entirely by the front spar.
Matthew Henman of IHS Jane's Terrorism and Insurgency Center stated that the result of the battle at Palmyra showed that the Syrian government was being squeezed between Army of Conquest gains in northern Syria and ISIL, with ISIL needing to respond to the Army of Conquest's gains during the 2015 Jisr al-Shughur offensive. Multiple analysts cited the ISIL victory at Palmyra as evidence of the Syrian government's strategic withdrawal to defend larger populations centers, with government control still accounting for about 50–60 percent of the population. Purportedly, in the view of the Syrian government, the fall of Palmyra was a tactical defeat but a strategic gain, as the capture of the city and the UNESCO World Heritage site would potentially encourage the United States to review its Syria policy, make Jordan more aware of the threat from ISIL, and force Iraq to increase cooperation with Syria. Ayham Kamel, the Eurasia Group's Middle East & North Africa director, stated that the ISIL victory demonstrated that the Syrian government was no longer capable of maintaining nominal control in each of the provinces of Syria, and was possibly being forced to pick its battles.
Within this framework, the traditional mechanisms based on State consent as expressed through treaties or custom are simply no longer capable of accounting for all global activities. A new regulatory space is emerging, distinct from that of inter-State relations, transcending the sphere of influence of both international law and domestic administrative law: this can be defined as the global administrative space. IOs have become much more than instruments of the governments of their Member States; rather, they set their own norms and regulate their field of activity; they generate and follow their own, particular legal proceedings; and they can grant participatory rights to subjects, both public and private, affected by their activities. Ultimately, they have emerged as genuine global public administrations.Sabino CASSESE, “Administrative Law without the State? The Challenge of Global Regulation”, 37 New York University Journal of International Law and Politics 663 (2005) In other words, the structures, procedures and normative standards for regulatory decision-making applicable to global institutions (including transparency, participation, and review), and the rule-governed mechanisms for implementing these standards are coming to form a specific field of legal theory and practice: that of global administrative law.
