The ploy works, but the Jovians—who live for millions of years and rely on an arcane and tedious system of legal councils—spend too long arguing and contemplating to successfully redirect the comet. The Instrumentality stages a successful coup, but in the end it is Dunsmoore (who has been redeemed by the threat to his home planet) who hijacks the alien gravity technology and pilots Io into a diversionary orbit around the comet itself, barely saving Earth from total annihilation—though millions die as the remnants of the comet and the sulphurous outgassing of ruined Io cascade into Earth.
"Drunkboat" is a science fiction short story by American writer Cordwainer Smith. It was first published in the magazine Amazing Stories in October 1963. It was included in Space Lords, a collection of five stories by Cordwainer Smith published in May 1965. It appeared in The Instrumentality of Mankind, a collection published in May 1979, and it was in The Rediscovery of Man, a complete collection of his short stories, published in 1993.
Beginning a trend, it sold out. When the series finale aired, the story apparently remained unresolved: Third Impact and the Human Instrumentality Project are implied to have begun or even finished, but the episodes focus largely on the psychology of the characters, leaving deeply unclear what actually happens. A graphic novel adaptation by Elaine Lee and Michael Kaluta was to have appeared in DC Comics during the late 1980s, but never materialized.

Not everything from the Instrumentality era has vanished, especially the underpeople, a subclass of people bred from animals such as dogs, cats, and bulls to provide manual labor. She directs them to a cafe where Virginia begins to have qualms about the artificial aspects of the personality she's been given, and wonders whether her love for Paul is real or synthesized.
When this case is brought before the assembled Lords of the Instrumentality C'mell provides manufactured evidence which causes the Instrumentality's computer system, the Bank, to display probable smuggling routes and hideouts on the Bell, the Bank's three-dimensional display system. While this is going on, C'mell remains surreptitiously in physical contact with Jestocost. This allows him to telepathically relay the images on the Bell to the E'telekeli. The images appear too quickly for a normal human mind to interpret, but the E'telekeli is able to do so.

Rationality plays a key role in economics and there are several strands to this. Firstly, there is the concept of instrumentality—basically the idea that people and organisations are instrumentally rational—that is, adopt the best actions to achieve their goals. He changes sides just in time, but the personification of the twelve gods had by this point merged with the sword of power of that galaxy and regained their full might.

It was edited by James A. Mann and published by NESFA Press. Most of the stories take place in Smith's future history set in the universe of the Instrumentality of Mankind; the collection is arranged in the chronological order in which the stories take place in the fictional timeline. The collection also contains short stories which do not take place in this universe.

He spent his time farming and studying magic and politics with sorcerer Syzygy Darklock. These two galactic empires fought a stalemated war for generations, finally turning into a conflict that neither side wanted to win since else their war-based economies would collapse.

Norstrilia is a science fiction novel published by Paul Linebarger under the pseudonym Cordwainer Smith. It is the only novel he published under this name, which he used for his science fiction works (though several related short stories were once packaged together as a short novel Quest of the Three Worlds). It takes place in Smith's Instrumentality of Mankind universe, and was heavily influenced by the classic Chinese novel Journey to the West. The novel is in part a sequel to Smith's 1962 short story "The Ballad of Lost C'Mell", featuring some of the same characters and settings.
Wessel Harmensz Gansfort (1419 – October 4, 1489) was a theologian and early humanist of the northern Low Countries. Many variations of his last name are seen and he is sometimes incorrectly called Johan Wessel. Gansfort has been called one of the reformers before the Reformation. He protested against a perceived paganizing of the papacy, superstitious and magical uses of the sacraments, the authority of ecclesiastical tradition, and the tendency in later scholastic theology to lay greater stress, in a doctrine of justification, upon the instrumentality of the human will than on the work of Christ for man's salvation.

A therapist named Elaine becomes involved with a group of fugitive underpeople, living in a maze of drab service corridors jokingly dubbed "Clown Town", who are being helped by Lady Panc Ashash (a personality recording of a deceased Lady of the Instrumentality, hence the eponymous "Dead Lady") and a telepath called The Hunter. Panc Ashash had predicted Elaine's coming, and how she would help the dog-girl D'joan create history. The all-powerful Instrumentality government, which in its overprotectiveness has driven the purpose from human existence, decides to turn back the clock to a less sheltered historical human era of 14,000 years before (i.e., our time). Virginia and Paul are enjoying the first moments of the recreations of the old human language, French, reading their first newspapers, and going to their first cafe, where the bugs in process are not resolved to the point of understanding how to use money. With the restoration of cultural differences and new individuality, old friends Paul and Virginia fall in love.
The downfall of the Instrumentality came swiftly after the transition to First. Dreadstar, severely injured, went into a coma and awakened in the aftermath of the war—a bureaucracy where those with extraordinary powers, like himself, are commissioned as policemen to track down others of their kind. "The Ballad of Lost C'Mell" is a science fiction novella by American writer Cordwainer Smith. It was first published in October 1962 in Galaxy Magazine, and since reprinted in several compilations and omnibus editions. The main characters are Jestocost, a lord of the Instrumentality of Mankind and C'mell, a beautiful cat-derived "underperson" (an animal given human speech and form but no rights, while retaining some of its inherent genetics -- for example, C'mell's father held the long-jump record at the time) who works as a "girly- girl" (similar to an escort) at the main spaceport.
Hughes and Houston argued that the library, as public institution which received funds from the city, were in violation of the law for barring tax- paying African-Americans from the course. The case was initially dismissed because the judge argued that the library was a private corporation, not a governmental agency. Texas HB 483 authorizes the establishment and administration of a state bullion depository to serve as the custodian, guardian and administrator of bullion that may be transferred to or otherwise acquired by this state or an agency, political subdivision, or another instrumentality of the state. The bill grants the Comptroller authority to interpret and implement the Act and allows the Texas Bullion Depository to "purchase" and "sell" precious metals in the "course of ordinary business" (Sec. 151.003). The defendant may simply answer the claims raised by the plaintiff in a pleading which specifically responds to each of the plaintiff's allegations in corresponding numbered paragraphs. Certain matters, when raised as a defense, must be sworn to by the defendant. In a 3-2 decision, the Fourth Circuit overturned the district ruling, looking to whether the hospitals and the government were so intertwined by funding and law that the hospitals' "activities are also the activities of those governments and performed under their aegis without the private body necessarily becoming either their instrumentality or their agent in a strict sense." Ponch uses his tracking abilities to lead Nita, Kit, Ronan, and the wizardly tourists from Wizard's Holiday Filif and Sker'ret across the galaxy to try to find and activate an instrumentality that they are told is the only way to stop the Lone Power. Dairine and Roshaun take a trip back to the Motherboard from High Wizardry to consult the mobiles before joining the others.

And in "The Strange Death of the Liberal University", Michael Bailey describes the university as a place that promotes "divisive competition, false economies and philistine instrumentality".
The United States Metric Board (USMB) was a United States government agency set up to encourage metrication. The United States Metric Board was commissioned by the Metric Conversion Act, 15 U.S.C. 205d, enacted on December 23, 1975. The Metric Conversion Act of 1975 mandated the presidential appointment of seventeen members for the "independent instrumentality". The board was composed of one member from the following agencies and/or related communities: engineers, scientists, the National Association of Manufacturers, the United States Chamber of Commerce, National Governors Conference, construction, National Conference on Weights and Measures, education, two members each from the AFL-CIO and small business, and four at-large members "to represent consumers", for a total of seventeen members in all.
Dreadstar was the first comic-book series published by American publisher Epic Comics, an imprint of Marvel Comics, in 1982. After awkwardly questioning her later (which she at first mistakes for a crude pass), he is permitted to make contact with the E'telekeli, an eagle-derived underperson unknown to the Instrumentality with immense telepathic powers, who may be the leader of the underpeople. Jestocost and the E'telekeli agree to a scheme in which C'mell will pretend to be a witness to illegal smuggling.
Instrumentality is a theological theory that falls under the broader category of the prophetic model of biblical inspiration.Raymond Brown, Joseph A. Fitzmyer, and Roland E. Those who espouse the prophetic model consider the writers of all the books of the bible to have been inspired in the same way as prophets have been inspired by God to preach. This makes sense given that the vocation of the prophet and the vocation of the writer of Holy Scripture is more or less the same; they are called to communicate the message of God to a community that is in need of hearing it.
The Abhidharmakośakārikā approach is Vasubandhu's Abhidharma commentary text in the Sarvāstivāda school (c. 500 CE). It has four intricate causal conditioning constructions with the: 1) root cause, 2) immediate antecedent, 3) object support, and 4) predominance. Then, the six causes are: 1) instrumentality (kāraṇahetu), deemed the primary factor in result production; 2) simultaneity or coexistence, which connects phenomena that arise simultaneously; 3) homogeneity, explaining the homogenous flow that evokes phenomena continuity; 4) association, which operates only between mental factors and explains why consciousness appears as assemblages to mental factors; 5) dominance, which forms one's habitual cognitive and behaviorist dispositions; and 6) fruition, referring to whatever is the actively wholesome or unwholesome result.
The court rejected La Cañada's view that aesthetic reasons are substantial evidence to support a denial of permit. Preceded by the singles "Paint Your Target" and "Waste a Moment", the album debuted at number twenty eight on the UK Albums Chart and garnered positive critical reviews. Two further singles were released from the album, "Grand Unification Pt. I" and "Hazy Eyes", before the album was released overseas in North America through Trustkill Records.

Another impressive example of Time Lord technology is the Eye of Harmony, a repurposed black hole singularity contained within the instrumentality below the Panopticon. By acquiring an S² Engine (the biblical Fruit of Life), it is stated that the Eva has become a being equal to God, possessing both the Fruit of Life and Knowledge. In The End of Evangelion, Unit 01 goes berserk for the final time, destroying the Nerv HQ building with a cross-shaped energy blast and growing enormous orange 'Wings of Light' (also appearing in the TV series opening and similar to Adam's seen during Second Impact). From then on the resident soul of Yui Ikari seems to be in complete control of the Eva. SEELE attempts to use the Eva in order to perform the Human instrumentality project in place of Lilith, who has been rendered unusable due to the loss of the Spear of Longinus.
In Petit Eva: Evangelion@School, Shinji is portrayed as a boy "frightened by the idea of growing up" but popular with the students of Tokyo-3's Municipal Nerv High School. In Evangelion: Detective Shinji Ikari, Kaji and Kaworu are portrayed as private investigators whom Shinji asks for help and investigates a mysterious case. In Evangelion: Anima, set three years after The End of Evangelion with a different Instrumentality scenario, Shinji is 17 years old; he lets his hair grow and is a good friend of Rei and Asuka. He first pilots the Evangelion Unit-01 Type-F and, after the attack of EVA0.0 (Quatre) and the unification of his soul with Eva-01, pilots the mecha Super Evangelion and its upgrades.
The capitalists appropriate the product of social labor by holding ownership titles to the means of production. While Marx was opposed to the distribution of property income under capitalism, the way property income is distributed was not the instrumentality of capitalist collapse nor was it the primary reason for the desirability of the abrogation of capitalism in Marx's view. In Marx's view capitalism was not to be opposed due to any supposedly moral defect in its distribution, but because its underlying dynamic of capital accumulation and surplus value appropriation was unstable and ultimately internally unsustainable. For Marx, socialism implied an end to this class dynamic, where the surplus product generated by the social means of production would be appropriated by all members of society.
The number of Angels was reduced to 17 instead of the original 28, and the writers changed the story's ending, which had originally described the failure of the Human Instrumentality Project after an Angel attack from the moon. Starting with episode 16, the show changed drastically, discarding the grand narrative concerning salvation for a narrative focusing on the individual characters.
The series centered on the exploits of Vanth Dreadstar and his crew—powerful mystic Syzygy Darklock, the cybernetic telepath Willow, cat-like humanoid Oedi, and freebooter Skeevo. Vanth, newly arrived in the Empirical Galaxy after the events of Metamorphosis Odyssey, tries to live a pastoral existence on Oedi's planet of peaceful cat-people, but his peace is disturbed by the arrival of Darklock, who wants him to get involved in the conflict between the two major forces in the galaxy, the Monarchy and the theocratical Instrumentality. Vanth refuses until the war comes to his planet, wiping out most of the population. Oedi survives and joins them; Willow and Skeevo join later, though the team is in place for the first issue.
House (1971) refers to Rizzo (1970), stating that a leader initiating structure increases the path instrumentality for subordinates by decreasing role ambiguity. Also, he says that a leader who is initiating structure and consideration will have different effects depending on whether the task is satisfying or unsatisfying to the subordinate and whether the task-role demands are clear or ambiguous. This means that the more satisfying the task, the less positive the relationship is between consideration and subordinate satisfaction and performance – meaning people tend to act and enjoy it without considering whether they should not. Also, it means that when a coach is clear in setting goals and expectations, the goals are more likely to be achieved than if the goals and expectations are unclear.
During the early 1900s in addition to playing in The Kent League the club competed in the Thames & Medway Combination. In the 1903–04 FA Cup the team achieved a then club best in reaching the 4th round qualifying where they were defeated at home 0–2 by old rivals Chatham Town. In 1907 owing to a lack of support at their Godinton Road ground (which being beyond the railway bridge was a fair distance from the town and their previous base in the Newtown area), the club suffering from heavy debts was unable to fulfill its fixtures and ceased playing mid-season. Shortly afterwards however a new club, Ashford Railway Works, was formed" through the instrumentality of Mr Walter Hole and others".
The album received positive reviews. Jon O'Brien of Allmusic was positive on the album and gave it three-and-half-stars out of five and called it "his most commercial since 2002 debut Spin" and wrote: "It remains to be seen whether Hayes is a little too late to win back the millions of fans who worshipped his previous wedding dance favorites, but by limiting his experimental tendencies and focusing on the kind of intelligent synth pop he does best, he's given himself a fighting chance." Robert Copsey of Digital Spy praised the album, particularly for the instrumentality of the tracks and the falsetto of Hayes. Copsey also claimed that the album could have easily been a Savage Garden comeback album.
A coroner's report by the Allegheny County medical examiner stated that his cause of death was homicide by asphyxiation due to pressure applied to the chest and neck. Cyril Wecht, a pathologist who performed an independent autopsy, told CBS This Morning that, > [There was] no evidence of a heart attack or any other natural disease > process. He died as a result of asphyxiating due to compression of the lower > neck and upper chest area... through the application of some > instrumentality. Considering that these were police officers involved, then > the best bet obviously would be a night-stick, a trenchant of some kind that > would have been pressed down somewhat parallel to the ground, perpendicular > to the transverse lie of the chest with a significant amount of pressure > applied over a sustained period of time.
The indictment alleges that Christensen "willfully and unlawfully seized, confined, inveigled, decoyed, kidnapped, abducted, and carried away" Zhang "and otherwise held her for his own benefit and purpose, and used and caused to be used a means, facility and instrumentality of interstate commerce, namely, a Motorola cellular telephone and a Saturn Astra motor vehicle, in committing and in furtherance of the commission of the offense". Christensen pled "not guilty" at his arraignment on July 20, 2017. Christensen's trial began in June 2019 with his attorney, George Taseff, admitting in the opening statements that Christensen killed Zhang and he was on "trial for his life" because he could face the death penalty. Evidence was provided that before Christensen abducted Zhang, he had posed as an undercover police officer and attempted to abduct graduate student Emily Hogan.
He goes on to propose a plan to SEELE for achieving Human Instrumentality through Third Impact; but unbeknownst to SEELE, Gendo's plan is really meant to allow him to be reunited with Yui's soul. The only person Gendo lets in on the truth is Fuyutsuki, who, despite his dislike for him, agrees to help him with the plan. Gendo enters into affairs with both Naoko Akagi and, some years later, her daughter Ritsuko, seemingly casting doubt on his commitment to Yui; however, it is implied that Gendo was simply using them to achieve the means to accomplish Third Impact. Shortly afterwards, in secret, Gendo and Fuyutsuki create an imperfect clone of Yui, by combining DNA material from her and the second angel, Lilith, and names her Rei Ayanami.
The law defines all of the affected works as "restored works" and the copyright granted to them as "restored copyright", even though many of the works never had U.S. copyright to restore. The Constitution is the supreme law of the land and laws passed by the Congress shall be consistent with the Constitution. Under the Civil Code of the Philippines, Judicial decisions applying or interpreting the laws or the Constitution is part of the legal system, the doctrine of stare decisis applies in deciding legal controversies. The court may exercise judicial review to determine whether or not there has been a grave abuse of discretion amounting to lack or excess of jurisdiction on the part of any branch or instrumentality of the Government.
Since C'mell's "evidence" proves worthless the Lords dismiss her angrily, but the information stolen from the Bank and Bell provides the underpeople with details about the main human checkpoints and a list of safe havens where they can hide from the Instrumentality while seeking rights. Their plan has required C'mell and Jestocost to work closely together, and C'mell (working for the first time with a human who respects her intelligence) has fallen in love with Jestocost, but he has suppressed his own feelings as a distraction, and they separate when the plan succeeds. They only meet again once, many years later when the underpeople are well on their way to achieving their rights. Their discussion is friendly, but C'mell is privately saddened by Jestocost's lack of romantic feeling toward her.
During the course of the film, all forms of life come together in one being during the Instrumentality; human beings, shortly before dying, see Rei's ghosts appear, guiding them in the process as "messengers of redemption".Evangelion Carddass Masters G: P-R1. According to Yūichirō Oguro, editor of some of the contents of the Japanese home video editions of Evangelion, the Rei ghost Shinji sees on the avenue is "the existence that gazes upon man", and the scene symbolizes that "Shinji is protected by his mother since the beginning of the series". Patrick Drazen and Dani Cavallaro noted that like other Neon Genesis Evangelion characters who have traits of some deities of Shinto mythology, Rei has some affinities with the goddess of the Sun, Amaterasu, who is reborn at every dawn.
Roderick Frederick Ronald Arnold William MacArthur McBan to the Hundred and Fifty-First, Rod McBan for short, is the last male descendant of one of the oldest Norstrilian families and the heir to one of the best ranches, the Station of Doom. As such, he has been spared the culling three times, though he is generally considered unfit, as his ability to communicate telepathically with other Norstrilians is erratic and unreliable. After his last test—which he finally passes with the aid of a Lord of the Instrumentality and his own freak telepathic talents—he learns that an envious former friend, who suffers from an allergy to stroon and so is condemned to live a mere 150 years or so, seeks to kill him, using the pretext that the test was biased and administered unfairly. Rod survives one assassination attempt.
Gordon declined all honours of financial gain, writing: "I know I shall leave China as poor as I entered it, but with the knowledge that, through my weak instrumentality, upwards of eighty to one hundred thousand lives have been spared. I want no further satisfaction than this". Also, unlike the previous stories, the comic series is episodic in nature, involving longer story arcs, subplots, and a fluid cast of characters. The overall story deals with the efforts of Vanth and Syzygy, and a crew of adventurers they have assembled, to force an end to the war. The ground they gained in the Monarchy is lost when the Monarchy is betrayed from within by a high minister (who turns out to be the last surviving Zygotean, who was in intergalactic space when the Infinity Horn destroyed the Milky Way, and who followed Akhnaton's mystic escape pod in hopes of revenge.) The Monarchy is overthrown, and the war ends, but not in the way anyone wanted. The Instrumentality conquers the galaxy and begins a campaign of extermination, apparently following the will of their evil Twelve Gods.

Ex opere operato is a Latin phrase meaning "from the work performed" and, in reference to sacraments, signifies that they derive their efficacy, not from the minister or recipient (which would mean that they derive it ex opere operantis, meaning "from the agent's activity"), but from the sacrament considered independently of the merits of the minister or the recipient. According to the ex opere operato interpretation of the sacraments, any positive effect comes not from their worthiness or faith but from the sacrament as an instrument of God.Merriam-Webster Dictionary "Affirming the ex opere operato efficacy means being sure of God's sovereign and gratuitous intervention in the sacraments." For example, in Confirmation the Holy Spirit is bestowed not through the attitude of the bishop and of the person being confirmed but freely by God through the instrumentality of the sacrament.
The centre was chartered by Maine State legislature in 1993 as the Loring Development Authority of Maine as a body corporate and politic and a public instrumentality of the state, and as a municipal corporation. The planet "Old North Australia", or simply "Norstrilia", is the only planet in the Instrumentality of Mankind fictional universe which produces the precious immortality drug "stroon", which indefinitely delays aging in humans. Stroon (or the "Santaclara drug") is harvested from the huge diseased sheep the Norstrilians raise, and has resisted all attempts at artificial synthesis. Since the Norstrilians have a monopoly, stroon sells for astronomical prices, and Norstrilia is fabulously wealthy (wealthier than any other single planet). To safeguard their archaic way of life (resembling Australian ranchers with a British cultural inheritance), the Norstrilians are forced to develop the most advanced defense force and weaponry known (for example, Mother Hitton's Littul Kittons); to protect their culture, imports from other worlds are taxed at rates exceeding 20 million percent, reducing what would be a staggering fortune on another planet to humble penury on Norstrilia itself.
United States v. Johnson, 323 U.S. 273 (1944), was a United States Supreme Court case in which the Court declined to permit a prosecution in Delaware of defendants charged with violating the Federal Denture Act by sending denture in the mail from Illinois to Delaware, where they were received by a person not licensed to practice dentistry in Delaware. The Act prohibited the use of the mails or any instrumentality of interstate commerce "for the purpose of sending or bringing into" a state or territory any denture which had been cast by a person not licensed to practice dentistry in the state into which the dentures were sent. The Act contained no specific venue provision, and the government contended that venue was therefore proper in the district where the transportation of the dentures began, the district in which it ended, or any district through which the dentures passed.
The measure would allow forfeiture if the person took the property with intent to defeat forfeiture, the person knew or should have known that the property constituted proceeds or instrumentality of criminal conduct, or the person acquiesced in the criminal conduct. It also modified the standard of proof in civil forfeiture proceedings, requiring proof by preponderance of evidence to forfeit personal property, and proof by clear and convincing evidence to forfeit real property. The measure made an exception for cash, weapons or negotiable instruments found in close proximity to controlled substances or instrumentalities of criminal conduct, providing that claimant must prove by preponderance of evidence that the property is not subject to forfeiture. The assumption that the Beloved Disciple was one of the Apostles is based on the observation that he was apparently present at the Last Supper, and Matthew and Mark state that Jesus ate with the Twelve. and Thus, the most frequent identification is with John the Apostle, who would then be the same as John the Evangelist.

Thus he declares that the Evangelist's assertion that all things were made by the Logos must be understood only of the things of the visible creation, his own doctrine being that the higher aeon world was not so made, but that the lower creation was made by the Logos through the instrumentality of the Demiurge.
The terms Anvaya and Vyatireka are used to establish the meaningfulness of 'components'; these terms are also used to ascribe individual meanings to 'components'; 'instrumentality' (prāmānaya), 'efficacy' and 'place of purpose' (artha) are the 'crucial components' in the process of knowing. The process of knowing involves the concurrent occurrence (anvaya) of a certain meaning vis-a-vis a certain linguistic unit, and identifying the absence of a certain meaning vis-a-vis a unit, which effort results in the understanding of a certain specified meaning depending upon the presence of a given 'root' or 'stem' or 'suffix'. All About Jazz correspondent Karl Ackermann observed "The Dreamer Is the Dream is a testament to Potter's composing as much as to his multi-reed instrumentality. He penned each of the compositions here and they all speak to a deeper sense of mortality, portrayed through lyricism and emotive performances.
He is believed to have "bought Old Earth" (the home planet of mankind), though the reality of his convoluted financial deals and investments is considerably more complex. For his safety, Rod is sent to Earth, where his unprecedented fortune quickly makes him a magnet for all manner of crooks and revolutionaries. After a series of adventures among the "underpeople" (animals genetically modified to resemble humans and possessing intellects that sometimes surpass their masters', used as slaves and generally despised) in the company of the bewitching Cat-woman C'mell, he meets their leader, E'Telekeli, an experimental creature of bird origin with enormous psychic powers. In exchange for most of Rod's immense fortune (to be used to campaign for the rights of the underpeople), E'Telekeli and Lord Jestocost, a Lord of the Instrumentality who is sympathetic to the underpeople's cause, send Rod safely back to Norstrilia, after fixing his telepathic disability and providing a psychological remedy for Rod's enemy.
The Securities Act of 1933, also known as the 1933 Act, the Securities Act, the Truth in Securities Act, the Federal Securities Act, and the '33 Act, was enacted by the United States Congress on May 27, 1933, during the Great Depression and after the stock market crash of 1929. Legislated pursuant to the Interstate Commerce Clause of the Constitution, it requires every offer or sale of securities that uses the means and instrumentalities of interstate commerce to be registered with the SEC pursuant to the 1933 Act, unless an exemption from registration exists under the law. The term "means and instrumentalities of interstate commerce" is extremely broad and it is virtually impossible to avoid the operation of the statute by attempting to offer or sell a security without using an "instrumentality" of interstate commerce. Any use of a telephone, for example, or the mails would probably be enough to subject the transaction to the statute.

Studies have suggested a strong correlation between psychopathy scores and violence, and the PCL-R emphasizes features that are somewhat predictive of violent behavior. Researchers, however, have noted that psychopathy is dissociable from and not synonymous with violence. It has been suggested that psychopathy is associated with "instrumental", also known as predatory, proactive, or "cold blooded" aggression, a form of aggression characterized by reduced emotion and conducted with a goal differing from but facilitated by the commission of harm. One conclusion in this regard was made by a 2002 study of homicide offenders, which reported that the homicides committed by homicidal offenders with psychopathy were almost always (93.3%) primarily instrumental, significantly more than the proportion (48.4%) of those committed by non-psychopathic homicidal offenders, with the instrumentality of the homicide also correlated with the total PCL-R score of the offender as well as their scores on the Factor 1 "interpersonal-affective" dimension.
